This study searches remarkable achievements of media and contents industry promotion policy in Goyang city during 10 years and derives implications from them. Background of media and contents industry promotion policies of Goyang city, governance and achievements were analyzed. Goyang city aggressively has propelled the media and film industry promotion policy since 2009 and set up the organization for that job. Also Goyang Industry Promotion Agency(GIPA) has set the several plans and research during 4~5 years before 2009. These efforts have beared fruits, which were related with media and film industry infrastructure such as incubating business office, aqua studio, EBS headquarter, k-culture valley theme park. A few challenges-more stable incubating office, contents R&D program, awareness of economical and cultural value of contents promotion policy, nexus of hardware and software for contents industry-severely should be discussed in the progress of making more promotion policy. Henceforth directions and strategy of media and contents industry promotion policy develop should be developed toward cultivating ecosystem and technology of media and contents industry, utilizing media contents for make regional assets.

For those who are against the lifting of the regulations of the Capital region or those who are against it, it is commonly accepted that the goal of these two notions are the same, which is the development of the region. But, the core element of the development of the region lies with the enterprises, and it could be said that maximizing the development of the competitiveness thereof will be the key to the development of the region. In this study, therefore, we examined and analyzed the influence of the policies that limit the positioning of the enterprises in the Capital region among many other regulations in effect within the same context, with a focus on the benefits for the enterprises` land use. Especially, the fact that such regulation boosts the land prices in areas outside of the capital region, in the end, will work in the same way as an intervention by the public sector onto the price structure of the land in the country. Such an intervention will certainly have a similar effect l.

영상제작단지의 도시마케팅 자산화 과정 연구 -고양시 사례를 중심으로-

본 연구는 지방정부가 지역경제 활성화를 위해 방송영상산업 육성을 전략산업으로 추진하는 가운데 영상제작단지가 지역에 미치는 효과가 장소마케팅 특히 도시마케팅이 달성하고자 하는 효과와 유사하다는 점에 주목하였다. 이에 영상제작단지의 유형과 조성의 기대효과를 도시마케팅 관점에서 해석하고자 하였다. 이를 위해 영상제작단지의 도시마케팅 자산화 과정을 고양시의 수조특수영상촬영장 조성사례를 중심으로 고찰하였다. 연구결과 영상제작단지의 도시마케팅 자산화 과정은 입지단계, 기업유도단계, 관광유도단계로 구성된다. 영상제작단지는 입지단계에서 도시환경을 개선하는 촉매 역할을 수행하며 기업유도단계에서는 선도기업을 해당지역에 유치하는 기업유도형 도시마케팅 자산으로 유용한 역할을 할 수 있다. 관광유도단계에서는 촬영장에서 제작된 영상콘텐츠를 바탕으로 도시영상관광을 활성화 하므로 관광유도형 도시마케팅 자산으로 확장될 수 있다. 그리고 도시의 성장을 촉진하고 도시브랜드를 강화시켜서 우수기업과 창조계층의 우수인력이 해당 도시로 추가 유입되는 선순환의 도시마케팅 자산화 과정이 만들어진다. This study focuses upon the similarities in effects of both media production complex and city marketing to the region in consideration of current situation that a local government promotes a broadcast and multimedia industry for activating local economy. The purpose of this paper is to interpret a type and expectation effect of constructing media production complex from the point of city marketing in examining the process how a media production complex is becoming a asset of city marketing in the case of an underwater and VFX studio in Goyang city. The result shows three different phases such as initial location phase, firm inducement phase, and tourism inducement phase. The media production complex can play an initiative for better urban environment in the first phase, and then can be an asset for the city marketing, contributing to the inducement of the enterprises into the city in the second phase. Thereafter, the produced contents can be extended to be a city marketing asset for tourism inducement phase. These three phases can promote a urban growth and reinforce a city brand in forming a virtuous cycle of becoming city marketing asset for inducing the influx of excellent enterprises and creative class additionally.

To evaluate the possibility as a multi-level memory medium for the Ge2Sb2Te5/TiN/W-doped Ge2Sb2Te5 cell structure, the crystallization rate and stabilization characteristics according to voltage (V)- and current (I)- pulse sweeping were investigated. In the cell structures prepared by a magnetron sputtering system on a p-type Si (100) substrate, the Ge2Sb2Te5 and W-doped Ge2Sb2Te5 thin films were separated by a barrier metal, TiN, and the individual thicknesses were varied, but the total thickness was fixed at 200 nm. All cell structures exhibited relatively stable multi-level states of high-middle-low resistance (HR-MR-LR), which guarantee the reliability of the multilevel phase-change random access memory (PRAM). The amorphousto- multilevel crystallization rate was evaluated from a graph of resistance (R) vs. pulse duration (T) obtained by the nanoscaled pulse sweeping at a fixed applied voltage (12 V). For all structures, the phase-change rates of HR→MR and MR→LR were estimated to be approximately t<20 ns and t<40 ns, respectively, and the states were relatively stable. We believe that the doublestack structure of an appropriate Ge-Sb-Te film separated by barrier metal (TiN) can be optimized for high-speed and stable multilevel PRAM.
기존도시의 스마트도시화를 위한 도시서비스데이터의 통합우선순위 분석

The purpose of this study is to derive city service data that can improve the efficiency of urban management when integrated management and analysis among existing city service data of large cities and to analyze their integration priorities. Through this, we sought ways to evolve existing cities into data-driven smart cities. The case of this study is Goyang city where more than 1 million citizens live. The research methods are case analysis and in-depth interviews. The contents and types of 118 kinds of information systems and city services operated by Goyang City were analyzed, and two-level in-depth interviews were conducted for 36 department officials who operate them. Based on this, the priority of urban service data integration was derived by analyzing the degree of ease and demand for city service data integration. As a result, the high level of priority for integration among city service data was education, crime prevention, living environment, disaster prevention, and public transportation management. Therefore, it is better to consider the integration of city service data by prioritizing education, crime prevention, disaster prevention, living environment, and public transportation management when building infrastructure such as data hub center to build the foundation of data-driven smart cities.
