Banlieue et la politique d`integration des immigres en France - politique spatiale de discrimination et d`exclusion - Ryu, Ji-seok · Jang, Se-yong [Abstract] Notre travail a pour but d`etudier, de fa?on critique, la caracteristique spatiale de la banlieue fran?aise avec le point de vue historique et philosophique. Les emeutes dans les banlieues en 2005 ont souleve les questions sur la politique de ville en general et ont remis en question la nature de cet espace d`inclusion et d`exclusion en raison de son effet profond sur le probleme de l`immigration et la politique multiculturelle. Avec cette perspective de base, nous explorons egalement l`arriere-plan philosophique et ideologique de la formation du mecanisme de discrimination et d`inegalite pour les immigres. Banlieue est la zone satellite autour de la ville metropolitaine, construite au cours de la modernisation et de l`urbanisation, en particulier dans le but d`ameliorer l`environnement residentiel des travailleurs et de la classe humble. Il est devenu un espace problematique des conflits sociaux complexes lies non seulement a la crise economique, l`augmentation du ch?mage, et l`afflux des travaileurs etrangers principalement des pays du Maghreb mais aussi a la montee du racisme et du xenophobie aggravee par la provocation de l`extr?me droite et la politique endurcie de la droite. Le soulevement des banlieues de 2005, commence dans les banlieues de Paris a choque la France et le monde. La discrimination et le racisme contre les immigres originaires du Maghreb produisent des conflits socio-culturelles graves en France, ou les valeurs republicaines d`egalite considerees comme primordiales et la politique d`integration a ete mis en place depuis longtemps. Maintenant France se situe au carrefour des politiques d`integration republicaines fondees sur le principe de laicite et du besoin du multiculturalisme plus souple. Les philosophes et les intellectuels tels que Ranciere, Balibar, Badiou, Rosenvallon ou Noiriel remarquent cette situation contradictoire et critiquent violemment l`ideologie de la securite et sa recuperation politique par la droite. Notre etude sur la banlieue en France donnera l`occasion de reflexions sur le multiculturalisme et l`elaboration des politiques relatives a la coexistence avec les immigres dans la societe mondialisee.

멕시코 오아하카(Oaxaca) 주 원주민의 남캘리포니아 이주와 트랜스로컬 연대

2006년 여름에서 가을까지 멕시코 오아하카 주 오아하카 시에서 벌어진 교사파업시에 미국 특히 LA로 이주한 가족 및 친척과 양국원주민전선(FIOB)을 비롯한 조직원들이 본향의 사회운동에 적극 참여했다. 그 배경에는 1993년 북미자유무역협정(NAFTA)의 발효로 멕시코 경제의 신자유주의화와 경제통합의 가속화가 초래한 경제위기에 내몰린 오아하카 주 중부산악계곡 원주민 사포텍(Zapotecos) 부족과 믹스텍(Mixtecos) 부족 공동체 구성원들이 불법 월경 이주를 거쳐 남캘리포니아 특히 LA와 샌 디에고 인근에 정착하여 통칭 ‘히스패닉 아메리칸 인디언"으로 불리는 현실이 작용한다. 이들은 출신지역과 종족적 정체성에 바탕을 두고 위성공동체를 형성하여 본향 공동체와과 사회경제는 물론 정치문화적 연결망을 유지하고 순환이동하며 본향의 로컬거버넌스와 정치문화에 큰 영향을 끼치고 있다. 필자는 이들이 멕시코의 주류국민 메스티소와 같은 초국가적(transnational) 층위의 정체성을 일정하게 인정한다. 그러나 동시에 위성공동체와 본향공동체가 문화의 혼종화와 ‘정치문화적 정보와 교통과 참여행동의 연결망’ 공간을 형성하고 양국간 조직을 통하여 원주민 종족성을 확장하는 현실에 주목한다. 특히 원주민 공동체의 관습법에 따라서 본향의 로컬거버넌스에 제3공간 구성원으로 참여하여 본향의 로컬리티를 재구성하고 이중국적 개념의 발전을 자극한 것을 트랜스로컬(translocal) 이주 현상으로 재평가를 시도한다.

