사회복지전담공무원의 역할수행 방향 모색

본 연구는 사회복지전담공무원의 향후 역할수행 방향성을 모색하기 위한 것이다. 이를 위해 전담공무원의 정체성과 전문성을 검토하였고, 역할과 업무를 정리하여 보았으며, 역할수행 방향성을 검토하였다. 이를 통해 앞으로의 역할수행은 전문성을 최대한 활용할 수 있는 공공복지영역의 전문가로 발전해야 함을 제시하였다. 역할수행을 구체적으로 실현할 수 있는 방안으로 역할변화 필요성 공유, 합리적인 역할분담, 소득유지와 대인서비스 분리 고려, 조직환경적 개선, 인력관리방안 개선, 이해관계자의 역할 충실, 시군구와 읍면동내 전문적 역할 강화 등을 제언하였다. 본 연구는 정책환경의 변화를 고려할 때, 전담공무원의 역할에 있어 변화가 필요하고 바람직한 역할수행 방향 설정이 필요함을 제시하였다. 연구결과는 전담공무원의 미래진로 및 관련 쟁점사항에 대한 정책적, 실천적 함의를 제공할 것으로 기대된다. The purpose of this study is to explore direction of the role of public social workers in the future. To do this, I reviewed the identity and professionalism of public social workers, arranged the role and tasks, examined direction to perform the role. The role of the future should be developed as a specialist in the public welfare field that can make full use of professionalism. Also, I suggested that sharing the necessity for a role change, reasonable division of roles, considering separation between income maintenance function and personal service function, organizational and environmental improvements, improving human resources management, faithfully performing the role of stakeholders, strengthening professional role in Si-Gun-Gu(community) and Eup-Myeon-Dong(district) to achieve the desired role. Considering radical change in the policy environment, I proposed that it is important to utilize professional role of public social workers. The results of this study are expected to provide policy and practical implications for the future career path of the public social workers and related issues.

기초자치단체 복지공동체 발전요인의 탐색 : 광주광역시 광산구 사례를 중심으로

본 연구의 목적은 광주광역시 광산구의 사례를 통해 기초자치단체 복지공동체의 발전요인을 탐색하는 것이다. 이러한 목적을 위한 연구방법으로 사례연구방법을 사용하였다. 구체적으로 광산구 관련 자료 검토, 주요 이해관계자와의 심층 인터뷰, 현장 방문 등 다양한 방법을 사용하였다. 분석 범주는 공간적 요인, 리더십 요인, 참여자 요인, 전략적 요인, 수단적 요인, 학습 요인 등 6가지 발전요인과 갈등요인으로 구성되며 전체 요인간의 관계를 분석하였다. 분석결과, 지역복지의 가치와 철학에 초점을 둔 혁신리더와 더불어 참여자들이 지역에서 실험을 하였고 다양한 수단을 통해 효과가 극대화되었음을 알 수 있었다. 연구의 결과는 기초자치단체 복지공동체에 대한 심층적인 이해를 제공하고 관련 쟁점을 논의함으로써 바람직한 발전요인 수립에 기여할 것이다. The purpose of this study is to investigate the development factors of the regional unit welfare community through the case of Gwangsangu in Gwangju metropolitan city. Case study method was used as a research method for this purpose. Specifically, various methods such as reviewing preliminary data related to Gwangsangu, in-depth interviews with key stakeholders, and field visits were used. The analysis category is composed of 6 factors such as spatial factor, leadership factor, participant factor, strategic factor, instrumental factor, learning factor and 1 conflict factor, and I analyzed the relationship between the factors as a whole. As a result of the analysis, it is understood that participants with an innovative leader focused on the value and philosophy of local welfare and experimented with it in the region and maximized the effect through various means. The results of this study will provide an in-depth understanding of local welfare communities and contribute to the establishment of desirable development factors by discussing related issues.

지역사회보장통계 구축에 관한 탐색적 연구

본 연구는 사회보장기본법에 따른 지역단위 사회보장통계 구축과 관련된 쟁점사항을 검토하고, 통계체계 구축 방안을 제시하는 것을 목적으로 한다. 이를 위해 관련 문헌을 검토하였으며, 몇 가지 쟁점사항인 사회복지통계와 사회보장통계의 관계, 사회보장통계와 지역사회보장통계의 관계, 지역사회지표(지역사회조사)와 지역사회보장통계의 관계를 검토하였다. 그리고 지역사회보장 통계체계 구축과 관련하여 거버넌스체계, 정보화시스템, 지표체계, 개별지표 등을 검토하였다. 그 외 향후 지역단위 사회보장통계 구축시 필요한 이론적ㆍ실용적 방안들을 제시하였다. The purpose of this study is to review issues related to social security statistics according to the social security basic law and is to propose measures for building a statistical system. To do so, I examine the leading literature and analyze relationship between social welfare statistics and social security statistics, social security statistics and regional social security statistics, and community indicators (community survey) and local social security statistics. To building regional social security statistics systems, I present governance systems, information systems, indicator systems, individual indicators. Furthermore, I suggest theoretical and practical ways required when building the regional social security statistics in the future.

