        절충교역에서의 실물옵션 방법론 적용에 관한 연구

        Defense offset is considered to be all effective way of acquiring defense critical technologies and arms components as a counter-trade obligation ill defense acquisition contracts. Although arranging the offset contracts is wide]y perceived as necessary, there hardly exists an acceptable model of valuation of the offset technology. By undertaking the technology valuation approach and applying the option approach tn the offset program, we present an offset technology valuation model that maximizes social net benefit of the countries transferring the technology. This article applies our model to an actual case of defense technology transfer in the Republic of Korea. The contribution of this paper is in applying the option approach to the valuation of defense onset technology, providing for the additional flexibility to tile analysis. Our research suggests several policy implications that can be applied to the actual process of defense offsets. Our results elucidate managers' role and responsibilities in designing such a process by applying option approaches.

        개산형 방산계약에서의 원가이전에 관한 실증연구

        Defense firms' excess profitability by shifting common overhead costs from non-defense sector to defense sector in the award of cost reimbursement type of defense contracts is a widespread conclusion in prior researches. In this paper, we reviewed cost-shifting incentives in defense-contracting firms and extended the analysis of McGowan and Vendrzyk(2002) by applying modified model to Korea Defense Contracts. We formulated six hypotheses to test the relation of cost-shifting and excess profitability regarding market openness, auditing system, ranking in defense contracts, and firm types(sole defense contractors, sole non-defense contractors, and defense and non-defense mixed contractors). But, we could not find any evidence that defense firms shifted costs from non-defense sector to defense sector for the period 1997-2002. The results suggest that the excess profitability of Korea defense firms may not be from the cost-shifting but from other reasons.

        The aim of this paper is to show the process of R&D Project-Priority Ordering in the Defense Technology field. We propose specific methods (Delphi, Analytic Hierarchy Process (AHP), Scoring) to order the R&D Project-Priority. In general, to decide the priority of R&D projects most of researches depend on questionnaires which are surveyed by experts. However, it is criticized that this process cannot reflect the limitation of experience and knowledge of experts. In this process, we separate evaluators in two parts: the first is strategic experts, the second is technical experts. Evaluators can choose and evaluate the alternatives which they are familiar with, so we can obtain reliable results. Finally, based on our process of the R&D Project-Priority Ordering we formulate policy implications for managing the defense technology.

        도시재생 뉴딜사업 실태분석 및 개선방안

        본 연구는 우리나라 도시재생뉴딜사업의 성공적 추진을 위해 도시재생 사업의 실태분석을 통해 개선방안을 제시하는 데 목적이 있다. 지자체별 활성화계획서를 단위사업으로 분류하고 추진실적평가를 토대로 문제점을 도출하였다. 결과적으로 사업추진 지연에 따른 문제점을 3가지 측면, 6가지 유형화로 구분하여 살펴보면 첫 번째로 계획수립 측면에서 무분별한 부처연계사업 발굴, 부지 미확보로 나타났으며, 두 번째로 운영측면에서 전문인력 및 주민공동체 거버넌스 체계구축이 미비한 것으로 나타났다, 마지막으로 제도적 측면에서 행정절차 등 관련 절차이행에 따른 지연과 사업추진 및 운영을 위한 지원기반 부족으로 나타났다. 이에 대한 개선방안으로 계획적 측면에서 토지은행제도 등 국공유지를 활용한 사업계획 수립, 소규모 재생사업과 연계한 체계적 계획 수립이 필요하다. 운영 측면에서 민간기업 및 LH 등 공기업의 사업 참여를 지원하고 마지막으로 제도적 측면에서 관련 절차를 간소화하고 지속적 운영관리체계 구축이 필요하다. This study was written to understand the conditions of new deal for urban regeneration and come up with improvement measures for successful promotion through actual analysis. To do so, this study classified plans for revitalization by provincial governments into unit businesses and clarified problems of the businesses on the basis of evaluation for results. Grouping problems caused by delay of business promotion into the 3 cases and 6 patternings, this study found out the three results: unsecured professionals and reckless attempts of connective projects to relevant ministries in terms of a planning stage, unsecured professionals and insufficient community governance in terms of management and lack of additional proceedings such as administrative measures and inadequate support systems for steady funds. In order to improve the problems prior evaluation standards need to be strengthened and appreciable plans such as a land bank have to be organized by national and public lands, small-sized revitalization programs and relevant measures. In terms of management, local public enterprises such as LH and private ones are encouraged to take part in urban regeneration. Finally, relevant procedures should be minimized, while reflux functions should be enhanced in order to set up sustainable management systems.

