농촌정주체계의 확립을 위한 농촌취락의 정비방안에 관한 연구

It is a serious matter that the level of living standard in rural areas is not equal to that of urban areas, and the decrease of rural population brings about vicious circular underdevelopment process in rural community. This study aims to propose the applicable policy alternatives of rural settlement re-establishment, and to suggest a new direction of rural spatial planning. To achieve those aims, firstly this study analyze the exchanging trends of rural population in Chon-Buk province. According to the results, the changing patterns of rural popullation(1971-1992) is formulated by the conditions of geographical and economical aspects. The decreasing proportion of rural population is about 50% and the future decreasing trends is anticipated rapidly go down. This paper identified six sorts approach of rural settlement strategy of developed nations (village unit development approach, village constellation development approach, cluster-dispersal development approach, functional interdependence development approach, maximum accessibility development approach, key settlement develpoment approach), and suggest appropriate rural settlement policy direction. The key settlement development approach, when accompanied by specific policies to deal with individual rural problems, would appear to be a reasonable future policy for the rural settlement re-organization.
도시내 공개공지 ( Open Space ) 확보를 위한 도시 건축 제도의 개선방안에 관한 연구

Urban open space enlargement is being important issues in urban development todays. This study focuses on the limits of urban development and architectural guidelines for the improvement of urban landscapes and urban living environments. New direction of urban open space enlargement policy is requested to resolve the problems of environmemt pollution and urban living environments. This paper considers two aspects of the limits of urban open space enlargement, the former are the problems and limits of urban planning and development system, and the latter are the necessities of improving architectural regulation guidelines. This paper makes the following 5 suggestions. First, the concepts and contents of urban open space should be clarified for the rational urban open space planning. It is very important in urban development and architectural regulations. Second, the incentive landuse system for the promoting urban openspace should be established, which supports the rational foundation of enhancing the equality between public interests and private interests for the development of urban open space. Third, the architectural codes should be readjusted and introduced the incentive land-use system. It is rational that set-back of architectural line and mitigation of architectural height control have to be concerned with intensive system. Forth, urban open space enlargement should be established by the reconstructing the tax system about urban open space development. Fifth, urban landscape planning and urban landscape control guideline codes is being prepared with urban open space development.
도시경관조성을 위한 고도제한의 문제점과 도시경관보전제도의 개선방안

Urban landcapes conservation is being established to resolve the problems of high density on the parkside residential living environments. This study focuses on the limits of computerised simulation analysis and the problems of height control as an architectural regulation for urban landscape conservation. The sample city`s pilot urban landscape planning project reports was reviewed and compared. This paper makes the following 5 suggestions. First, the concepts and contents should be clarified for the rational urban landscape planning and height regulations. Second, the computerized urban landscape analysis techniques should not the unique method which supports the rational foundation of height regulation for the urban landscape conservation. Third, the urban land-use system should be readjusted and comprise the incentive landuse system. Forth, urban landscape conservation system should be established by the reconstructing urban planning laws. Especially urban landscape planning and urban landscape control guideline codes is being prepared with rational and scientific foundations. Fifth, the reconciliation system between private disadvantages and public advantages which is invented by the urban landscape conservation should be considered.
지방도시 상권활성화를 위한 테마상가재생기법에 관한 연구

This study focues on the regeneration of central business district by the new regeneration methodology of theme shopping building in local cities There have been divert approaches and continuous policy efforts for the regeneration of CBD in local cities. But the situations of degradation of local cities and the depression of CBD are on going drastically. So, It is needed the creative approach of revitalization for local cities’CBD by the new initiative methodology of three different parts First is the Corporative Shopping Building Development by Initiative Common Fund and, second is the Shopping Center Development by Participative Landowners, third is the Challenge Shop Incubator. ALL of the methodology for theme shopping center is supported by the corporative partnership. The regeneration of central business district in local cities by the packaged new regeneration methodologies of theme shopping building will be the main target of local city regeneration policy. In this context, the institutionalization of local city regeneration should be prepared by the enact of law of local city regeneration In conclusion, the creative regeneration of theme shopping building must be comprised these seven important components. 1) The citizen’s initiative suggestion of regeneration methodology of theme shopping building 2) The formal certification of the regeneration project and program, 3) The introduction of coordinator identification for comprehensive project execution. 4) The rationalization of land use and relevant tax system 5) The appointment of business improvement district and design plan. 6) The suggestion of diversified incentive supports and development profit gains 7) The establishment of horizontal network for packaged public investment.

The policy of bicycle transportation has been strengthened since the year of 1993. Many cities try to get the more comfortable situation of bicycle road and invest the huge public funds. But the ratio of bicycle trips to total grows very slowly in contrast to the improvement of facilities of bicycle roads. The the slow increasing of bicycle users come from an insufficiency of safety in the bicycle road environment. In this context, The bicycle user`s safety network system is needed especially to protect traffic accident for the students using bicycle. This study aims at the suggestion for the guideline of bicycle user`s safety network system. The bicycle user`s safety network system composes the two principal sub-systems. One is the hardware(physical/technical system) which consists of the bicycle road, sign board, painting safety line, street lighting spot, speed hump, safety crossing facility, etc. The other is the software(institutional/organizational system) which consists of the parking regulation, bicycle insurance, bicycle traffic rule, bicycle registration, bicycle safety education, and civil participation etc. On conclusion, Making the bicycle user`s safety network system is the most important task for the green transportation policy. For this purpose, first of all, the comprehensive planning of safety design for bicycle in the district level should be set up in regard to the school zone project and TSM etc. The second, oneway road system should be induced for reducing the parking problems in inner district. The third, the government should increase the public budget for the bicycle transportation. The forth, bicycle users safety network system should be supported by the related departments in local level authorities.
