In order to reduce the carbon emission, the Government has introduced the public system of energy consumption of public buildings since 2015. The purpose of the system is to raise public awareness of the energy usage and to improve the energy performance of the buildings by public institutions. The purpose of this paper is to improve the reliability of the system data by comparing domestic system to UK"s Display Energy Certificates system which UK has ran since 2008 and by studying such domestic public data. In this paper, we found out that while the domestic system is easy to access by the policy and easy to compare the energy usage, however, in order to perform comparative analysis on domestic energy consumption data, reliability of such data needs to be increased. Our suggested solutions are as follows; first, measurement accuracy of energy consumption can be increased by obligating the installation of meter per building or per use, and second, reliability can be increased by letting energy experts to prepare the report on energy consumption status.

This study aimed to compare the primary heating energy consumption of regional apartment houses based on the enhanced thermal insulation performance of building envelope standards. The difference of the heating energy consumption based on the enhanced thermal insulation performance of building envelope standards in the southern region, the largest regional difference in primary heating energy consumption, is 10.3 kWh/(㎡ ․year). The difference of the heating energy consumption based on the enhanced thermal insulation performance of building envelope standards in the central region is 8.0~8.5 kWh/(㎡․year) and that of the Jeju region is 0.5 kWh/(㎡․year). These energy consumption differences do not result in building energy efficiency ratings changing. The building energy efficiency ratings have the possibility to be changed.

There are main issues of defect type that condensation, concrete crack and noise in apartment buildings. Especially, according to the Apartment Defect Dispute Mediation Committee in Korea (ADDMC) at Ministry of Land Infrastructure and Transport in Korea (MLIT), condensation defects are great importance (14 percent) on whole number of reported cases of faults from 2015 in Korea. Most condensation defects have many different causes that take a toll on the resident"s life and space. So it is very important to early detection and repair. For preventing the condensation in apartment buildings, there are building codes in Korea such as "Standard of Method and Judgment for Apartment defect of investigation, Repair cost Estimate". This research aims to study on the improvement of preventing the condensation aforementioned korea standard. Types and characteristics (opaque wall, windows, doors) of cause of occurrence and existing state condensation defect is analyzed from evaluation of real application 100 case in 2015 ADDMC data.

Our country has a higher level of energy dependence and therefore rely on imports from foreign countries and energy demand structure is vulnerable. This study analyzes correlation between primary energy consumption per area and energy performance index in certified energy efficient residential buildings with statistical approach. 34 residential buildings with district heating and 17 residential building with individual heating system were used for and the analysis. As a result of simple linear regression analysis, the result show that the lower the primary energy consumption resulted in higher energy performance index in residential buildings with district heating and its trend curve derivation was 0.48%. In conclusion, there is low correlation between primary energy consumption and energy performance index.
