        EPC기업이 엔지니어링 산업의 고용 및 정책에 미친 영향

        국내 건설기업의 EPC 사업 증가로 엔지니어링의 중요성이 커지면서 EPC와 엔지니어링 간 통합적인 정책수립의 필요성이 크다. 그러나 국내에서 양 분야는 독자적으로 정책이 수립되어 발전해 왔으며, 통합적 정책수립에 필요한 EPC사의 엔지니어링 활동에 대한 정보도 미흡하다. 이에 본 연구는 15개 EPC사의 2008~20년 중 엔지니어링 활동을 파악하여 엔지니어링 고용 및 정책에 미치는 영향을 분석하였다. 본 연구에서는 EPC사별 과거 실적 신고자료나 경쟁사 벤치마킹 자료를 통하여 공사 금액 대비 엔지니어링 금액의 비율을 추정하고 이를 바탕으로 EPC사의 엔지니어링 매출과 한국의 엔지니어링 해외시장 점유율을 추정하였다. 또한, 본 연구는 EPC 기업의 엔지니어링 활동에 의해 창출된 엔지니어링 부문의 고용창출 규모 및 고용 파급경로를 파악하고, EPC 작업물량 변동에 따른 외주 설계사에 대한 영향과 사업 대가 정책에 미치는 영향을 분석하였다. 본 연구는 엔지니어링 분야의 산업구조 분석, 인력관리 및 사업대가 기준 정책 등에 활용할 수 있을 것으로 기대된다. The importance of engineering is growing with the increase of EPC business of South Korean construction firms, and there is a great need to establish an integrated EPC and engineering policy. However, in South Korea, policies for both fields have been established and developed independently, and there are insufficient data on EPC firms engineering activity for establishing integrated policies. Accordingly, the aim of this study was to identify engineering activities of 15 EPC firms from 2008 to 2020 and their impact on engineering employment and policies. The ratio of engineering cost to construction cost was estimated from past performance reports of each EPC firm or benchmarking data from competitors. Based on the ratio, the amounts of EPC firms engineering sales and international engineering market shares of South Korean firms were estimated. In addition, the scale of job creation and employment distribution channels in the engineering sector created by EPC firms engineering activities were identified. Finally, the impact of EPC workload changes on outsourcing design firms and the impact on engineering fee policies were analyzed. This study could be utilized for industrial structure analysis, engineering manpower management, and fee policy in the engineering field.

        국가 기술자관리시스템 개선방안에 대한 실증연구

        기술자격자를 우대하여 기술 인력을 등급으로 분류하여 활용하는 국가기술자관리시스템은 산업의 요구 및 국제기준과 괴리되어 있다. 이에 본 연구의 목적은 실증분석을 통해 국가기술자관리시스템의 문제점을 도출하고 개선방안을 제시하는 것이다. 연구방법으로는 품질측정 모형과 중요도-성과모형을 적용하여 기술자관리시스템의 개선방안을 도출하였고, 계층분석과정으로 기술자 역량요소의 중요도를 측정하였다. 분석 결과, 기술자관리시스템의 품질차원 만족도는 ‘환경 > 과정 > 결과 >사회 품질’ 순으로 나타나 공익성 제고가 필요한 것으로 나타났다. 회귀분석 결과 16개 품질속성 중 5개가 종합만족도에 유의한 영향을 미쳐(p <0.05), 중요하게 관리되어야 할 분야로 판별되었다. 기술자 역량요소 중요도는 ‘경력(34.3%), 자격(26.6%), 직무교육(20.5%), 학력(18.6%)’으로 나타나 현행 자격 중심의 기술등급 산정방법과는 차이가 있었다. 중요도·성과모형을 적용하여 본 연구는 우선개선 과제로 ‘해외 통용성 확보, 청년기술자 육성, 학력기반 기술자의 불공정성 해소’를 도출하였고 이에 대한 개선방안을 제시하였다. 국가기술자관리시스템에 적합한 품질 및 성과 평가모형의 개발을 통하여 품질을 측정하고 개선전략을 제시한 이번 연구는 공공 정책연구 방법의 다양화와 기술인력 육성에 기여할 것이다. National Engineer Management System (NEMS), which classifies and utilizes engineers by giving preference to those with technical certificates, is separated from industry needs and global standards. The research aims to identify problems in NEMS and suggest improvement measures through empirical analysis. As research methods, quality and importance-performance models were applied to derive improvement strategies for NEMS, and the importance of engineer competency factors was measured using the Analytic Hierarchy Process. The satisfaction by NEMS quality dimension was in the following order: environment > process > outcome > social quality. These results suggest that it is necessary to improve public interest. Five of the 16 detailed quality attributes significantly affected the overall satisfaction (p<0.05), and were identified as important areas to manage. The importance of the engineer competency factors was career (34.3%), qualification (26.6%), job training (20.5%), and academic background (18.6%), which was different from certificate-based NEMS. Securing overseas usability, nurturing young technicians, and reducing unfairness on education based engineer were identified as the priority tasks of NEMS. Using the developed quality and performance evaluation models for NEMS, this study will contribute to diversifying policy research methods and developing technical human resources.

