Purpose: The terminology of "policy" or "quality policy" is widely used in quality management areas. But few people know and use that word with the accurate concept. This paper compares the concepts and suggests the contents for quality policy and quality strategy. Methods: This paper compares the concepts between policy and strategy through the literatures and suggests the contents for quality policy and quality strategy by exploratory study. Results: This paper suggests the contents for quality policy and quality strategy which are useful to establish the quality planning in companies. Conclusion: Strategy and policy are intimately related, and so confused in applications, therefore distinguishing both concepts clearly is necessary for effective use of them. This paper will help the right use of both concepts by showing the examples.
I-O 시스템을 이용한 성과지표 개발 모델 및 BSC와의 통합 활용 방법에 관한 연구

업무의 결과를 나타내는 성과지표(PI: Performance Indicators)에 대하여 전통적으로 학자나 실무자들마다 다양한 기준을 제시한다. 품질, 원가, 납기, 유연성, 신속성, 확실성, 스피드, 시간, 사기, 안전, 생산성 등이 이에 해당한다. 주장자들에 따라 이러한 지표들의 일부를 직관적으로 주장하여 기업들은 이러한 지표들이 얼마나 중요한지, 또 서로 간에 어떠한 관계를 지니고 있는지 판단하기 어렵다. 본 논문에서는 투입-산출 시스템적 접근을 통하여 성과지표들을 체계적으로 개발하는 방법을 제시하고자 한다. 이 과정에서 대표적인 지표들이 무엇인지를 제시하고 각 지표들 간의 상호관계를 설명한다. 한편 근래에 적지 않은 조직들에서 핵심성과지표(KPI: Key Performance Indicators) 관리도구로서 균형성과지표(BSC: Balanced Scorecard)를 도입하고 있는 데 운영적 업무에 대한 성과지표들을 소홀히 함으로써 지표체계 구성에 문제가 발생하는 경우를 자주 목격하게 된다. 본 논문에서는 투입-산출 시스템적 접근을 통한 성과지표 개발 모델과 BSC 도구를 어떻게 통합하여 활용하는 것이 효과적인지에 대한 방법을 제시한다. Several authors and practitioners intuitively propose some PI(performance indicators), which are quality, cost, delivery, flexibility, fast responsiveness, speed, time, morale, safety, productivity, and etc. Because each insists cover only a few indicators, users are at a loss which indicators are more important and what are the relations among them. This paper propose the systematic approach to derive PI by using input-output system model. This approach will explain what are the representative PI and the relations among indicators. This paper also propose how to use above traditional PI with BSC tool which is a widely used these days to get the KPI in many organizations.

Purpose: In this study, we suggest the systematic and comprehensive model to develop PI(Performance Indicators) of the organization or the process. Methods: The model is developed theoretically by using SIPOC(Supplier, Input, Process, Output, Customer) approach which is a tool to analyze the process and is compared with existing models to develop PI or KPI(key performance indicators); financial indicators, BSC, IPOO(input, process, output, outcome), traditional QCD (quality, cost, delivery), and IOS(input, output system). Results: The model provides more systematic method to develop PI and more comprehensive set of PI pools for all kinds of hierarchical levels of process than any other models to develop PI or KPI. Conclusion: This model will provide useful tools for the managers and the organizations who wish to develop PI.

Purpose: This paper reviews the papers on TQM issues which are published in the Journal of the Korean Society for Quality Management (KSQM) since 1965. The literature review is purposed to survey a variety of TQM issues for several categories. Methods: We divide all of TQM issues into 6 categories: ISO system, quality assurance, quality management theory, empirical study on quality management, quality awards, and quality management etc. Results: Dividing all of papers on TQM published in KSQM for 50 years into 6 categories, we provide a chronological roadmap for individual categories, and summarize the contents and contributions of surveyed papers. Conclusion: The review paper is expected to provide future direction to improve TQM theories and applications in manufacturing and service industries.
