SEVERAL KINDS OF INTUITIONISTIC FUZZY OPEN SETS AND INTUITIONISTIC FUZZY INTERIORS

The notion of intuitionistic fuzzy semi-pre interior (semipre closure) is introduced, and several related properties are investigated. Characterizations of an intuitionistic fuzzy regular open set, an intuitionistic fuzzy semi-open set and an intuitionistic fuzzy γ-open set are provided. A method to make an intuitionistic fuzzy regular open set (resp. intuitionistic fuzzy regular closed set) is established. A relation between an intuitionistic fuzzy γ-open set and an intuitionistic fuzzy semi-preopen set is considered. A condition for an intuitionistic fuzzy set to be an intuitionistic fuzzy γ-open set is discussed.

Public service in culture and communications had two dimensions. One was an ethos of selfless service, rationality and an elevated and rather idea of the public good involving a concern for the national identity and detachment from vested interests. The second was a set of principles about provision : geographical and social universality, and the provision for minorities as well as majorities. Both of these are to be found at the heart of the public library ideal. Key features of the vision that justify public commitment and expenditure to public cultural institutions like libraries include the principle that all members of society should have the right to participate fully in it, if they so wish, and thus they need the facilities to become informed. In terms of a clarion call this could be called "the right to know". It is essential that libraries make explicit the governing rules of provision that inform the service. Below are a number of principles that one might expect to inform a public library service : 1. Location : because of the unique nature of the library space and its function within the community, questions of location are of paramount importance. 2. Being an inclusive organization, open and accessible to all, irrespective of ability to pay. 3. Stock selection processes to be made explicit and responsive to local needs and interests. 4. Providing a secular, non-censorial approach to materials stocked within limits agreed by open debate and explicit guidelines. 5. Provided as a local service but linked to national and international networks of information. 6. Stocking a wide range of cultural artefacts including books, and responsive to new formats and developments. 7. Open at times that meet the patterns of life of the majority of people who need or wish to use the service. 8. Flexible in its approach to funding existing and new services, and not simply reliant on tax-based funding regimes, on the understandig that ability to pay should not preclude users from the majority of services. 9. Providing services within a regime that monitors use, actively seeks user comments and criticisms, and is able to adapt easily to change.

The purpose of this study is to find out problems on international flow of information as an essential economic commodity in world trade and development. This commodity is essential to trade in goods and services and is itself a commodity that can be traded. Information is unique in that its transfer is instantaneous, thus removing barriers of distance and allowing even the manipulation of time-zone differences. Further, its value can be determined only at a particular time and to a particular set of users at that time. Finally, it is easily transportable and can be transferred almost invisibly over thin optic fibers or through the air on electromagnetic waves. Those characteristics that distinguish information-related issues also make those issues more difficult to deal with. Countries that fear loss of their national security and sovereignty as well as their economic prosperity sometimes enact legislation that appears to hurt rather than help their cause. Such laws, rules, and regulations often take the form of nontariff barriers that implicitly limit the trade in services and sometimes even the trade in goods by limiting information-based activities. The developed countries would, in general, like to see these barriers removed, at least to a great extent, although there is some disagreement between those countries with strong centralized policies and those with a more laissez-faire attitude. Many of the NICs or LDCs are afraid of the impact of the lowering of nontariff barriers. At present, the Uruguay Round of the General Agreement on Tariffs and Trade has agreed to discuss these issues. Although this does not promise that all problems will be immediately solved, it does show that the importance of the issue is being recognized.

The dynamic mechanical properties of a new ionomer system, poly(methyl methacrylateco-sodium acrylate), were studied. In addition, to investigate the effect of the chemical structure of ionic group on the mechanical properties, the data obtained from the sodium acrylate ionomers were compared to those obtained from sodium methacrylate ionomers. The matrix and cluster T_(g)s for the methacrylates were found to be higher than those for the acrylates. It was argued that the difference in the T_(g)s might be explained with the concept of contact surface area of the chain.
