        정보관련 예산분석을 통한 전자정부 발전과정

        This study elaborates a new development process of electronic government which especially focuses on the changing process of budget items and their monetary amounts. A large amount of budgets invested on the building of digital database for the internal organizations in the initial stage. The second stage focused on the network building among the governmental organizations. The third stage began to provide the governmental organization with the information on the public administration online. The governmental services for the citizens has begun in the final stage. This paper notes what kind of budget items and how much budget amounts has been invested to build the electronic government in each development stage. And it suggests some policy implications on the budget systems and amounts of information budgets for promoting the development of electronic and ubiquitous government which is the future type of government development.

        지방소멸방지를 위한 역구독 경제와 청년 창・취업대책

        From the perspective of citizens, their information is subscribed to bycompanies, governments, or other institutions. However, no institution pays asubscription fee for this and uses personal information without permission. Informationutilization institutions must pay individuals a data subscription fee, which can be definedas a reverse subscription economy, so-called “data (information) pension,” in which theyallow them to use their information from the perspective of information providers andinstead receive a subscription fee. Therefore, when information-using institutions such ascompanies, public institutions, or governments use personal information, they must paythe price of information use to individuals like monthly pensions. This will be the rightway to use personal information (data), the crude oil of the 4th industrial society, onlythen will it become a society of sovereign citizens and protect individual datasovereignty. By receiving the price of personal information use from information-usinginstitutions, the expected digital gap and social conflict can be reduced in the future,and the theoretical validity of various government-funded support, including disastersupport funds, can be secured. This study aims to establish a reverse subscriptioneconomy in which Korea protects the true democracy and value of personal informationthrough the realization of “data sovereignty” in the era of digital transformation,preventing local extinction and young people from living in peace.

        환경지리정보시스템을 이용한 환경기초시설의 입지 결정요인 평가

        본 연구는 환경지리정보시스템을 활용한 활용하여 수질오염방지시설의 입지 결정요인을 분석하여 적정입지를 선정하는 방안을 제시하고자 한다. 이를 위해 수질오염총량제가 가장 먼저 실시된 낙동강 권역을 대상으로 환경지리정보시스템을 구축한 후 1) 수질오염방지시설의 처리용량에 영향을 미치는 오염원, 2) 수질오염방지시설의 입지와 오염원 배출량간의 관계를 분석하여 향후 어떤 오염방지시설을 어디에 입지시킬 것인가에 대한 정책대안을 제시하였다. 분석결과, 1) 수질오염방지시설의 처리용량 결정에 가장 큰 영향을 주는 오염원은 산업폐수발생량으로 판명되었으며, 2) 수질오염방지시설의 입지에 가장 큰 영향을 미치는 오염원은 산업체의 수로 나타났다. 이에 반해 인구수는 환경시설입지를 제한하는 효과가 있는 것으로 판명되었다. 또한, 경상북도 낙동강 중 상류유역의 경우 주 오염원인 축산오염원에 대한 대처가 가장 미흡한 것으로 나타나 앞으로 축산오염원의 처리가 가장 시급한 것으로 판단된다. 본 연구는 장차 수질오염방지시설의 입지를 선정하는데 활용될 수 있을 것이며, 각 지역의 오염 특성에 따라 수질오염방지시설을 입지를 결정하는데 크게 기여할 수 있을 것으로 기대된다. The purpose of this research is to select an appropriate location of water pollution prevention facilities(WPPF) through evaluating location decision factor using environmental geographic information system. To do that, this research reviewed the current location policies of WPPFs and its related researches. And this paper builds water pollutant statistical databases, integrated them with the geographic information system of the administrative areas where water pollutants are generated, and gears it with statistical programs such as correlation and regression analysis in order to figure out the pollution factors which influence on the location decision of WPPF on the real time base. The volume of discharge of industrial wastewater is one of the most important water pollutants on the location decision of WPPF. And the number of industrial facilities also was the most important location decision factor in constructing the WPPFs. In addition, this paper noted that the number of population in each area makes a role to restraint the construction of WPPF. It identified that the disposal facility in Nackdong river upper-middle watersheds was insufficient in treating the livestock pollutants. Therefore, Gyeongbuk should concentrate on the construction of disposal facilities of livestock pollutant in these areas. The results of this research will contribute to decide what kinds of WPPF should be constructed on which watershed in Nackdong River, and to forecast the future water quality of each watershed.

        구독 농어촌유토피아 실현 가능성에 관한 사전적 연구

        The market system of infinite competition through exclusive consumption of resources has become difficult to sustain with limited resources, and the shared economy, which uses resources jointly, is rapidly declining due to the Corona 19 Pandemic. Therefore, the subscription economy is growing at a rapid pace, where resources are only used and returned when needed, so that other consumers can use them when needed. In particular, Korean economic growth has been achieved by industrialization and urbanization, which are unprecedented in the world, but with the decline of rural areas, regional imbalance has intensified significantly, reaching a point where it is no longer sustainable. Therefore, in order to prevent the decline of farming and fishing villages and to prevent the destruction of local areas, ruralization or naturalization policies must be continuously pursued in urbanization so far, and at the center is the “Rural Utopia”. However, in order for the success of rural utopia to be achieved, the two jobs and two housing policies must be accompanied by ‘the Subscription Farming and Rural Support Act’, which allows urban residents to easily settle in rural areas and contribute to balanced regional development.

      • Perception Analysis for the Welfare Policy Building Using the Welfare Panel Data

        The social welfare problems have been discussed in the developed countries including Korea and the developing countries. Especially the polity parties meet some difficulties in guiding the choice of universal welfare and selective one because there are no clear guidelines in policy choices. This study intends to provide with the guidelines for drawing the social consensus on the selection of welfare policy selection through the analysis of Welfare Panel Data (2010 and 2013). This study implements the panel data analysis considering that these welfare data are composed of the ordered category. Analysis results note that the people prefer the selective welfare in general but they choose the universal welfare in some specific responses. These results guide the welfare policy orientations in Korea. This paper provides with theoretical bases on the welfare policy debates and notes the panel data analysis method using the ordered categorical panel data in the methodological aspect.
