        건율제조탕이 CCl<sub>4</sub>로 유발(誘發)된 간손상(肝損傷) 백서(白鼠)에 미치는 영향(影響)

        1. Objectives This study was carried out to investigate the effects of Gunyuljejo-tang on the $CCl_4$-induced Liver Damage in Rats. 2. Methods Sprague-Dawley rats were devided into 5 experimental groups : Normal, $NS+CCl_4$(Solid extract of $CCl_4$ injection group after Normal Saline feed), $GYJJT+CCl_4$(Solid extract of $CCl_4$ injection group after Gunyuljejo-tang feed), $CCl_4+NS$(Normal Saline feed group after $CCl_4$ injection), $CCl_4+GYJJT$(Solid extract of Gunyuljejo-tang feed group after $CCl_4$ injection). Biochemical assays for serum enzyme activities such as AST, ALT, ALP, BUN, Creatinine, Uric Acid, Total Protein, Albumin, Total Cholesterol, Triglyceride, Glucose, and mRNA Revelation of Cytochrome p450 and activities such as LPO, GSH, GST, Glutathione Reductase, Glutathione Peroxidase, SOD, Catalase, Hydroxyproline, and ${\beta}$-Glucuronidase were performed. 3. Results (1) $GYJJT+CCl_4$ showed lower revelation of Cytochrome p450. (2) $GYJJT+CCl_4$ showed higher GSH activity than $NS+CCl_4$, $CCl_4+GYJJT$ showed higher GSH activity than $CCl_4+NS$ injection significantly. (3) $GYJJT+CCl_4$ showed higher GST activity than $NS+CCl_4$. $CCl_4+GYJJT$ showed higher GST activity than $CCl_4+NS$ significantly. (4) $GYJJT+CCl_4$ showed higher Glutathione Peroxidase activity than $NS+CCl_4$, $CCl_4+GYJJT$ showed higher Glutathione Peroxidase activity than $CCl_4+NS$ significantly. (5) $CCl_4+GYJJT$ showed higher SOD activity than $CCl_4+NS$ significantly. (6) $CCl_4+GYJJT$ showed higher Catalase activity than $CCl_4+NS$ significantly. (7) $GYJJT+CCl_4$ showed lower Hydroxyproline than $NS+CCl_4$ significantly, $CCl_4+GYJJT$ showed higher Hydroxyproline than $CCl_4+NS$ significantly. (8) $GYJJT+CCl_4$ showed higher ${\beta}$-Glucuronidase activity than $NS+CCl_4$, $CCl_4+GYJJT$ showed higher ${\beta}$-Glucuronidase activity than $CCl_4+NS$ significantly. 4. Conclusions Gunyuljejo-tang has the recovering effects on the $CCl_4$-induced Liver Damage significantly.

        상수도 서비스의 구조개혁과 정부간 정치

        우리나라의 대표적 공공서비스인 상수도는 내부적으로 누적된 관리상의 비효율과 외부적으로 부과된 개방화의 압력에 직면하여 효율성의 위기는 물론 공공성의 위기를 경험하고 있다. 이에 본 연구는 관료정치의 관점에서 환경부와 행정안전부 간의 정책경쟁에 내재된 지방상수도 구조개편 대안들의 의미를 규명하는 한편 구조개혁 압력에 직면한 지방자치단체의 전략적 선택을 과거와 미래를 대비하는 방식으로 비교한다는 연구목표를 설정하였다. 분석결과 지방상수도 주관부처인 행정안전부와 환경부는 IMF 구제금융이래 최근까지 다양한 구조개혁 대안을 제시해 왔다. 또한 양 부처는 구조개혁 압력과 병행하여 지방상수도에 대한 관할권 강화 차원에서 각기 공사화와 민영화에 초점이 부여된 자신의 개혁구상을 실현하기 위한 관료정치에 주력하고 있다. 한편 중앙정부의 개혁압력에 직면하여 자치단체들은 기존의 점진적 대응전략인 자치단체내 상하수도 통합, 자치단체간 상수도 통합, 자치단체별 민간위탁 등을 초월하는 미래의 혁신적 대응전략을 마련하는 일에 부심하고 있다. 현재 자치단체들이 선택가능한 미래지향적 개혁대안은 크게 공사화와 민영화로 구분되지만 단기적으로 권역별 공사화와 수자원공사가 주도하는 위탁관리 대안의 실현가능성이 높다는 점을 잠정적인 결론으로 도출할 수 있었다. As one of the representative public services, the Korean water supply system has been noticeably experiencing two kinds of the crisis internally and externally. The one results basically from manageral inefficiency which has been gradually accumulated within the internal system, and the other is a matter related to the outer pressure toward privatization which means the diminishing of publicity the water supply system has in itself as a public service. Although it seems that there is no such “a stone to catch two birds,” efficiency and publicity in the water supply system as well as other public services, the efforts to reduce the gap between two values are still on-going as well. Furthermore, such efforts and strategies to harmonize such two values in reforming the water supply system have been highly diversified according to each different interest and viewpoint by each different agency. Focusing on the viewpoint of bureaucratic politics, thus this study aims firstly to reveal the meanings of restructuring the water supply system by two ministries, the Ministry of Environment and the Ministry of Administration & Safety. This study also tries to analyze the past and present of the local governments` choices in responding to the pressures for efficiency and publicity. The results of this study show that two major agencies of the central government for the local water supply system, the Ministry of Administration & Safety and the Ministry of Environment have been suggesting a variety of reformative alternatives since the IMF crisis in 1997. For realizing their reformative ideas and plans focused on ``public corporatization,`` and ``privatization,`` both ministries also have deeply engaged in the process of bureaucratic politics through which to strengthen up their policy initiatives surrounding the local water supply system. On the other hand, the findings also show that there have been many local governments` attempts to build more reformative and future-oriented strategies in pursuing policy alternatives for their water supply system and these kinds of efforts seems much more far beyond other conventional policy means local governments typically used to mobilize such as integrating water supply with sewage system within administrative departments functionally and organizationally, establishing inter-governmental system for water supply, and out-sourcing the services out of public agency. Finally this study points out that the possibility both for establishing public corporation in each zoning area and out-tasking led by existing KWRC(Korea Water Resource Corporation) are relatively high for the time being, although, in a long term perspective, it seems quite apparent that many options available to local governments could be limited into two major strands: public corporatization and privatization.

