      • GIS를 활용한 도시성장관리모델의 구축에 관한 연구 -파주시 사례를 중심으로-

        급격한 도시화로 인한 난개발, 도시의 과대팽창 등을 막기 위해 다양한 방법의 성장관리 기법들이 제시되어왔다. 우리나라의 많은 도시들도 예외가 아니며, 특히 개발의 압력을 받는 많은 수도권내의 도시들이 그러하다. 본 연구는 GIS와 계량적 방법을 통해 도시의 미래 성장을 예측하고 성장관리를 위한 모델을 구축하는 것이 연구의 목적이다. 특히, 계획적 제도와 수요를 고려한 예측시나리오를 제시함으로써 보다 합리적인 관리방안을 제시한다. 이를 위해 GIS 기법과 계량분석을 이용하여 과학적이고 객관적인 근거를 마련하도록 하였으며 시뮬레이션을 통해 향후 계획의 의사결정 및 집행을 위한 기반을 마련하였다. Many cities have provided growth management measure for preventing urban sprawl and disordered development by rapid urbanization. Many Korean cities also, have been pressed by development issues as well as the Seoul Metropolitan Area. This study aims to predict urban growth and develop Urban Growth Management Model with Geographic Information System and quantitative method. Especially, this study provides reasonable management method by presenting prediction scenario considered institutional-oriented and demand-oriented. This study also, provides a scientific basis using GIS and quantitative analysis, and present decision making of planning and implementation process through simulation.

        수도권성장모형구축

        This study suggests an application of the proposed conceptual model to forecast urban growth in Seoul metropolitan region and studies how the Seoul metropolitan area will be changed or transformed under given 3 scenarios using the model. The Seoul metropolitan region growth model consists of 3 modules; socio-economic forecasting module, spatial urban growth forecasting module and index allocating module. First, socio-economic index forecasting module estimates population, housing and employment. Secondly, spatial urban growth forecasting module simulates urban growth using markovian-cellular automata model. Third, index allocating module distribute the population, housing and employment spatially. In the end the map which accommodates the demand and supply side of urban development was made. This study used 3 scenarios; scenario # 1 has no limitation in development and 20% eased altitude and elevation in the metropolitan area; #2 has the same limitation in development; 3# has a part of regions or areas with no limitation. This study proved that the results are similar to those of humans’ forecast and that it can be applied to forecast the growth in cities or regions. To reflect more actuality, this study introduces and applies socio-economic indexes onto the forecast results including population, area of houses and employees. This study is significant in that it forecasted indexes through multi-dimensional approaches and applied the indexes onto the Cellular Automata, and thus suggested a method to apply urban growth forecasting model on Seoul metropolitan area.

        가구구조 변화에 따른 협력적 주거 패턴 연구

        Since 2000s as social and economic changing, household structure has been changed from traditional household structure like nuclear family to non-traditional household structure like single household. This study presents future housing policy and the feasibility of collaborative housing pattern which is an alternative for new housing search in the near future and suitable for distinctiveness of non-traditional houshold structure. Therefore, the study carried out a survey, and then the study analyzed the survey for frequency, chi-square, and one way analysis of variance. The survey questioned preference of collaborative housing, forecasting applicability in Korea, and the direction of housing policy in the future by professional group and ordinary households. With this survey the study shows that preference groups are outnumbers by non-preference groups. Especially, in case of elderly household and family without children, the study represents high preference because this is proportional to stay at house. With this, the survey shows that small-size housing for small-size household and housing for elderly household are typical demand in the future. For this reason, the study presents that collaborative housing for non-traditional household, especially, elderly household, would be revitalized as new housing pattern with neighbors as the center of community.