        PLS-MGA 방법론을 활용한 제도론적 관점에서의 공공제도 품질과 사용자 행태의 분석

        In this study, we conducted a comparative study on user’s perception and behavior on public system service (PSS) using institutionalism theory and MGA (multi-group analysis) methodology. In particular, this study focuses on how institutional isomorphism is applied to public system services and how MGA can be implemented correctly in a variance based SEM (structural equation model) such as PLS (partial least square). A data set of 496 effective responses was collected from pubic system users and an empirical research was conducted using three segmented models categorized by public proximity theory (public firms = 113, government contractors = 210, private contractors = 173). For rigorous group comparisons, each model was estimated by the same indicators and approaches. PLS-SEM was used in testing research hypotheses, followed by parametric and non-parametric PLS-MGA procedures in testing categorical moderation effects. This study applied novel procedures for testing composite measurement invariance prior to multi-group comparisons. The following main results and implications are drawn : 1) Partial measurement invariance was established. Multi-group analysis can be done by decomposed models although data can not be pooled for one integrated model. 2) Multi-group analysis using various approaches showed that proximity to public sphere moderated some hypothesized paths from quality dimensions to user satisfaction, which means that categorical moderating effects were partially supported. 3) Careful attention should be given to the selection of statistical test methods and the interpretation of the results of multi-group analysis, taking into account the different outcomes of the PLS-MGA test methods and the low statistical power of the moderating effect. It is necessary to use various methods such as comparing the difference in the path coefficient significance and the significance of the path coefficient difference between the groups. 4) Substantial differences in the perceptions and behaviors of PSS users existed according to proximity to public sphere, including the significance of path coefficients, mediation and categorical moderation effects. 5) The paper also provides detailed analysis and implication from a new institutional perspective. This study using a novel and appropriate methodology for performing group comparisons would be useful for researchers interested in comparative studies employing institutionalism theory and PLS-SEM multi-group analysis technique.

        Development and Application of Service Quality Model for Public System

        The development of an appropriate public service quality model has become increasingly recognised as an important subject of interest in the public sector as well as academia. In particular, the public systems enacted by governments are widely used and have a significant impact on national competitiveness. But few researches have been conducted to explore the quality dimensions of a public system service and empirically examine the relationship among related variables. Therefore, in this study, we strive to develop a quality measurement model of public system service that can be effectively used in practice. Using 601 samples gathered through a structured survey from project engineers, a conceptual quality model of public system is presented and discussed. Given the exploratory nature of this study, an exploratory factor analysis is used to investigate quality dimensions and partial least square (PLS) is employed in determining the structural relationships. From empirical results, we found that the quality dimensions of the public system had four distinct quality dimensions (design quality, environment quality, primary outcome quality, additive outcome quality). All four quality dimensions showed good representative factors in explaining user satisfaction. Perceived trust was proved to significantly mediate the relationship between quality dimensions and user satisfaction. Our research is expected to contribute to the literature by providing a good conceptual framework for assessing public system quality by linking four quality dimensions with user satisfaction. In particular, the developed model can elaborately measure process quality and multi-functional outcome quality of the system by the supplementation of design quality and additive outcome quality respectively. Practical implications are also suggested on the basis of our analysis.

        Competency Modeling Using AHP Methodology and Improvement of National Technical Qualification System

        The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer’s comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers’ information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improve-ment of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

        정류자를 이용한 절삭기계 개발에 관한 연구

        Commutator which plays the major role in switching electric currents from AC to DC is composed of copper and molding compound. The longevity of the DC motors are mostly hampered by the improper machining of the parts. Smooth surface will be mandatory to create the proper air gap of the commutator. In this thesis the selection of the proper materials and tools, the design and analysis of machine structure and the final test procedures have been investigated to achieve the smooth cut surface of the commutators. The performance and the product of the newly manufactured machine has been compared with those of the existing one. And the test result shows the new sawing machine has better overall efficiency and durability.

        Among a few items with world wide competitiveness are the semiconductor and the LCD. Grinding/polishing is the most significant process in manufacturing semiconductor wafers and LCD panels, the most critical quality of which is the precision rate of the machined surfaces. It is well known that the control of the vibrations is the major factor in maintaining superb machined surfaces. In this paper the dynamic properties of a grinding machine have been investigated through the frequency analysis test and the computer simulation to deduce ideas of design modifications for improved stability. The alterations have been applied to the simulation model, which is supposed to have identical dynamic property with the original structure, to identify the effects and to finally achieve the satisfactory level of stability. The result shows that the machine can have much improved stability with relatively simple design changes, and also can improve the surface quality of the products.

        클러치 마스터 실린더의 성능최적화에 관한 연구

        The demand for the lighter parts compels new composite materials composed of nylon66 and glass fiber to be used for the clutch control hydraulic system to achieve the low cost, light weight and the simple production process. In this paper the feasibility of using those composite materials for the clutch system has been investigated. And the efforts have been concentrated to enhance the durability and the credibility of the system. The procedure has been developed to design the clutch system to satisfy the categories mentioned above and to analyze the durability of the system and to setup a simulation program for the realistic driving situations.