        지역의 물 인프라를 강화하는 국가정책과제 : 시설의 광역화와 인력의 전문화

        우리나라 상하수도는 물 인프라의 높은 보급률에도 불구하고 만족도가 낮은 상태이다. 이에 본 연구는 시설의 광역화와 인력의 전문화를 중심으로 물 인프라의 재편방안을 모색하였다. 우선 시설의 광역화를 촉진하기 위해 특・광역시와 시・군별로 맞춤형 대책을 모색하였다. 특・광역시 상수도의 재도약을 위해서는 본부장 3년 계약제를 요체로 하는 책임운영기관화가 필요하다. 상수도 패러다임은 공공관리에서 거버넌스를 추구해야 한다. 더불어 특・광역시 하수도의 도약은 성과를 체계적으로 관리할 수 있는 내외부 평가체계의 강화도 요구된다. 또한 인력의 전문화를 촉진하는 인적자원관리(HRM) 대안으로는 기업행정, 수도토목 등 전문 직렬의 부활, 전문관 지정대상 직위의 확대, 기술계 고졸채용 확대, 창의인재를 발굴, 장기근속의 의무화 조치, 성과평가의 강화, 승진제도의 전략적 활용 등을 제안하였다. 더불어 인적자원개발(HRD) 대안으로는 지역별 연합교육체제 도입, 국내외 우수사례 벤치마킹 강화, 자체 연찬과 발표, 현장교육 강화, 자격증 지원, 역량개발 유도, 경력개발제도 강화, 전문인력의 유출입 관리 등에 유의하였다. Water and sewage service in Korea is in a state of low satisfaction compared to the high penetration rate of water infrastructure. Therefore, this study sought ways to reorganize water infrastructure, focusing on the regionalization of facilities and specialization of human resources. First of all, in order to promote the regionalization of facilities, customized measures were sought for local governments. It is necessary to become a responsible operating institution based on the three-year contract system for the director of the water organization. The water supply paradigm should pursue to governance from public management. In addition, progress of special and metropolitan government is also required to strengthen the internal and external evaluation systems that can systematically manage performance. This research suggested revival of professional public officials, expanding the recruitment of high school graduates in engineering field, discovering creative talents, mandatory long-term service, strengthening performance evaluation, and strategic use of the promotion system as an alternative to human resource management(HRM) that promotes the specialization of human resource. Also, it paid attention to introducing united education system by regional groups, reinforcing benchmark of domestic and foreign excellent cases, study and presentation, enhancing field education, supporting certificate of qualification, encouraging competency development, reinforcement of the career development system, management inflow and outflow of professionals as an alternative to human resource development(HRD).

        한국 행정학의 미래를 찾아서 : 가치, 이론, 통섭

        The Korean Public Administration achieved a compressed growth which would be difficult to find its past examples over half of a century after the establishment of the government. After the development, however, it has not established its own identity and future properly. This study, therefore, takes an opportunity to fine its future through our self-directed reflexivity on the academic characteristic for the Korea Public Administration. Especially this study takes notice the fact that the crisis of the Korean Public Administration which is recently magnified is closely linked to normative, scientific, and general academic characteristics etc. The analytical research results of this study which reflect those above are as in the following. First of all, from a normative aspect, we have to foster philosophical and humanistic education which is directly related to the realization of administrative values in order to solve the problem of weakened publicity. Second, from a scientific standpoint, we need to make an effort to develop the theories corresponding with Korean contexts in order to induce an activation of Korean administrative theories. Third, for a general academic aspect, we seek for solution to strengthen the competitiveness of Public Administration that could overwhelm adjacent academics. After all, the Korean Public Administration community which has been insensitive to different degrees of changes is responsible for the academic crisis of the Korean administrative studies. Therefore, we all, as a partner in guilt, are always through about combining self-reflection with collective reflection.

