실데나필 복용 후 발생한 유리체출혈과 절반망막정맥폐쇄

Purpose: To report two cases of vitreous hemorrhage and hemiretinal vein occlusion after taking sildenafil (Viagra??) in patients with diabetic retinopathy. Case summary: A 38-year-old man (case 1) and a 43-year-old man (case 2) with diabetes visited eye clinic due to sudden visual disturbance after Viagra?? medication. In case 1, best corrected visual acuity was hand movement and vitreous hemorrhage was revealed in the right eye. Regular follow up with medication was scheduled. In case 2, superior hemiretinal vein occlusion was found with best corrected visual acuity of 0.3 in the left eye. Regular ocular exams and laser photocoagulation were performed because of non-perfusion areas in fluorescein angiography. Conclusions: In cases of diabetic retinopathy, Viagra?? should be taken carefully because of the possiblity of Viagra?? related complications including vitreous hemorrhage and retinal vein occlusion.

한국 민간경비 교육훈련 시스템 구축방안

국내 경비업체는 매년 꾸준히 성장하여 2008년 12월 기준 3,043개의 이르며, 경비원 수는 142,457명에 달하고 있다 그러나 민간경비는 대외적으로 알려진 것 만큼의 양적 성장에 비해 질적 성장이라는 측면에 있어서는 여러 가지 문제점들이 나타나고 있다 그러므로 첫째로, 민간경비 교육훈련 시스템의 방향의 설정과 체계화된 교육훈련 프로그램의 재구성이 요구된다 그리고 인력경비위주의 교육으로 구성된 일반경비원 신임교육에 대한 경비업법의 개정이 요구되며, 경비업법에서 구분한 경비업의 5개 업무별로 그에 맞는 교육의 과목과 시간을 재정비해야 한다 그리고 경비지도사외에 국가자격이 없는 경비원제도 하에서 경비업무별 자격제도 도입과 교육프로그램이 재구성 되어야 하겠다 마지막으로 민간경비 교육기관의 역량을 강화시켜야 한다 이를 위해서는 민간경비 교육기관 강사의 전문성을 확보해야 하고 강사에 대한 처우개선도 요구된다 무엇보다 교육기관의 질적 향상을 가해야 하며, 이제는 민간경비교육기관이 전문교육기관화 되어야 한다 본 연구는 현행 한국의 민간경비가 실질적으로 행하고 있는 형식적인 교육훈련 시스템을 개선하기 위해 교육훈련의 실태를 분석하여 민간경비의 질적 성장과 전문성을 확보하기 위해 교육훈련적인 측면에서 접근하여 현재 한국의 민간경비 업무특성을 고려한 실질적인 민간경비 교육훈련 시스템의 정립방안을 제시하고자한다 The number of security companies in Korea is 3,043 and the number of security guards have reached 142,457 as of December 2008 However, the qualitative growth of private security leaves much to be desired and is yet faced with many problems for its quantitative growth known to the general public Therefore, First of all, it is necessary to set the direction of the education and training system for private security and the re-composition of the problems toward a more systematic training Also, the laws governing the education for the new employees based on the number of security personnel should be changed accordingly and the five tasks defined for the security industry by the security industry laws should have their own subjects and time slots assigned for training Also, it is necessary to introduce the license system for each security task under the current system which only gives the national permit to the certified security instructors only and the education program should be revised accordingly Lastly, it is important to enhance the ability of the private security education institutions To do so, the professional instructors for the private security education need to be secured and their treatment should be improved More than anything, the quality improvement of the educational institutions needs to be carried out it is now necessary to turn the private security education institutions into the organizations for professional education The purpose of this study was to provide the current status of education and training in order to improve the actual training system formally conducted by the private security companies currently operated in Korea

