        고압가스안전관리법령에 의한 독성가스 안전관리 현황 및 정책 동향

        Toxic gases, managed by the High Pressure Gas Safety Control Act, are 31 designated species and each gas of which the permissible concentration(LC50) is equal to or less than 5000 ppm. If the pressure of the gas is below the pressure as provided for in the High Pressure Gas Safety Control Act, such gas is not subject to its Act in spite of toxicity. At the end of 2012, there are 2774 facilities for produce and use of toxic gases managed by its Act and subordinate statute. Such facilities shall be operated or used after obtaining permission or filing a report for producing or using facilities. Also, completion inspections shall be done for such facilities by Korea Gas Safety Corporation before operated or used to ensure the safety of those, and regular inspections shall be done every year or every four years. Each business operator who producing toxic gases shall prepare safety control regulations, select and appoint a safety control manager and hence manage the safety of the facility, Korea Gas Safety Corporation shall confirm and conduct evaluation as to whether business comply with the safety control regulations every 5 years. High pressure toxic gases are managed by the most powerful regulatory Act and subordinate statute among hazardous materials, therefore the average annual accident is equal to or less than 3 cases during last 5 year. After the leakage accident of hydrogen fluoride in Gumi, September 2012, more strengthened policies for safety control are expected to be carried forward as the safety measures of government. Ministry of Trade, Industry and Energy(MOTIE) is carrying out the foundation of the neutralizing center, introduction of the location-based monitoring system for transport vehicles, and is planning on distribution management for cylinders filled with toxic gases. Also, it has plans to develop and distribute more detailed and field-friendly standards by benchmarking from EU and northern America that operate more advanced safety standards. If this series of strengthened policy for toxic gas safety control is carried out, it is expected that accidents caused by toxic gases will be dramatically reduced and the most advanced level of safety control will be achieved for the people to relax.
