아프리카 사하라 사막 이남 지역의 주거환경 개선을 위한 주거모형 개발

사하라 이남 지역의 아프리카에서는 90% 이상의 인구가 여전히 열악한 주거환경에서 살고 있다. 주거시설 대부분의 기본적인 안전 및 보안, 상하수도 및 위생시설, 전기 및 기계설비 부문이 주거환경의 최소 주거환경 기준에 부합하지못하고 있다. 주거시설은 지역개발의 핵심적인 요소로 작용한다. 아프리카가 다른 대륙들을 뛰어넘는 인구증가 추세와 경제적 성장 및 변화를 겪고 있다는 점을 고려할 때, 주거환경 개선은 단순히 현지인들이 바라는 기본적인 요건을 충족시키는 것을 넘어서 지역의 경제발전과 정치 및 사회적 기반시설의 개선, 그리고 현지의 안전과 지속가능성에 대한 기반을 마련하는 중요한 역할을 가지고 있다. 이러한 주거환경 개선의 해결책을 모색하기 위해 I-DREAM(유럽동반성장연구회)에서는 사하라 이남 지역에 위치한 국가 중 차드(Chad) 교외 지역의 한 커뮤니티를 대상으로 주거환경 개선을 위한 주거모델을 개발하고자 하였다. 이 주거모델은 현지 주민들이 현실적으로 접근할 수 있는 예산 내에서 대상 지역의 환경 조건에 적정하고 지속가능한 건축 디자인의 기본적인 원리를 근간으로 하여 설계하였으며, 이를 통해 건축 시공 및 유지보수가 용이하도록 지역에 적합한 건축재료 및 공법을 효율적으로 사용할 수 있으며, 실제로 생활하기에 편리하면서도 현지의 기후환경에 적합한 주거환경 구현을 지향한다. 뿐만 아니라 주거모델 개발 및 시공에 지역 주민들의 참여를 독려함으로써 현지의 고용창출에 기여하고 지역 공동체의 참여의식을 고취시키고자 하였다. 이 주거모델은 건축재료의 선정부터 건축 설계 및 시공, 시공된 주거모델의 사용자 이전 및 유지관리 등 주거모델의 전생애주기에 걸친 다양한 측면을 고려하여 발전되었다. 본 논문은 주거환경 개선을 위한 주거모델을 개발하게 된 배경과 진행과정, 그리고 실제 구축을 위한 작업을 통해 개별적인 주거환경 개선 뿐만 아니라, 향후 지속가능한 지역공동체 구현을 위해 고려해야 할 방향에 대해 논하고자 한다. In Sub-Saharan Africa (SSA), 90% of the population lives in informal housing, where living conditions are often substandard, unsafe and without basic services like water, electricity and sanitation although the region is undergoing profound demographic changes. Housing is a key component of local development - improved housing is not only a desirable goal, but it also contributes to economic growth, social development, improved governance and enhanced security and stability. To suggest potential housing solutions, I-DREAM has developed a housing prototype applicable in rural areas of Chad by applying affordable, appropriate and resilient housing design principles. It aims to create a housing that is resource efficient, affordable to build and maintain, good to inhabit, and appropriate to the local context. It is also expected to contribute to the local employment generation and community participation. The prototype is developed based on a life-cycle thinking approach that considers all aspects of the construction and building life cycle, beginning from the supply of the locally harvested raw materials, passing through construction, hand-over, use and demolition of physical structures. This study will introduce the background and overall process of the housing prototype development and potential implementations of the lessons in the future projects, addressing not only the individual housing improvement but also the sustainable local community development.
