1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to compare the relationship of land system and valuation in Korea and China to understand the economic structure of urban planning and land market. (2) RESEARCH METHOD Focused on development rights and planning gains, this paper analyzes the characteristics of land valuation affected by the land system of two countries. (3) RESEARCH FINDINGS China does not allow land ownership for private sector, but operates land use rights(development rights) market with planning permission system, Accordingly, development rights is separated from land ownership. Land valuation system in China has characteristics of land accomodation value(land value per available floor area), which can fully compensates or charges planning gains/loss. On the contrary, development rights is not separated from land ownership in Korea, with zoning system. That makes problem of privatization of planning gains/loss on land price. To solve it, Korean land valuation system has elaborate methodology and statistics such as detailed land fluctuation rate, Government Announced Land Price system, and so on. 2. RESULTS This study contributes to understanding Land system and valuation in China focused to development rights and planning gains and loss. The detailed land valuation methodology in China is not yet unveiled in Korea.
