지역 환경문제 해결에 있어 개발주의 지향의 지방정부와 지역의 개발동맹을 견제하고, 지속가능한 사회적 대안을 제시할 수 있는 지역 환경운동단체의 활동여부가 중요하다. 따라서 본 연구는 지역에서 20여 년간 지속적으로 활동해온 지역환경NGO인 서산태안환경운동연합을 중심으로 지역환경운동의 형성과정과 의미를 밝혀보고자 하였다. 연구결과, 90년대 안면도 핵폐기물처리장, 대산공단 공해문제 등을 경험하면서 각성한 지역주민과 지역의 사회운동세력들이 결합하여 서산태안환경운동연합을 결성했다. 결성 초기 보수적인 지역적 정서로 인하여 반체제·반정부 단체라는 오해도 받았지만, 대중적인 시민참여 운동을 통하여 시민운동단체로 사회적 지위를 인정받았다. 이후 철새보호운동, 해안사구보전운동 등과 같이 서산과 태안의 환경적 특징을 반영한 환경의제를 발굴하고, 중앙저수지 생태공원화 사업 등을 통하여 환경이 일상적인 삶과 밀접하게 연관되어있다는 사실을 주민들에게 체감할 수 있게 해주었다. 그리고 보수적인 관변조직 중심의 지역 시민사회에서 공익을 추구하고 민주적 원리에 따라 운영되는 서산태안환경운동 연합의 활동은 지역 시민사회의 균형을 잡아주었을 뿐만 아니라 시민참여의 선택 폭을 넓혀 주었다. 하지만 서산태안환경연합의 이러한 운동의 성과에도 불구하고, 한국 시민 운동단체가 겪고 있는 회원확보 및 재정문제, 그리고 후속 활동가의 재생산 문제에 노출되어 있다. 따라서 향후 서산태안지역의 환경운동이 지속적으로 발전하기 위해서는 정체 상태에 빠져있는 회원 및 재정증대와 동시에 소수의 상근 활동가와 열성회원들에게 의존하는 운동방식을 넘어 다양한 회원들이 참여할 수 있는 방향으로 운동을 재조직하는 것이 핵심적인 과제로 제기된다. To solve environmental problems in local areas, it is crucial for ‘Region Environmental Movement Groups’ to conduct activities to keep the local governments oriented to developmentalism and local areas’ alliance for development in check and also provide sustainable social measures. Therefore, this study aims to examine the process of forming local environmental movement and its significance centering around the Seosan-Taean Federation for Environmental Movement one of the grass root environmental NGOs that have constantly performed activities in the area for 20 or so years. According to the result of the research, they organized Seosan-Taean Federation for Environmental Movement combining the local residents and also the power of social movement realizing how serious the problem was as experiencing such issues as the Anmyeondo nuclear waste disposal plant in the 1990’s and pollution in Daesan Industrial Complex. In the beginning of its organization, it was also misunderstood as an antiestablishment and antigovernment group due to the conservative emotion in the area; however, through its popular movement with civil participation, its social status became recognized as a civic movement group. After that, it excavated environmental agendas reflecting Seosan and Taean’s environmental characteristics like migratory bird protection movement or coastal sand dune preservation movement and let the residents actually feel the fact that environment is closely associated with their own everyday life through such projects as making the central reservoir an ecological park. In addition, the activities of the Seosan-Taean Federation for Environmental Movement operated by democratic principles and pursuing public interest in the region’s civil society centering around conservative official organizations did not only balance the region’s civil society but also increase the range of options of civil participation. However, despite the Seosan-Taean Federation for Environmental Movement‘s fruition gained by that movement, it still exhibited problems that most Korea civic movement groups suffer from such as securing members, overcoming financial problems, and reproducing follow-up activists. In particular, local civic groups having as their stage of activity small minor cities in local areas with relatively less population show these kinds of problems more distinctively. Therefore, in order to develop environmental movement in Seosan Taean area sustainably afterwards, it is essential to activate the members being inactive, increase budget, and also reorganize the movement to the direction that allows more members and citizens to participate, not with the method of movement depending on minority of full-time activists or enthusiastic members.