        지방자치단체 녹색성장정책의 추진과정과 성공요인

        이명박 정부 출범 이후 녹색성장은 범국가적 정책의제로 등장하였다. 본 연구는 지방자치단체 수준에서 우리나라 녹색성장의 선구적 사례로 평가되고 있는 남해군의 경험과 교훈을 통해 지방자치단체의 녹색성장정책을 성공적으로 추진함에 있어서 핵심적 요인이 무엇인지 다각도로 검토한 것이다. 남해군은 1995년 민선 지방자치가 실시된 이래 현재까지 일관되게, 그리고 성공적으로 녹색성장의 가치를 구현하고 있다. 이에 본 연구는 남해군이 성공적으로 추진한 스포츠 경관산업, MBT시설 도입, 독일마을 조성사업에 대하여 정책과정 전반의 핵심적 성공요인을 규명하였다. 분석결과, 스포츠 경관산업(롤잔디 재배)이 성공할 수 있었던 것은 환경과 내부역량 등을 고려한 정책의제설정과 공무원의 실행능력이었다. 두 번째로 MBT시설도입은 군민-시민단체-군청의 지역 거버넌스(local governance)를 통한 정책결정과 공무원들의 전문성이 중요한 성공요인이었다. 세 번째로 독일마을 조성사업은 정책결정단계에서 군내(郡內) 가장 아름다운 지역으로 손꼽히는 곳을 독일마을로 지정하여 추진한 것과 정책추진 과정에서 나타난 문제점을 군의 재정적지원 그리고 자치역량 강화를 통해 문제를 해결한 것이 성공의 요인이었다. This study examines the case of Namhae-gun's green growth policy drive, which is one of the earliest policy experiments for "Green Growth" The term, "Green Growth" has emerged as a dominant national agenda under Lee Administration. Namhae-gun is also one of the local governments which have made an great effort to realize environment-friendly developments. However, for some green growth policies, the performance of Namhae-gun's green growth drive becomes quiet different from others'. Especially, Namhae-gun has shown obviously successful performance over three programs since the beginning of its electoral self-governance in 1995. Sport Scenery Agriculture, MBT facilities, and German Village program are the three programs that together are selected as successful cases and assessed in this paper. Results of this study presented in this paper show that each of the three policies includes some distinctive elements that have been identified as being positive to effective policy processes. First, the agenda-setting process based on investigative analyses and bureaucrats' administrative capacities are the main factors for the successful implementation of Sport Scenery Agriculture. Second, collaborative policy making through local governance and bureaucrats' professional knowledge have been critical for building MBT facility. Third, for German Village program, siting process in designating the village site and Namhae-gun's financial supports along with problem-solving process by self-governance empowerment of local public employee were the effective and substantial factors for program success. Furthermore, this study suggests that roles of local government officials and regional particularities of communities be also important; hence key points for successful policy process towards Green Growth programs' success have, so far, been rather different by cases.

        우리나라 지방상수도의 통합광역화 구현전략

        세계 각국의 핵심적 정책의제로 부상한 물 문제는 공공서비스와 산업경쟁력이라는 상반된 요인이 혼합되어 있다. 따라서 우리나라의 물 관리나 산업의 도약을 위해서는 상하수도의 통합광역화와 더불어 연구개발, 제품수출 등 물 산업 전반의 네트워크화를 구현해야 한다. 이러한 문제인식을 토대로 본 연구는 최우선 과제인 지방상수도의 광역화에 주목하였다. 우리나라 지방상수도의 경쟁력과 완결성을 담보하는 통합광역화 추진전략을 국내외 유사사례에 대한 비교분석 결과를 토대로 제시하고자 한다. 본 연구는 광역도에 초점이 부여된 통합광역화 전략의 현실적합성 제고를 위해 충청남도 사례분석을 시도하였다. 또한 사례분석 결과를 토대로 중장기 전략기획의 관점에서 지방상수도의 통합광역화 전략을 단기, 중기, 장기라는 3단계로 구분해 제시하였다. 나아가 지방상수도의 통합광역화가 지방하수도의 광역화, 상하수도 통합, 민관합작법인의 활성화, 물 산업의 총체적 경쟁력 강화 등을 자극하는 촉매제의 역할을 수행할 것이라는 점에 정책적 함의를 부여하였다. Rising policy agenda from all over the world, water issues are combination of incompatible factors such as public service and industrial competitiveness. Thus, networking in whole water industry such as integrated broadening in water and sewage, research and development, and product exportation should be implemented. Based on these problems recognition, this research focused on broadening of local water supply system. This research is going to present promotional strategy of integrated broadening that assure competitiveness and completion on the basis of result of comparative analysis on internal and external similar cases. This research attempted case analysis to improve relevance of integrated broadening strategies that focused on county government. Also, it suggested integrated broadening strategies of local water supply system with three stages(short-term, mid-term, and long-term strategy) in respect of medium and long term strategy planning, based on the result of case analysis. Furthermore, this research attached policy implication in terms of local water supply system would perform a role of facilitative factors that stimulate broadening of local sewage, integration of water and sewage, vitalization of public-private partnership, and strengthening of integral water industry competitiveness.
