경기도 지방하천에서의 보, 낙차공 및 교량 시설물의 실태 및 개선 방안 제시

보는 하천수량을 확보하고 낙차공은 하상안정을 위한, 그리고 교량은 차량 등의 이동을 위한 하천횡단시설물이다. 그러한시설물의 안정성을 확보하기 위하여 하천설계기준에서는 시설물의 최소 규모에 관한 지침을 제시하고 있으나 실태 조사 결과에 의하면, 기존 보 및 낙차공의 물받이 및 바닥보호공의 규모는 설계기준을 만족시키지 못하는 경우가 대부분이고 교량의 교각은 일부만 만족시키는 것으로 나타났다. 기존 보 및 낙차공의 수리적 안정성을 제고하기 위해서는 설계기준에서 제시한 바닥보호공에 대한 물받이의 비율인 3.3을 최소값으로 확보해줄 필요가 있다. 표본하천 시설물 실태조사에 의하면 기존 보 및 낙차공을 자연형 여울공으로 개량할 경우 적용하는 종단경사는 1:20이 가장 적정한 것으로 나타났다. 또한, 교량의 철거 또는 재가설에 관한 결정에서 교각의 여유고 및 경간장 위배사항만 고려하고 있지만, 향후 교량 노후도 및 경간장완화 규정 등을 종합적으로 검토하여 결정하는 것이 바람직하다. 본 연구에서는 설계기준, 하천실태 조사결과, 일본사례 등을 통하여 기존 보, 낙차공 및 교각의 수리적 안정성을 제고하는 종합적인 방안을 제시하였다. 하천횡단시설물의 안정화 노력은 정부 차원의 예산 지원과 적극적인 하천관리를 통하여 이룰 수 있으며, 이를 통하여 하천재해를 예방하고 건전한 하천환경을 유지할 수 있을 것이다. Weirs are to secure amount water of streams and drop structures are to enhance stabilization of stream bed and bridges are to connect isolated region, which are called stream crossing structures. In the stream design criteria, directions for minimum size of structures are suggested to secure stability of stream crossing structures. However the sizes of almost all existing weirs and drop structures are not satisfied with the stream design criteria and only 22 percent of the peirs of bridges are satisfied. To enhance hydraulic stability of existing weirs and drop structures, it is required that the ratio of bed protection to apron should be above 3.3. According to factual survey of structures in the sample streams, it has been shown that the longitudinal slope of rapid works with 1:20 is the most reasonable to design velocity if existing weirs and drop structures are rehabilitated into rapid works. It has been known that violating freeboard and span length of piers should make existing bridges reconstructed or removed. However, comprehensive review including deterioration level of bridges, special regulation for span length, etc. should be considered to determine rehabilitation plan of bridges. In this study, a procedure has been suggested to improve hydraulic stability of weirs, drop structures and piers of bridges. Sound environment of stream and reduction of natural disaster could be achieved by improving stability of cross structures, which could be obtained by governmental budget and active stream management including observance of design criteria.
섬진강 유역의 물 이용 특성 분석을 통한 수요관리(유수율 제고) 정량화 연구

국내에서 가장 대표적으로 제시되고 있는 수자원 확보 방안으로는 수요관리가 있으며 물을 절약하고 효율적으로 이용하고자 큰 노력을 기울이고 있다. 하지만 수요관리를 통해 어느 정도의 물을 확보할 수 있으며 이를 어떻게 활용할지에 대한 분석 및 계획은 미비한 상황이다. 본 연구에서는 수요관리의 효과를 정량적으로 분석하기 위해 섬진강 유역에 대해 현실적인 물 수급 네트워크를 조사하여 구축한 후 물수지 분석을 수행하였다. 물수지 분석을 통해 수원으로부터 취수한 물이 수요처에서 어느 정도 사용되는지를 분석하여 지역별 물이용 효율을 산정하여 제시하였다. 또한 수요관리 방안 중 하나인 유수율 제고를 통해 확보할 수 있는 수자원량을 산정하였으며 이를 활용할 수 있는 지역을 선정하였고 추가로 여러 인자들을 고려하여 수요관리(유수율 제고)에 대한 효과가 가장 높은 지역을 선정하여 제시하였다. 이를 통해 향후 수요관리 관련 사업 추진을 위한 다양한 관련 정보를 제공하고자 하였다. Demand management is crucial for securing water resources in Korea, with ongoing efforts to enhance water efficiency. However, there is a lack of sufficient analysis and planning regarding the amount of water that can be obtained through demand management. This study quantitatively analyzes the impact of demand management by investigating and constructing a realistic water supply and demand network for the Seomjin River basin. Subsequently, a water budget analysis was conducted. Water use efficiency in various regions was assessed through a water budget analysis. This involved comparing water withdrawal from the source with the actual consumer usage. Additionally, potential gains in water resources through enhanced revenue water ratios—a demand management measure—were calculated, and suitable areas for utilization were identified. In addition, by examining various factors, the analysis identified and presented the area with the highest impact on demand management (improving revenue water ratio). The results aim to furnish relevant information for future demand management-related projects.
