우리나라의 시설물 안전관리는 뚜렷한 유지관리매뉴얼이 구축되지 않은 상태에서의 안전관리로 효용성을 확보하지 못하고 있으며, 이로 인해 재난위험시설은 재해발생의 위험에 상시 노출되어 있는 실정이다. 따라서 본 연구에서는 국내 시설물 안전관리체계의 개선방안을 모색하기 위해 전국 범위 일선 실무담당자를 대상으로 방문면담조사를 실시하여 개선요구사항 및 개선요구도를 도출하였으며, 분석결과를 토대로 중앙관리기관 담당자와 브레인스토밍을 통한 개선방안을 수립 제시하였다. 제시된 개선방안은 일선 실무자들 및 중앙관리기관 담당자의 의견이 함께 반영되었다는 점과, 실현을 위한 구체적인 대안이 제시되었다는 점에서 향후 국가적 차원의 제도 개선에 있어서 방향성을 수립하는데 시사하는 바가 클 것으로 판단된다. The facility safety management in Korea does not secure efficiency as a safety management that is not constructed a maintenance manual. As such, disaster dangerous facilities are at a great danger for disaster occurrence. Accordingly, this study introduced revised requirement and revised level of requirement to field attendants to explore domestic facility safety management system, and set up and suggested a revised plan through brainstorming and attendants of central management institutions. This study is of importance that it reflects field attendants and attendants of central management institutions, suggests specific alternatives for realization to improve national level of institutional improvement.

It is prerequisite to figure out problems based on work attendants specifically and practically to develop our facility safety management system which is very weak in security to prevent accident due to passive treatment according to legal obligations, lacking management budget, and professional personnel. Accordingly, this study carried out safety management condition by means of direct visitation to supervisory institution attendants who are responsible for practical guidance, supervision and management responsibility. The suggested result can be utilized as a main reference to improve facility safety management in terms of policy and institution.