        도시재생사업에서 젠트리피케이션 발생 요인 분석

        본 연구는 국내에서 발생한 젠트리피케이션 현상을 검토하고 국내외 연구 자료를 통해 젠트리피케이션 발생지표를 도출하여 정량화 된 수치로 진단할 수 있는 지표를 개발하는데 목적이 있다. 선행연구를 통해 도출된 젠트리피케이션 발생 지표를 바탕으로 구조와 주체, 생산과 소비, 공급과 수요, 자본과 문화로 4개 평가영역을 구분하였다. 영역별 중요도를 살펴보면, 젠트리피케이션 발생 중요지표로 생산과 소비측면이 가장 높게 나타났으며, 공급과 수요, 구조와 주체, 자본과 문화 순으로 나타났다. 세부요인별로는 구조와 주체에서 매출액변화, 생산과 소비에서 프랜차이즈 증가, 공급과 수요에서 임대료 상승, 자본과 문화에서 통행량의 증가를 가장 높게 나타났다. 또한 도시재생사업지역 내 젠트리피케이션 발생 지표를 중요도로 분석한 결과 프랜차이즈 증가, 1인 창업, 임대료 상승, 부동산 가치 상승 등 생산과 소비, 공급과 수요 측면에서 높은 가중치를 보이고 있다. 즉 도시재생 사업지역 내 젠트리피케이션 발생은 기존 사례지역에서 알 수 있듯이 프랜차이즈 증가와 임대료 상승에 대한 부분이 가장 크게 나타났으며, 모니터링을 통해 단계별 대책이 필요하다. The purpose of this study was to review the Gentrification and Development Index in terms of domestic and foreign gentrification. Based on the important indicators of the Gentrification index through previous research, the four evaluation areas were divided into structure and subject, production and consumption, supply and demand, and capital and culture. Looking at the importance of each area, the production and consumption aspects were highest as the important index of the occurrence of gentrification, followed in order by the supply and demand, the structure and subject, and the capital and culture order. From the detailed factors, the report revealed the changes in sales to structure and subject matter, increases in franchises to production and consumption, rises in rent to supply and demand, and transient population to capital and culture to be important items. In addition, an analysis of the gentrification occurrence indicators in urban regeneration project areas revealed high weight in terms of production and consumption, supply, and demand, including the increased franchises, one-person start-ups, higher rents and higher real estate values. In other words, the occurrence of gentrification in urban regeneration areas produces the largest portion of the increases in franchises and rent. Therefore, step-by-step measures are needed through monitoring.

        플랫폼 관점의 비즈니스 생태계 유형으로 살펴본 도시재생방향에 관한 연구

        This study aims to resolve the problem of the platform strategies in a business ecosystem for urban regeneration projects. While existing regional development has concentrated on the policy development for underdeveloped areas, revitalization in declining areas is concerned with the development of various measures for economic, social, and physical revitalization in large cities, small and medium-sized cities and rural areas. In addition, individual local governments should establish and implement strategic urban planning for regeneration and urban revitalization by selecting urban revitalization regions under the recent urban regeneration Special Act. Investigating main contents for the establishment of strategic planning for regeneration, the fundamental thing is to establish the revitalization plans of urban regeneration targeting the regions of urban regeneration and revitalization. However, discussions about specific methodology which selects decline areas are to be desired. Until now, the urban regeneration project was mostly aimed at strategic plan, such as cultural, regional characteristics, regional property, and urban design. As a result, this study seeks to analyze the urban regeneration projects based on the characteristics of the leading research projects and the platform Business Ecosystem model.

        연구논문 : 지역개발을 위한 도시상생요인별 인과관계 분석 -통합창원시를 대상으로-

        Recently, a spatial and administrative integration of Masan, Changwon, and Jinhae have stimulated not only existing unbalanced development problems but also have resulted in discussions and disputes on integration of other cities in Korea. However, the main interests after integration tend to be paid to win-win effect of each city-how to improve the areas at same time with cooperative strategies for regional development. We have an element analysis through the confidence analysis using SPSS 12.0 windows and a correlation analysis through the structural equation using AMOS 18.0. The aim of this study is to analyze the inter-relationship(cause and effect) between the win-win strategies for regional development by understanding the relative influences among the cities (Changwon metropolitan city after integration). In confirmative analysis, we use the AMOS 18.0 which is a way of the structural equation and try to clarify the correlation of the win-win strategies for city and regional development and the necessity. As a result, we found that which factors were related to the integration and physical, social, cultural and institutional systems(types) were related to the win-win strategies for the cities. Also, we identified a political environment for the efficient regional development as follows; First, as win-win strategies ,in case of integrated Changwon, physical facilities and institutional system types were more important than the social-cultural types. For the regional development, that is, most citizens regarded that supplement of facilities and institutional system(types) would be more important than opportunities for cultural leisures. Second, the Institutional system(types) were the least important in the physical, social-cultural, and institutional systems(types) for the effect of the win-win strategies. In particular, the social-cultural types are the most important factor for regional development. It means that the physical types(improvement of old facilities and roads, street environment and traffic system) and the social-cultural type(increase of amenity, green place and welfare facilities) are more important than the arrangement of institutional system for the win-win strategies for cities. Consequently, it is needed to secure the facilities that can be used for making communities like cultural places in the cities. Third, it seems that the structural equation analysis model used for the integrated Changwon was adopted properly as a whole. And the causality of win-win strategies was statistically significant ranking as physical type and regional development (1)→ regional development and institutional system (2) → regional development and physical type (3). However, it is desirable to have their own cultural characteristics for balanced sustainable development among cities and cities although it is important to improve the old facilities and institutional system.

        물리적·기능적 공간변화에 따른 지방해안도시의 공간구조 분석 : 창원(구마산시)과 부산광역시를 중심으로

        The purpose of this paper is to analyze the urban spatial structure of Masan and Busan metropolitan city through comparing urban growth patterns and exploring spatial interaction in the cities. For this study, statistical data such as population, employment, land use and urban functional distribution patterns were used with a new approach regarding spatial effects through a comparison analysis. As a case study, Masan and Busan metropolitan city were selected to suggest the urban spatial structure as 'port cities'. The results of this study are summarized as two main categories: spatial analysis of urban structure, analysis of functional distribution patterns. First, the results of spatial structure analysis are as following: Masan represented a mono-centric urban structure as an organic city in radial form concentrated in CBD. Busan Metropolitan city have been a form of multi-nuclei structure isolating manufacturing use form residential and commercial use. Second, three methods are used to analyze functional distribution patterns: a central hierarchy analysis by Centrally Index, spatial pattern analyses by Nearest Neighbor analysis. In summary, Masan has need to establish new urban strategies for sharing urban facilities and functions by comprehensive plan.
