This paper aims at studying the desired status of autonomous direct-control cities and provinces in the era of local autonomy by focusing on them which will share the pivotal function in local autonomy. The conditions and variables related with the local autonomous bodies' desired status were found out from the essence of local autonomy and the nature of local autonomous bodies, and they were divided into three parts; autonomy, self-management ability, and residents participation. This paper considered the present problems and remedies by the variables. First, in the relationship between the central government and autonomous direct-control cities and provinces, autonomy should be secured. For this, rational redistribution of functions between the central government and the local autonomous bodies should be achieved through the mutual cooperation. Especially, 「Indirect Management」is advisable as a desired means of concerning. Second, on the basis of the autonomy, autonomous administration system should be not only established but also organization, personnel, and financial abilities should be improved. In organization side, it was confirmed that the organs in charge of environment, social welfare, and urban administration should be reinforced or newly established, and that the organs in charge of primary industry should be reduced. In personnel side, many efforts to promote the quality and morale of local officials should be made through a rational personnel administration system. In financial side, for the establishment of the financial foundation, the excavation of self-taxation source and the increase of profitable projects are required. Third, in local autonomy, autonomous direct-control cities and provinces should execute administration on the basis of residents' wishes by maintaining a close relationship with them and expanding residents' participation in administration. For this, across_the_board administrative informations should be open to the public. In conclusion, autonomous direct-control cities and provinces should secure autonomy in relation with the central government, and establish a variety of abilities to execute their own jobs effectively. In relation with residents, they are required to approach their desired status by establishing the climate and institutional device which reflect residents' wishes positively.