        AHP분석을 이용한 경기도 규제개선 우선순위 선정에 관한 연구

        This study aims to determine regulation improvement for promoting development in Gyeongi province. For the past three decades regulations in Gyeonggi province has hindered reasonable development of Gyeonggi province as well as Capital Region Area in Korea. Because of population, housing, and landuse, Gyeonggi province has had many difficulties on international competitiveness and foreign investors. Especially, packages of regulations that have not considered regional conditions and characteristics have caused serious problem such as reverse discrimination and undeveloped areas. Therefore, this study is to understand regulations of 31 citiesㆍguns in legal and institutional aspect in Gyeonggi province. Also this analyzes regulations by city size, regional and geographical characteristics. Finally, this suggests priority of regulation improvement regulation requested by each cityㆍgun in Gyeonggi province. To achieve this, first, this study understands existing conditions and characteristics in each cityㆍgun, second, this classifies 31 citiesㆍguns by similar category, and finally, by establishing criteria for regulation and reverse discrimination in Gyeonggi province, this proposes preferential improvement ranking to develop Gyeonggi province using AHP Analysis.

        환경설계(CPTED)를 활용한 도시범죄 예방에 관한 연구

        For last two decades urban crime has increased over 200 percent and recently become sophisticated and ferocious form. Because this urban crime is occurred by environmental factors, the necessity of CPTED, Crime Prevention Through Environmental Design, is increasing to prevent urban crime. This study aims to provide the important factors and planning direction on prevention of urban crime with CPTED and its theories. As a result, this study draws the environmental factor of CPTED such as, approach control, surveillance, and sense of territory from case study. This study analyzes relative importance using AHP (Analytic Hierarchy Process) and proposes planning considered by factors. In detail with the primary outcome of the analysis, there are two importances, surveillance in physical factor, and social relationship in social factor. An approach control against subjects is also appeared as the secondary importance. Based on the outcome, this study proposes planning guide for physical and non-physical planning. In physical planning guide, this provides CPTED design guide for urban planning, architectural planning, and landscape architecture. Also, in non-physical planning guide, this provides CPTED administrative aspect for police and urban administration.

        The urban growth management policy is perceived as governmental efforts which aim at balanced growth between urban of fringes and a higher quality of life for residents through systematic and strategic approaches. urban sprawl problems around metropolitan areas due to absence of integrated urban control system or duality of planning system. The new governmental body designed to control and coordinate planning conflicts between high and basic local government is required in order to prevent sprawls by satisfying concurrency condition of development, and the concept of urban planning should be define into policy plan and strategic plan So, the purposes of the current study are to facilitate the earlier settlements of those newly-devised policies, and to search for short-term policy alternatives as well as long-term policy amendment issues through the analyses of the current execution statuses of those policy devices introduced under Under National Land Planning and Use Law.

      • 젠트리피케이션의 영역 설정 및 제도적 접근 방안에 관한 연구 : 상업적 젠트리피케이션을 중심으로

        In terms of urban regeneration, gentrification is a phenomenon that occurs in the process of revitalizing areas that have been stagnant for a long time. The increase in the floating population, revitalization of local commercial districts, and increase in real estate value are representative expected effects of the implementation of urban regeneration projects in declining areas. This leads to the effect on the region itself. However, at this time, there is a sense of gap between the person who activated the region and the actual beneficiary. This is because this benefit rarely leads to indigenous and indigenous merchants. Therefore, this study proposes a new approach using gentrification phenomenon public policy as a research topic to match beneficiaries. Therefore, this study analyzes and evaluates Seongdong-gu and overseas gentrification response policies, which enacted Korea’s first gentrification response ordinance, and discusses limitations derived accordingly. It is also meaningful to identify the elements of gentrification district unit plans that have not been commonly addressed by local governments and to present district unit plan guidelines for responding to gentrification. These attempts will not dismiss gentrification as a phenomenon, but will actively intervene by the government to recognize it as a policy issue, and suggest a new approach to gentrification response through policy measures. In addition, the relationship with the actual urban management means was confirmed, not limited to analyzing the changes and status of commercial gentrification areas, and specific system improvement plans were proposed to increase the effectiveness of gentrification responses. It is differentiated in that it insists on revising the direction of the gentrification response policy, including the district unit planning system, and proposes a specific use regulation process and revision and supplementation of the legal system to support it.

