권역별 연동형 비례대표제에서 의석할당과 국회의원 의석수에 대한 공간적 접근

최근 개헌관련 논의에서 언급되고 있는 권역별 연동형 비례대표제는 현재의 국회의원 선거제도와 비교하여, 비례성은 개선하고 지역주의 문제는 완화시킬 가능성이 기대되는 대안적 선거제도이다. 새로운 선거제도의 도입 취지와 필요성에 대해서는 학계와 정치권에서 오랜 기간 논의된 바 있다. 그러나 새로운 선거제도를 도입하고 정착시키기 위해서는 다양한 시각에서의 접근과 검토가 필요하다. 특히 선거구와 공간, 지역구분은 밀접하게 연결되어 있음에도 불구하고 이에 대한 구체적인 논의들이 아직 충분하지 않다. 본 연구는 권역별 연동형 비례대표제에 따른 지역별 의석배분에 대해서 공간적 관점에서 예상되는 문제들을 사전에 검토하는 것을 목적으로 한다. 구체적으로는 정치권에서 논의되고 있는 5개 ‘공직선거법’ 개정안에 대해서 의석할당 시뮬레이션을 진행하였다. 그리고 공간과 관련된 문제들, 첫째 지금까지 선거제도에서 간과되었던 선거구 획정 이전의 의석할당의 과정, 둘째 의석할당의 공간 단위와 적합성, 셋째 지방자치·분권과 관련된 대표성 등을 분석하였다. 이를 바탕으로 이 연구는 ‘권역’ 기반이 아닌, ‘광역자치단체별’ 연동형 비례대표제의 도입가능성을 검토하여 제시한다. Compared with the existing National Assembly electoral system, regional party-list proportional system mentioned in the recent discussions on constitutional amendment is an alternative electoral system which is expected to improve the proportionality of representation and alleviate the problem of excessive regional voting patterns. The purpose and necessity of introducing a new electoral system has long been discussed in academic and political circles. However, in order to introduce and settle down a new system, more through examinations from diverse perspectives are needed. Especially, although the electoral district, spaces and delineation of regions are closely associated, discussions on these issues are still not enough to elicit consents from people with diverse political perspectives. The purpose of this study is to investigate the problems in the process of regional allocation of seats from the spatial perspectives under the introduction of regional party-list proportional system. Specifically, this study aims to investigate the following issues by the simulation of the five scenarios developed by several legislators: first, the process of apportionment before determining electoral district, second, the spatial unit and its appropriateness for apportionment, third, representation issues related to local autonomy and decentralization. In addition, based on the results the study, the possibility of introducing a proportional representation system by metropolitan area rather than regional constellation which is likely to cause controversy.

준연동형 비례대표제의 권역 설정과 적용에 관한 연구 - 제20대 총선의 투표 결과에 기초한 시뮬레이션

현재 운영되고 있는 소선거구제 다수대표제와 병립형의 전국단위 비례대표제로 인해 발생되고 누적된 문제점을 해결하기 위해, 다양한 선거제도 개혁안이 논의되고 있다. 이중 연동형 비례대표와 권역별 비례대표로 이루어진 소위 ‘준연동형 권역별 비례대표제’를 근간으로 하는 「공직선거법」 개정안이 국회에서 추진되고 있다. 이 논문은 제20대 총선의 투표 결과를 해당 개정안에 투입한 시뮬레이션을 통해, 각 정당 및 각 권역별 지역구-비례대표 의석수를 추정하였다. 개정안은 선거결과에 큰 변화를 가져오며, 실제 선거와 가상의 선거결과를 토대로 살펴본 결과는 다음과 같다. 첫째, 정당별 득표율이 의석수와 더 잘 연계되며, 둘째, 사표가 다수 감소하고, 셋째, 지역주의에 기반한 의석확보에 균열이 생겨났다. 이는 개정안 도입의 정치적 목표가 일정 부분 달성되었다는 점을 의미한다. 하지만 선거 이해당사자인 국회의원들의 임의적인 권역 설정 및 적용 때문에 매우 복잡한 의석배분과 당선자 결정을 비롯하여 다음과 같은 문제들이 나타날 수 있음을 확인하였다. 첫째, 권역별 의석 배분의 공평성이 훼손되고, 둘째, 권역별 의석배분으로 인해 새로운 개념의 사표가 다수 등장하며, 셋째, 지역주의 완화라는 성과에도 불구하고 비례대표제도의 중요성은 오히려 감소될 수도 있다. 이러한 문제점은 향후 현재의 개혁안에 대한 불만과 개정요구로 이어질 수 있다는 점에서 선거제도 및 선거의 공간적 단위에 대한 논의는 지속되어야 할 것이다. Various electoral reforms have been discussed to address the problems initiated and accumulated by the majoritarian system of electoral district and the national proportional representative system. The amendment to the Public Official Election Act, which is based on the so-called “quasi-proportional representation system”, which consists of a district voting linked proportional representative and a regional proportional representative, is being discussed in the National Assembly. This paper estimates the number of seats of regional proportional representatives of each political party based on the simulation of voting results of the 20th general election. The new system may induce major changes in the election results. Based on the examinations on the actual and simulated election results, some pivotal notions of the new election system can be summarized as follows. First, the earned votes by party is better associated with the number of seats. Second, the number of wasted votes is significantly reduced. Third, there is a positive change in the constellation of seats in some regions. These changes mean that some of the political goals of the amendment would be achieved. However, besides the problems of extremely complicated processes of confirming winners and consequent seat allocation and, arbitrariness of regional configuration, several problems are revealed. First, the fairness of the allocation of seats by regions is undermined. Second, the new category of wasted votes appears due to the distribution of seats by regions. As such problems may lead to dissatisfaction and demand for revision of the quasi-proportional representation system in the future, discussions on electoral systems and spatial units of elections should be continued.

With the correct equipment, microvolt EEG signals can be recorded from the scalp. Their potential use for diagnosis of physiological and psychiatric diseases and for increasing our understanding of cognitive processes is being realized by current research in many fields. Our work focuses on the research for good EEG signal representations and on careful analysis classification results using statistical EEG analysis(SEEG).
