Facility management can be viewed as an integrated approach for total problem-solving whichincorporates management strategies and techniques to aid in decision-making related to facilityplanning, design/construction, operation and maintenance in most economic ways. From the operation and maintenance point of view, performance of building service systems isdepreciated as they are operated throughout the years. As service life of the systems is relativelyshort, they need periodic maintenance or replacement to satisfy the requirements of a facility As aresult, OM&R costs generally exceed and sometimes reach 5 times of the initial investment costs.Thus, it is desperately needed to optimize the costs and benefits throughout the life-cycle of afacility, not just to minimize the initial investment costs during the design and construction phase. Therefore, the issues of facility management based on LCC analysis will be discussed as adecision-making tool to optimize the performance and costs. The concept of LCC, decision-makingbased on LCC analysis, and a case study using BLCC program will be presented. The majorobjective of this paper is to demonstrate a systematic method and process to maximize the economicreturn on investment based on LCC analysis.

지금까지 우리는 건물분야에서의 합리적인 에너지 사용을 위하여 건물외피의 단열성능을 향상시킴으로써 열손실을 줄이려는데 주력하여 왔으며, 침기로 이한 열손실을 줄이려는 노력은 상대적으로 미흡하였다. 그러나, 침기로 인한 난방에너지의 소비가 상당량에 이르는 것으로 조사됨으로써 재실형태에 따라 최소환기기준을 만족시키면서 침기에 의한 불필요한 에너지의 손실을 줄이려는 노력이 매우 유효한 것으로 평가되고 있다. 실제로 침기에 의한 불필요한 에너지의 낭비가 얼마나 되는가를 평가하기 위해서는, 건물에서의 침기율을 정확하게 측정할 수 있는 방법이 전제되어야 한다. 본 연구에서는 감압/가압법의 일종인 Blower Door System을 사용하여 공동주택에서의 기밀성능을 측정, 평가함은 물론 측정결과를 토대로 합리적인 수준까지 기밀화할 경우 난방에너지의 절약가능성에 대하여 추정하였다. Since the using of heating energy associated with infiltration is significant in a building, the efforts to minimize the infiltration while ensuring minimum ventilation rates for various types of occupancy will be beneficial. In constrast to that many efforts have been made to reduce heat loss by improving thermal resistance of building envelope, little has been tried to reduce heat loss from infiltration. For achieving such an objective, measurement of air leakage rate will be pre-requisite as a diagnostic tool. A blower door system, a depressurization/ pressurization method, was employed and it demonstrated a good potential for measuring airtightness performance of residential buildings. Based on the test results, annual energy savings for residential heating was estimated by reducing infiltration to a level of reasonably airtight or to a level of ASHRAE Standard 62 -1989 for minimum ventilation.

As the cooling energy requirement in an office building increases due to the increased internal heat gains, the effort to minimize the energy consumption through efficient operation of existing HVAC systems will be beneficial. In this study, one of the energy conserving efforts in an office building, operational strategies of Economizer Cycle Control have been investigated through DOE-2.1E computer simulation. The findings can be summarized : 1) Economizer Cycle Control saves energy throughout the year, 2) Econo-Limit-T must be applied seasonally based on the outside and return air conditions, 3) use of Enthalpy control is more energy efficient than that of Temperature control.