읍면동 복지허브화의 특징과 쟁점

본 연구의 목적은 공공복지전달체계 개편안인 ‘읍면동 복지허브화’의 내용을 탐색하고, 전반적인 특징과 쟁점을 검토하는 것이다. 이를 위해 쟁점의 영역을 크게 2가지로 구분하여, 개편안의 정당성과 정합성, 가치, 방향성 등 주로 개편안 구조와 관련된 부분과 개편안이 제시한 조직 및 인력, 4대 프로그램(사각지대 발굴, 방문상담, 통합사례관리, 민관협력 활성화) 등 프로그램의 개별 내용 부분으로 구성하였다. 쟁점 분석을 통해 개편안의 개선과제를 제시하였으며, 연구결과는 ‘읍면동 복지허브화’ 개편 초기의 정책적, 이론적, 실천적 함의를 제공할 것으로 기대한다. The purpose of this study is to explore contents and review overall characteristics of the issue of ‘Eup-Myeon-Dong welfare hub’ as public welfare delivery system reform, To this end, I divided issues into 2 category, firstly, legitimacy and integrity, values and direction etc, mainly concerning plan structure and secondly, the organization and personnel, four programs(blind spot discover, visiting counseling, integrated case management, public-private partnerships activation) etc., mainly concerning plan program, I presented assignment to improve plan through analysis. Research results are expected to provide political, theoretical and practical implications in beginning time at the reform.

성년후견제 시행에 따른 지역사회복지 실천과제에 관한 탐색적 연구

성년후견제는 재산관리 뿐만 아니라 신상보호와 관련된 다양한 영역에서 의사결정지원이 필요한 장애인 및 치매노인 등에게 일상생활 속에서 자기결정권을 가지고 지역사회의 한 구성원으로 살아가는데 불이익을 받지 않도록 의사결정능력을 지원하는 제도이다. 이러한 성년후견제는 본래 시민사회 관계를 규율하는 민법상의 제도를 기초로 하고 있지만 또한 소외계층에 대한 인권 보장적 성격이 강한 사회복지제도이기도 하다. 본 연구는 우리나라의 성년후견제도 시행과 관련하여 지역사회복지의 실천과제에 대해 탐구하였으며, 국내외 문헌조사를 주로 사용하였다. 성년후견제도의 시행과 제도 정착을 위한 지역사회복지내의 서비스 전달체계 및 지역사회복지 실천과제에 대한 주요 결과는 다음과 같다. 첫째, 지역내 개별 주체들은 성년후 견제 운영과 관련된 역할분담을 충실히 수행할 필요가 있다. 이를 위해 대표성을 가진 지역내 네트워크를 구축할 필요가 있다. 둘째, 지역 상황에 근거한 제도운영이 필요하다. 관련 서비스와 프로그램은 지역단위에 맞게 설계되고, 지역내 수요자 특성을 고려하여야 한다. 이를 위해 지역관련 기초 조사나 연구가 필요하다. 셋째, 지방자치단체는 전반적인 지원체계를 정비하고, 성년후견제의 원활한 지원을 위하여 관련 전문위원회 운영, 조례제정 등 기본적인 사항들을 제도적으로 마련할 필요가 있다. 넷째, 지역내 가정법원과의 연계 구조를 구축할 필요가 있다. 다섯째, 지역내 성년후견지원센터의 설립을 통한 체계적인 운영이 필요하다. 여섯째, 지역내 사회복지기관과 성년후견관련 전문기관 등 민간기관의 적극적인 참여가 필요하다. 일곱째, 지역의 탈시설 정책과 연계될 필요가 있다. 여덟째, 성년후견제 실시를 계기로 기존의 낙후된 관련 복지정책 전반을 보완할 필요가 있다. 이는 성년후견제의 실속 있는 운영을 위해서도 필요한 부분이다. The Adult Guardian System is a system to support the decision-making ability of the disabled and senior citizens with Alzheimer"s disease to make sure that they will not get any disadvantages in their ordinary lives as members of the community equipped with the right for self-determination in various areas with respect to the protection of their bodies and their property management. Originally, the Adult Guardian System is based on the systems under the Civil Law governing the relationships among citizens however, it is also a kind of a social welfare system which bears many characteristics of a safeguard for human rights of the underprivileged. This study surveyed the practical tasks for community welfare as regards the Adult Guardian System enforcement in Korea and used mainly domestic and foreign literatures. In what follows, we outline the main findings of the analysis of the service delivery systems within the community welfare and practical tasks for the community welfare so as to successfully establish and implement the Adult Guardian System. First, the individual subjects in the local area need to fulfill roles assignment related to the operation of adulthood. To this end, it is needed to regional network with the representation. Second, we require an operating system based on the local conditions. Related services and programs are designed to meet the area unit and to be considered local consumer characteristics. To this end, it is needed relevant research or study based on local. Third, local governments must improve generally support system, establish related committees and ordinance to support smoothly operation. Fourth, it is necessary to build conjunction structure with the local family court. Fifth, it is needed to establish adult guardianship support center. Sixth, it is required active participation related of organizations including social welfare agencies, private organizations, professional organizations based on local. Seventh, it is needed to be linked policy of deinstitutionalisation. Eighth, we must carry out to gauge the existing underdeveloped welfare policies.