This study was conducted as the Long-range Transboundary Air Pollutants (LTP) Project among Korea, Japan and China. The research aims to understand atmospheric environment in Northeast Asia as well as determine causes of air pollution in the region. It ultimately wants to provide scientific data for establishing air pollution reduction measures. To this end, several activities were performed including aircraft measurement, upper and synoptic atmosphere analysis, and modeling analysis. Aircraft measurement was carried out in 2010 during two intensive measurement periods in vertical and zonal paths. The first measurement period was between May 15~25 for 7 times, and the second one was November 15~22 for 8 times. The highest pollutants concentration was observed in 20 May 2010. On this day, the mean concentration of SO₂ was 5.56 ppb, CO was 0.23 ppm, O3 was 9.47ppb, NOx was 4.01 ppb, PAN was 1.37 ppb, and particle number was 194.968 N/㎤, higher than the other measurement days. The modeling result during the aircraft measurement was quite reliable as it was performed based on the 2006 INTEX-B emission data. In addition, high concentration events and tracts of air pollutant movement were well simulated in the model. But the modeling result also requires some further improvement as it tends to underestimate their absolute values.

최근의 모바일 디바이스는 다양한 멀티미디어를 위한 다기능 디바이스로 발전하고 있다. ‘내 손안의 TV’라는 모토로 시작된 DMB 서비스에 이어, IPTV 또한 모바일 디바이스에서 폭넓게 서비스 되고 있는 추세이다. IPTV에서는 TV라는 특성상 연속적인 데이터 전송을 위한 기술이 필수적이다. 본 논문에서는 Mobile IPTV 단말 장치에서 Handover 시 능동적인 유효채널 탐색을 위한 기술에 대해 제안한다.

인종간 결혼의 결정요인과 결과에 관한 연구

본 연구의 목적은 미국내 아시아계 여성의 인종간 결혼의 결정요인과 결과를 분석하는 데 있다. 사회학, 지리학, 경제학 등과 같은 제 분야의 사회과학자들은 소수집단이 주류사회에 동화되는 정도를 나타내는 주요한 지표의 하나로 인종간 결혼을 간주해 왔으나, 인증간 결혼을 통해 얻는 사회-경제적 결과를 식별하는 선행연구는 거의 없는 실정이다. 인종간 결혼에서의 인구학적, 사회-경제적 특성에 따른 결정요인은 다수 연구되었으나, 본 연구는 지금까지 주목 받지 못했던 인종간 결혼의 결과에 대한 분석을 시도하였다. 본 연구에서는 미국에 거주하고 있는 한국, 필리핀, 베트남 출신 아시아계 여성의 인종간 결혼에 따른 사회-경제적 복리를 가구소득과 빈곤수준을 사용하여 측정하였다. 인종간/인증내 결혼에 따른 기회비용과 편익을 분석하기 위하여 본 연구에서는 2체제 회귀전환모형을 적용하였다. 한국인, 필리핀인, 베트남인 여성의 경우 백인과의 인종간 결혼비중이 흑인이나 히스패닉 등과 같은 미국내 다른 소수 인종과의 결합에 비해 높게 나타났다. 한국과 베트남 여성의 경우 인증간결혼/인종내결혼에 관계없이 경제적 복리가 증가할 확률에 대한 기회편익이 긍정적인 데 반해, 필리핀 여성의 경우 백인에 비해 필리핀 남자와의 결혼이 더욱 유리한 효과를 가지는 것으로 나타났다. 하지만 한국인 여성이 백인과의 결혼에 따른 복리 증대가능성은, 베트남 여성이 백인과의 결혼으로 얻게 되는 편익보다 낮은 것으로 분석되었다. 본 연구는 인종간 결혼에 따른 경제적 결과를 측정한 최초의 연구로서 의의를 지니며, 국제화의 영향에 따른 이 분야의 보다 많은 연구가 수행되기를 제안하고 있다. The thrust of this study is to describe and contrast the determinants and outcomes of Asian wives’ interracial marriage in the US. Social scientists in general agree on the use of intermarriage as an indicator describing the extent to which minorities has assimilated into the host society, however, very few studies ever attempted to discern their socio-economic outcomes after minorities’ marriage contract. In a multivariate context, this study seeks to provide a corrective to the lack of attention to the consequences of the interracial marriage. To investigate interracial marriage effects on Asian women’s socio-economic well-being, we examine family income and poverty level with a two-regimes switching regression model that accounts for the possible statistical bias caused by sample selection. Either exogamy or endogamy regime, while the estimated marriage effects on the likelihood of increasing economic well-being are positive for Korean and Vietnamese women, those for Filipino women are negative if they have White spouse in either regime. The present study concludes with noting the importance of the present study in the interracial marriage literature and suggesting future studies.

