국내 공공도서관의 장애인 아웃리치 서비스 제공현황 조사분석 연구

장애인은 각종 장애, 이동성 제약, 대체자료 및 서비스의 부족 등 다양한 이유로 인하여 공공도서관 접근 및 자료이용에 많은 어려움을 겪고 있다. 이를 해소하려면 공공도서관은 장애인을 위한 아웃리치 서비스(outreach service)를 제공하여 그들의 다양한 정보요구를 충족시켜야 한다. 이에 본 연구는 국내외 공공도서관의 아웃리치 서비스 사례를 분석하여 시사점을 도출하고, 국내 공공도서관을 대상으로 서비스 현황과 인식도를 조사 분석하여 장애인의 규모 및 유형별 아웃리치 서비스 강화방안을 제언하고자 한다. The disabled suffer great difficulties from public library access and data use due to reasons such as disabilities, mobility limitations, and lack of alternative materials and services. To overcome this, through outreach services for the disabled, public libraries should meet the multiple needs of people with disabilities. As such, the purpose of this study is to derive suitable strengthening plans of outreach services based on the size of the targeted user and disability type by analyzing outreach service operation practices in libraries in Korea and overseas and by researching and analyzing the status and awareness of outreach services for the disabled in Korean public libraries.

시각장애인의 정보요구 및 이용행태에 관한 연구 - 대구광역시립수성도서관 이용자를 중심으로 -

오늘날 시각장애인은 정보접근과 도서관 이용에 많은 어려움을 겪고 있다. 이에 공공도서관은 장애인의 기본권(정보접근 이용권)을 보장하여 시각장애인의 지식정보격차를 해소하고 정보해득력을 강화 시켜 삶의 질 향상과 사회참여 통합을 이룰 수 있도록 해야 한다. 본 연구는 시각장애인의 정보요구와 정보이용행태를 분석하고 그들이 도서관을 어떻게 이용하고 있는지를 살펴봄으로써 시각장애인을 위한 공공도서관 서비스의 구체적이고 실질적인 방안을 제시하고자 하는 데 목적이 있다. 이를 위하여 대구광역시립수성도서관에 정상회원으로 등록된 시각장애인을 대상으로 전화면담기법을 사용하여 그들의 정보요구, 정보원 선택 및 이용행태, 정보입수의 어려움과 격차, 공공도서관 이용행태, 공공도서관 서비스 이용의 만족도를 분석하였다. Many visually handicapped people face difficulties with using libraries. Public libraries are thus required to meet the need of visually handicapped people. Public libraries should guarantee the visually handicapped the right to use appropriate services. If so, the visually handicapped can improve their life quality by decreasing information gap and increasing information comprehension or accessibility. This study is designed to analyze how visually handicapped people can use public libraries. Based on the analysis, this study can provide actual suggestions to improve opportunities for the visually handicapped to use libraries. Data are collected from visually handicapped people who are the members of Suseong Public Library, Daegu, Korea. In specific, this study can analyze various characteristics(i.e., information needs, selection and use behavior of information sources, difficulties and gaps to access information, use behavior and service satisfaction of public library) regarding their library use by telephone interviews.

대구.경북지역 공공도서관의 아동서비스용 웹사이트 분석 및 개선방안

오늘날 아동은 성인보다 컴퓨터와 인터넷을 통한 정보습득에 익숙하며 실제로 그들의 생활형태에 커다란 영향을 미치고 있다. 이에 공공도서관은 시공간에 제약 없이 아동들이 스스로 평생동안 학습하고, 책을 읽고, 정보에 접근할 수 있도록 웹사이트를 구축하여 제공해야 한다. 본 연구는 공공도서관 웹사이트의 중요성, 특히 아동을 위한 공공도서관 웹서비스의 중요성과 국내 동향을 분석하고 개선방안을 제시하고자 하는데 목적이 있다. 이를 위하여 대구 경북지역의 공공도서관 홈페이지를 대상으로 웹사이트의 구축여부, 구성체계, 검색서비스, 콘텐트를 분석하였다. Children seem to be more familiar with getting information from computer and internet than adults, and also it is true that information behavior in the internet has strong influences in the living of the children. When considering this fact, the public library which is the gateway to knowledge should provide a website for children services, allowing to do their life-long learning, read books and access information, without any restrains from time and space. The purpose of this study is to show the importance of public library website, especially for the children, and also to analyze trend of the country and present the solution to the problems. To achieve these goal, the analysis on the websites of the public libraries in Dagu and Gyengbuk area has been conducted. In detail, these were conducted about following criterions: existence of the website, structural system, search service, and contents.

2013년 12월에 개관한 국립세종도서관의 기본적 정체성은 정책정보 중심의 특화도서관이다. 그럼에도 여전히 정체성이 자리매김하지 못하는 현실에 주목하여 이해집단(정부부처 공무원과 정부출연연구기관의 연구원, 세종시민, 국립세종도서관 직원)을 대상으로 기본적 정체성과 역할 각종 서비스의 이용률 및 만족도 정책정보 및 정책정보서비스의 필요성과 이용, 전략적 및 중점적 추진과제에 대한 인식을 조사 분석하였다. 이를 바탕으로 이해집단의 국립세종도서관 서비스 만족도 및 정책정보서비스 의존도 제고를 위한 인력확충과 조직확대, 국내외 정책정보 수집전략 국가정책정보서비스 강화방안을 제안하였다. The basic identity of the National Library of Korea(Sejong), opened in December 2013, is the specialized library focused on policy information service. Nevertheless, the library is not unfaithful to its identity. So researchers surveyed and analyzed the perception of the basic identity and role, utilization and satisfaction degress of various services, need and use for policy information and policy information service, and strategic and focused initiatives from stakeholders such as public officials, government-supported researchers, citizens living in Sejong city, and employees who work in the NLK(S). As a result, researchers suggested various strategies to expand the organizational size, to strengthen acquisition of domestic and foreign policy information, and to enhance national policy information service for related groups' satisfaction and dependence of policy information service for the NLK(S).

모든 공공도서관은 장서 기반의 지식문화서비스 기관이다. 이를 위해 가장 먼저 수립해야 할 필수적 정책인 동시에 전략적 메뉴가 장서개발정책이다. 특히 시도 단위의 종합지식정보센터 및 공동보존서고로서의 법정 업무를 수행해야 할 지역대표도서관은 최적 장서개발정책을 수립·적용해야 한다. 본 연구는 주요 선진국의 대도시 공공도서관 장서개발정책과 국내의 권역별 지역대표도서관 장서개발지침(안) 및 규정을 분석하였다. 그 결과, 대다수 선진국의 정책은 구성체계 및 내용적 측면에서 충실한 반면에 국내는 공식화된 정책문서가 없는 실무지침에 불과하였다. 따라서 모든 지역대표도서관은 장서개발의 중요성 인식, 미래지향적 사고, 전략적 판단 등을 전제로 장서개발정책을 수립·문서화해야 하며, 이를 위한 기본원칙과 구성체계를 제언하였다. All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.
