These days, a building design tends to be determined by effect of regulation besides owner, as various restriction and inducement about the building design is institutionalized. This first effect is the district unit plan area. Basically, the district unit plan is based on the National Territory Utilization and Management Act, buildings exceeding certain scale should be regulated in locations, shapes and colours by the law. Secondarily, certain building designed under the regulations would be taken into deliberation by city council( or committee) to settle the case. Under these hypothesis, the purpose of this study is to examine how building design can be affected by the factors mentioned above and the pertinence of the effects with the case of Apartment houses in Su-wan, Gwang-ju.

This research is investigated and analyzed about the district unit plan as urban design guidelines is how to affect formation of the urban landscape of amenity zone in Namak New Town. The major focus of this investigation and analysis is suitableness of urban design guidelines. And the suitableness is evaluated with result of this investigating and analyzing of how to affect formation of the urban landscape. and the results is follows. 1. On the survey of the evaluation of the district unit plan appropriateness, nearly half of the Architects, who have experience of district unit plan, say that ``It would be useful.`` on the other hand 70% of the Architects, who have experience of district unit plan, say that ``It could not be useful.`` This result appear that about 2/3 contribute to the urban space is appeared in the inexperienced design of the district unit plan. 2. The design of the elevation and the mass were undervalued in the evaluation of the utility value of the studied building. The causes of that problem are standardized shape and material. So the regulations, which contribute to the vitality of the street of stores are needed.

도시경관향상을 위한 공공디자인관리방안 : 문화중심도시 광주를 중심으로

This study aims to propose directions for policies to improve landscape of Gwangju City as a cultural center, by means of research and analysis on relationships and roles of public design in urban landscape, as well as case studies on globally and locally advanced examples, in an effort to explore ways how to manage public design. Findings from this study are as follows: 1. It is necessary to develop standard design and guidelines, through legislation of public design regulations and establishment of basic plans for public design. Design expenses should be included in project costs for manufacturing and installation of public facilities, with legal and institutional foundations being provided, such as the introduction of the planner-in-chief system for public design. 2. Public design committee should be organized for the purpose of pre-screening design and basic plans for public facilities. An integrated coordination system should be set up, including an agreement with other organizations such as district offices. KEPCO or KT, which is responsible for installing roadside structures. 3. It is important to promote and encourage local public design projects by city authorities or district offices and develop joint design projects and implement advanced projects, through advanced examples of Gwangju design, in order to make environmental facilities on the streets cultural attractions as in Hanover, Germany.