이사의 제3자에 대한 손해배상책임에 관한 소고

상법 제401조에서 규정하고 있는 이사의 제3자에 대한 손해배상책임은 회사의 거래상대방을 두텁게 보호하기 위해서 제3자 아닌 회사 업무에 대한 이사의 고의나 중과실을 요건으로 그 책임이 인정되는 제도인데, 판례는 이사의 과도한 손해배상책임의 부담을 막기 위해서 제3자에 대한 위법성을 요구하고 있으며 상법에서는 경과실을 책임 발생 요건에서 제외하고 있다. 이런 점에서 민법 제750조 소정의 일반불법행위 법리와는 다른 법정책임설이 논리적이기는 하지만, 법정책임설에 따르면 민법 제766조 제1항의 단기소멸시효가 적용될 여지가 전혀 없고 오로지 민법 제162조 제1항에 따른 10년의 소멸시효규정이 적용되므로 법리적으로 볼 때 이사의 과도한 손해배상 책임의 부담을 막는다는 취지가 퇴색되는 문제가 있다. 다음으로 제3자가 입은 손해에 주주의 간접손해를 포함시키면 주주와 채권자가 모두 이사에 대하여 손해배상책임을 추궁하는 경우 채권자 평등원칙이 적용되어 주주에 대한 채권자 우선원칙이라는 주식회사의 기본원칙이 무너지게 되므로 주주의 간접손해는 제3자가 입은 손해에서 제외된다고 해석하는 것이 타당하다. 주주나 주식인수인의 직접손해는 당연히 제3자의 손해에 포함되며 특히 주주나 주식인수인은 자본시장과 금융투자업에 관한 법률(자본시장법)과 주식회사의 외부감사에 관한 법률(외감법)에 따라 별도의 보호를 받을 수 있는데, 다만 제3자가 유가증권등의 유통시장 관련 업무를 담당하는 이사에 대하여 자본시장법이나 외감법에 따른 손해배상청구를 하는 경우 피고인 이사에게 고의가 없다면 손해배상액 결정에 있어 비례책임 원칙이 적용된다. 상법 제401조와 책임구조가 동일한 자본시장법이나 외감법상 배상책임은 손해배상책임으로 해석하면서 유독 상법 제401조만 법정책임으로 해석함은 법적 안정성이나 예측가능성에 부합되지 않는다. The Article 401 of the Commercial Code is accepted not the Claim for Torts but the Legislated Obligation, so the Extinction prolongs to 10 years, and there is no rule for the Application of the short term (by 3 years) Extinction Clause. Extinction is meaningful in connection with the Predictability of the Liability of the Director"s. So extinction should be expressly provided in the Commercial Code. Or it should be accepted the Claim for Torts. Indirect loss of the Share-Holders, such as the falling down of the stock price because of the Embezzlement of the Directors shall be excluded from the loss provided in the Article, lest the Principle of the Commercial Law that the Obligee is prior to the Share-Holder, should be violated. The Proportionate Liability Provision in the Secondary Market of the Capital Market and the Financial Investment Service Act, has the close connection with, & is prior to the Article 401 of the Commercial Code.
