        Nowadays, to help reduce poverty, there is international promotion of policies that support self-employment for low-income female households. The Seoul Metropolitan Government has also launched a microcredit project with $5 million budget this year to support low-income brackets` self-employment. The purposes of this project are to encourage successful self-employment of the low income female group and suggest supporting strategies for them to successfully operate their businesses. This study consists of four subjects as follows; firstly, it analyzes the traits and concepts of the low-income female household. Secondly, it reviews the current issues about low-income female group and looks at the policies of overseas countries that are already supporting low-income female households. Thirdly, it analyzes the limits of current supporting systems for self-empolyment of low-income female in Korea and classifies them into three parts: Central Government, The Seoul Metropolitan Government, and NGOs. Lastly, it proposes Seoul`s supporting strategies for self-employment of low-income female households based on the result of the study. This study suggests eights strategies to support low-income females. Firstly, set a co-operated business based on the connection among Seoul Metropolitan Government, Women Development Centers, microcredit organizations. Secondly, strengthen the support system of low-income female in Women development centers to breed up the prepared founders. Thirdly, develop a valuation model of credit rating by considering the characteristics of the low-income female class. This standard will be applied to the case of operating funds loans for low-income female classes. Fourthly, Seoul Metropolitan Government will make agreements with enterprise consulting companys to aid low-income females so they can receive continuous management consulting. Fifthly, in the case of an establishys to aunded by females who currently receive welfare benefit, Fohey will be allowed to have a legal delay so that they can continuso threceive public benefit, for onees wh, Sixthly, support low for oe female classes with on the job training, Seventhly, Seoul city will provide funds for establishing a network which enables microcredit organizations to share information with each other. Lastly, Seoul city will build a homepage for all self-employed women, including the low-income class, so that all women who hope to open a business can easily get access to the necessary information.

        This research aims to analyze characteristics of social enterprises in Seoul and to propose suggestions to support social enterprises in Seoul. As of end of August, 2010, in Seoul, there are 73 social enterprises certified by the Ministry of Employment and Labor, 118 candidates of social enterprises under the supervision of the Ministry of Employment and Labor, 203 candidates of social enterprises under the supervision of the City of Seoul, and 5 candidates of social enterprises under the supervision of Gu, totalling 399 social enterprises. According to the results of surveys carried out for this research, characteristics of candidates of social enterprises under the supervision of Seoul are as follows. First, in terms of industry distribution, 23.6% work in culture/ art/ travel related services, taking up the largest number. Others include education (19.4%), manufacturing (12.2%), food sales(12.1%), nursing/ child care/ public health(10.8%), recycling(6.7%), delivery services(5.5%), and home maintenance and gardening(3.6%). Second, 70% of workers in these enterprises belong to disadvantaged groups; 35.2% are the aged, 21.2% are handicapped, 12.9% are women with career disruption, 11.1% are from the lowest class in terms of earnings, 6.1% are the long-term unemployed, and 2.3% are emigrants from North Korea. Third, the average business profit for three months (from July to September of 2010) is -6,350,000(Won). By industry, those in manufacturing has the lowest business profits of -26,000,000 (Won), those in education and nursing/ child care/ public health have -11,000,000(Won), those in culture/ art/ travel related services have -4,000,000 (Won), and those in food sales have -1,500,000(Won). Enterprises that had positive business gains are those in delivery services (8,700,000 Won) and home maintenance and gardening (2,000,000 Won). This study proposes following suggestions to support social enterprises in Seoul. First, a present focus on manufacturing in supporting social enterprises needs to be reconsidered and different support strategies are to be applied to enterprises working in different industries. Among candidates of social enterprises under the supervision of Seoul, those in manufacturing make up only 12%, and those in culture/ art/ education/ caring and other social services make up 54%. These enterprises in caring and social services have difficulties in making business profits, and they have comparatively high labor costs. Strategies to support social enterprises need to take these industry-specific characteristics into consideration. Second, in supporting and administering social enterprise, a proper division of labor between Seoul and each Gu needs to be devised. As for enterprises working at the national or the global level, such as those in fair trade or fair travel, Seoul needs to be the primary supporter. On the other hand, enterprises which provide services for the local community, such as the caring and other social services, each Gu needs to take the role of primary supporter. Third, in supporting social enterprises, Seoul presently focuses on supporting labor costs. In order to raise the sustainability of these enterprises, support needs to be provided for other aspects as well, such as providing workplace, supporting development of business areas, consulting for management, and training.

        -Due to the current government support policy, in the past 2-3 years, there has been an increase in the number of social economic businesses, known by various names such as social enterprise, preliminary social enterprise, community business, self-sufficient community, etc. In Seoul, as of March, 2011, there are about 700 social economic companies and it seems that they will increase to approximately 1000 by the end of 2011. Even though there is much common ground among social enterprise, preliminary social enterprise, community business, self-sufficient community, they are somewhat inefficient and ineffective because of the dispersion of the support policy by the government department. In this circumstance, this study suggests efficient and sustainable development methods for social economic businesses, that is integrated managment systems. -The policy suggestions of this study are as follows: -Firstly, it is more desirable to seek the integration of support policies, which are now promoted separately by several departments. -Secondly, it is necessary to make a profit generating structure and mutual aid economic system through joint strategy among social economic businesses. To make this be accomplished efficiently, it is necessary for the Seoul city to support a combining project of social economic businesses which are based on the local community. -Thirdly, it is necessary to create an environment for sustainable development of social economic businesses. For this, it is suggested that the city of Seoul reinforce education support activities to upgrade the capabilities of companies. Additionally, continuous promotion for ethical consumption and encouragement for priority purchases of public institutions are needed for market expansion. -Fourthly, it is necessary for Seoul to change the website of social enterprises to a social economic portal site and to invigorate the website. -Fifthly, it is necessary to shape a combined DB regarding the social economic businesses to utilize in supporting businesses and management. -Sixthly, it is necessary to establish combined public support standards and guidelines regarding social economic business backups.