        i2SFCA와 GWR을 활용한 편의점 입지 효율성과 근접출점 간의 인과성 검증

        편의점의 근접출점은 수많은 점포주의 생계를 위협하고 있음에도 불구하고, 아직까지 우리나라에서는 편의점 근접출점의 사회적 의제를 뒷받침할 수 있는 실증연구가 부족한 실정이다. 이에 이 연구는 안양시를 대상으로 i2SFCA의 활용하여 편의점 입지 효율성을 분석하였으며, 전역적ㆍ국지적 계수를 통해 근접출점이 편의점 입지 효율성에 미친 영향을 각각 추정하였다. 분석결과, 안양시 편의점의 입지 효율성은 입지에 따라서 큰 편차를 보였다. 역세권에 위치한 편의점의 입지 효율성이 압도적으로 높은 가운데, 주거지역 내에서도 입지 효율성이 높은 입지가 다수 존재하였다. 회귀분석에서 안양시 편의점의 근접출점은 입지 효율성에 부(-)의 영향을 끼쳤다. 국지적 계수의 추정결과, 대부분의 편의점에서 근접출점은 편의점의 입지 효율성을 떨어뜨리는 요인으로 밝혀졌으며, 주거지역에서는 그 피해가 더 컸다. 이상의 분석결과를 바탕으로, 편의점주 입장에서 근접출점에 따른 피해를 최소화할 수 있는 보다 적극적인 정책 방향에 대해 제언하였다. Even though the adjacent branches of convenience stores (CS), a phenomenon that convenience stores competitors open their stores next to one another, have threatened numerous CS owners livelihood, few empirical researchers tried to delve into Korea s phenomenon. Therefore, this study analyzed convenience stores location efficiency with an Inverted Two-Step Floating Catchment Area (i2SFCA) in Anyang-si. Then, it estimated the effects of adjacent branches on location efficiency of CS through the global and local coefficients, respectively. As a result, the location efficiency of CS in Anyang-si showed large deviations by locations. Simultaneously, it was overwhelmingly high in the station influence areas, and higher location efficiency of CS was detected in a wide range of residential areas. In the regression analysis, adjacent branches of CS harmed location efficiency. As a result of the local coefficient, it was found that in most CS, adjacent branches were a critical factor that deteriorated the location efficiency of CS, and the negative influence was more remarkable in residential areas. In light of these results, we suggested more proactive policy implications to minimize the damage resulting from adjacent branches from convenience store owners perspectives.

        귀촌 도시민의 선호지역과 결정요인

        The present study investigates the relationship between the locality of rural areas and urban-to-rural migration, focusing on the increased migrants from urban to rural areas. The present study utilizes spatial statistics to analyze areas of migrants’ preference, and adopted multiple spatial statistics models to understand the relationship between local characteristics and urban-to-rural migration. According to results, most of urban-to-rural migration have been originated from metropolitan areas while the migrants’ preferring areas are Seoul metropolitan city and its surrounding areas, and outskirts of Busan, Daegu and Ulsan city. The results shows that areas which are adjacent to metropolitan areas and have enough rurality tend to attract more migrations. The results also implies that the migration movement in Korea is not yet of a urban-to-rural migration, but a relocation of residence due to the urban expansion.

        택지개발지구내 주차문제 발생 원인과 대책에 관한 연구

        The purpose of this article is to suggest the solutions of the parking issue such as the lack of parking spaces in Pangyo Technovalley by analyzing the traffic impact assessment and the result of parking demand estimation for each building. The results show that the causes of the parking issues in Pangyo Technovalley are illegal parking, the opening delay of parking buildings and the exclusive operation of parking lots for maintaining security information. Also the results show that the short-term alternatives for solving parking problems are a parking lot expansion, utilization of temporary parking lot and the long-term alternatives are early completion of parking lots construction, reserving additional parking spaces by utilizing the neighborhood park. Institutional alternatives have been proposed permits shuttle by revising related laws, public transportation network expansion, car-sharing and revitalization of riding a bicycle.
