2013년 수협 재해 보험급여를 이용한 근해대형선망 어선원의 안전 위험 요소 평가

The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen``s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen``s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1. in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.
다양한 Lactobacillus 균주에 대한 electrotransformation 최적 조건 탐색

Lactobacillus 균주는 대표적인 probiotics로서 인체의 건강유지에 좋은 영향을 준다고 알려져 있다. 본 연구에서는 건강한 한국인 체내에서 분리하고 선별된 6개의 Lactobacillus 균주 (L. paracasei KLB58, L. fermentum MS79 and KLB282, L. plantarum KLB213, L. gasseri KLB238, and L. reuteri KLB270)를 플라스미드 pNCKH104 로 electrotransformation 하였다. 최적 조건을 찾기 위해 pulse voltage, time constant, 세포벽 처리방법, 세포현탁액을 다양하게 변화시켰으며, 그 결과 각각의 균주에 대해 최적의 형질전환 조건을 결정하였다. 대체로 인체에서 분리한 actobacillus 균주는 전처리 없이 0.5 M sucrose buffer 로 현탁하여 1.8 kV의 pulse voltage와 5 ms의 time constant 로 electroporation을 수행하였을 때 약 2.5 × 10³ ∼ 5.5 × 10⁴ CFU/μg DNA의 형질전환 효율을 보였는데, 기존의 Lactobacillus 균주를 이용한 형질전환 실험들에 비해 월등히 높은 결과는 아니지만, Lactobacillus 균속 내의 다양한 종에 적용되는 공통의 조건을 찾음으로써 보다 간편한 형질전환 실험을 기대할 수 있다. 이는 앞으로 산업적, 임상적으로 중요한 Lactobacillus 균주의 형질전환을 손쉽게 하여 항균 펩타이드를 삽입한 벡터의 cell surface display발현 및 분석, 유용유전자 탐색을 위한 knock-out mutant등의 제작에 기여할 수 있으리라 본다. Lactobacillus spp., primary members of probiotics, have significant benefits for health and well-being of human. In this study Lactobacillus strains representing six species (L. paracasei KLB58, L. fermentum MS79 and KLB282, L. plantarum KLB213, L. gasseri KLB238, and L. reuteri KLB270) isolated from Korean adults were electrotransformed with plasmid pNCKH104. To determine optimal electrotransformation conditions, various conditions including cell wall weakening agent, electroporation buffer, electric field strength and time constant were tested for each strain. Overall, high transformation efficiency of approximately 2.5 × 10³ ∼ 5.5 × 10⁴ CFU/μg DNA was obtained where conditions of 0.5 M sucrose electroporation buffer, 1.8 kV pulse voltage and 5 ms time constant were applied. The common conditions developed in this study will make transformation of various Lactobacillus spp. easier than previous procedures.
재결서 분석을 통한 어선-비어선간 충돌사고에 관한 연구

The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

This study is aimed to utilize a basic data for setting up an allowable air noise with IMO standard in accommodation and working areas of 24m longer fishing vessels. The air noise in accommodation and working areas of 300 tons class squid-jigger were evaluated and the levels were compared to the allowable levels of IMO. The results indicated that the maximum range of noise levels was estimated to be between 54.8dB (A) and 83.2dB, and the correlation between the distance from the main engine to measuring point and the maximum noise level of each point was shown to be y〓-13.8log (r)+92.91 (r2〓0.821). In addition, except the case of making an accommodation area near to the engine room in 24m longer jigging vessels, it was evaluated that the accommodation noise regulation of 1,600 tons international voyage vessels with 60dB (A) or an improved noise level with 65dB (A) could be properly applied.