미국-멕시코 국경지대와 밀입국자

미국-멕시코 국경지대는 인종, 젠더, 계급 관계가 연동되어 작동하는 혼종의 교류공간이며 생성공간이기에 국민국가의 ‘국경’ 기능과 역할 및 유용성에 의문과 논란을 증폭시키는 공간이다. 이 국경은 강고한 감시와 통제로 군사화 된 장벽인 한편 동시에 매일 백여만 명이 출퇴근 노동자로 왕래하여 국가의 경계가 실제로는 무력화 되는 가상의 장벽이기도하다. 이곳은 또한 많은 중남미계 밀입국자들이 월경을 시도하고 나아가 상해와 죽음을 겪는 공간이다. 특히 9/11 이래로 국경 순찰이 강화되고 첨단장비가 배치되면서 밀입국 통로는 애리조나 주, 소노라 사막이 월경의 요지로 떠올랐다. 폭력의 정치적 처리와 하이테크 테크놀로지의 미학적 처리를 결합한 이 공간에는 순찰과 감시, 체포와 송환이란 잔인함(cruelty)의 장소학(topography)과, 인도주의와 연대성라는 교양(civility)의 장소학이 공존한다. 그 결과 미셸 푸코의 ‘생명정치’, 조르조 아감벤의 ‘예외상태’, ‘벌거벗은 생명’ 등 개념들의 이론적 적용가능성을 시험할 여지를 제공한다. 미국-멕시코 국경지대는 국가 공권력이 첨예하게 행사되는 경계지이면서도 한편 폭력조직과 연계된 마약밀매업자, 밀입국 거래자, 강도들의 탈법이 자행되는 장소의 측면이 공존한다. 멕시코 정부의 마약 카르텔과의 전쟁에서 2008년에 국경도시 시우닷 후아레스는 1,607명이 잔인하게 살해당해 망자의 도시(necropolis)로 변했다. 특히 가난한 젊은 여성을 납치· 고문·강간·신체 절단을 자행하여 도시외곽이나 빈터에 내다버리는 여성살해(feminicide)가 확산되었다. ‘여성살해’는 여성에 대한 폭력이 사회통제 방식으로 자연화 된 정도만큼, 젠더화되고 인종화된 신체에 대한 중첩된 ‘정치적 동기를 가진 성적 폭력’으로서 권력관계를 표현한다. 사회적 폭력과 실패한 국가의 주요 희생자인 여성들은 미국으로 밀입국을 선호하고 그 과정에서 남성밀입국시도자와 마찬가지로 안내자의 배신·강도의 습격과 폭행· 납치·익사·겁탈·역사(轢死)·악천후에 사막에 버려지는 참사를 겪는다. 이 연구는 ‘생명정치’의 공간인 동시에 아킬레 음벰베가 ‘시신의 정치’(necropolitics)라고 규정한 ‘죽음의 작업’(work of death)이 교차하는 공간으로서 미국-멕시코 국경지대의 현실에 주목한다.

This study was processed for verification of the effect of Servant Leadership on sport confidence in taekwondo Coaches and investigation of mediating effect on exercise commitment. The data were collected in the high school 502 players with purposive sampling of nonprobability sampling. The collected data were analysed with SPSS 21.0 and AMOS 21.0 for confirmatory factor analysis, reliability analysis, descriptive statistical analysis, correlation analysis, and structure equation analysis. First of all, Servant Leadership of the players had positive effect on sport confidence. Secondly, Servant Leadership of the players had positive effect on exercise commitment, and exercise commitment had positively affect sport confidence. Lastly, exercise commitment of the players partial mediated the relationship between Servant Leadership and sport confidence.

The Italian Regionalism has been so far focusing on the Mezzogiorno problem. This was mainly from the endogenous factors of the region and the state in establishing the modern national state. However, the Northern Question which appeared after the late 1980s is the more complex phenomenon which, beyond the problems of the region and the state, resulted from multi-layered structure of the endogenous localism and the exogenous EU and globalisation. Therefore, it is possible to evaluate that the uprise of the Northern Question as a kind of phenomenon that Italy had failed to make modern national state and tried to restructure off state from the postmodern perspective. In this sense, we can think that regional populist party the Lega Nord is the an attempt to desperately seek the immediate survival of the entrepreneur and the labours of the small and medium-sized enterprises in small and middle town Industry District that producing specialized consumer goods in periphery of the center against to the external pressures of globalisation which began to accelerate in the late 1980s. And the survival strategy of the small and medium-sized enterprises in northeast industry that confront the collapse of the matrix of large enterprises in the north-west, Post-Fordism, and flexibility of labour caused the regionalism. When the Northern Question was highlighted as current issues, the interesting phenomenon was that as Mezzogiorno problem which had been key issues of the problem of italian regionalism was reevaluated, it was emphasized that the South itself has the endogenous competency of development. Even it has been said that the problem of Italian regionalism is returning to Mezzogiorno problem again. But, the fact that the northern regionalism still has its complex relationship with the EU is an issue. Meanwhile, Local Production Systems are also emerging in south Italia. But this is also the product of delocalization strategies by some leading enterprise in middle-north seeking more cheaper labour to increase competitive force in deepening international economy. This experience provided a spur for the problem of Italian regionalism to be newly observed throughout Italy without focusing on ``Mezzogiorno problem`` or ``Northern Question``. Especially, the anticipated Federalism discussion and its results can give the possibility to convert the region centered thinking into local(city) centered thinking.
