뉴스 빅데이터 분석을 통한 지방출자출연기관 동향에 관한 연구 : 지방출자출연법 개정 시점을 중심으로

본 연구는 지방자치단체 출자출연 기관의 운영에 관한 법률 및 동법 시행령, 그리고 지방자치단체 조례에 따라 운영되고 있는 지방출자출연기관에 대한 뉴스 빅데이터분석을 수행하여 동향을 파악하고, 건전한 지방공공기관 생태계 조성을 위해 나아갈 길을 제안하고자 한다. 구체적으로 한국언론진흥재단에서 제공하는 뉴스 빅데이터 서비스인 빅카인즈(Big Kinds)를 활용하여 지역종합지 및 중앙지에 보도된 지방출자출연기관 관련 뉴스기사의 월별 트렌드 및 관련 연관어 분석을 수행한다. 전국을 6개 권역으로 나누어 뉴스 빅데이터를 분석한 결과, 모든 권역에서 높은 빈도로 관측된 지방자치단체명을 제외하면, 우선 수도권의 경우 생활임금, 정규직 전환 등 근로환경 정책과 관련한 연관어가 관찰되었다. 강원권의 경우 채용비리, 경영평가와 관련된 연관어가, 충청권의 경우 신규 재단 설립 관련 외에 출연기관 운영상의 문제와 관련한 연관어가 제시되었다. 영남권에서는 단체장 사퇴에 따른 인선 관련 보도와 지방공공기관 혁신과 관련된 연관어가 관측되었다. 호남권에서는 기관 설립과 관련된 보도, 기관의 운영 개선 및 책임경영 관련한 연관어를 살필 수 있었고, 제주권의 경우 출자출연기관의 방만경영 등 부정적 키워드가 다수 나타났다. 한편 중앙지의 경우 뉴스의 지역분야 비중이 낮아 지역종합지가 지역의 특수성을 잘 반영함을 보였다. 이러한 분석결과를 바탕으로 건전한 지방공공기관 생태계 조성을 위하여 첫째, 지방출자출연기관에서 근무하는 임직원들의 높은 책임의식 필요, 둘째, 지방정부의 지방출자출연기관 설립에 관한 신중한 접근과 운영 기준 마련 필요, 셋째, 공공기관에 대한 국민들의 주인의식 고취 필요 등을 시사점으로 제시한다. In this study, news big data analysis was performed on local government-funded institutions operated in accordance with the Act on the Management of Local Government-funded Institutions, the Enforcement Decree of the same Act, and local government ordinances to identify trends of them, and suggest a way forward to create sound ecosystem of local public institutions. Specifically, we analyzes monthly trends and relevant words of news articles related to local government-funded organizations reported in regional and central newspapers by using Big Kinds, a news big data service provided by the Korea Press Foundation. As a result of analyzing news big data by dividing into six regions, in the case of the metropolitan area, relevant words related to working environment policies such as living wage and conversion to regular workers were observed, except for the names of local governments that were observed with high frequency in all regions. In the case of Gangwon area, relevant words related to hiring corruption and management evaluation were presented, and in the case of Chungcheong area, relevant words related to the operation of the funded institution in addition to the establishment of a new foundation were presented. In the Yeongnam region, reports related to recruitment following the resignation of the group head and relevant words related to innovation in local public institutions were observed. In the Honam region, it was possible to examine the reports related to the establishment of the institution, and relevant words related to the improvement of the institution s operation and responsible management. In the case of Jeju area, there were many negative keywords such as lax management of local government-funded institutions. On the other hand, in the case of the central paper, the proportion of regional news was low, indicating that the regional comprehensive paper reflected the specificity of the region. Based on these analysis results, this paper suggests the following implications for the creation of a healthy local public institution ecosystem. First, the employees working at the local government-funded institution need to have a high sense of responsibility. Second, the local government needs to take a cautious approach for the establishment of the local investment-funded institution and prepare detailed operating standards for them. Third, it is necessary to inspire the public s sense of ownership toward public institutions.

다결정 니켈 표면에서의 CO 와 $O_2$의 공동흡착

상온에서 다결정 니켈 표면에서의 CO와 산소의 공동흡착을 XPS를 이용하여 연구하였다. 산소가 미리 흡착된 다결정 니켈 표면에서의 CO 흡착은 다음의 세 단계로 일어나고 있음을 발견하였다. 즉 초기의 낮은 CO 노출량에서는 니켈 표면에 미리 흡착된 산소와 CO가 일부 반응하여 $CO_2$가 형성되어 $CO_2$로 탈착하며, CO 노출량이 점차적으로 증가함에 따라 CO가 산소와 공동흡착을 일으키며, CO 노출량이 높아지면 미리 흡착된 산소의 양이 적을수록 더 많은 CO가 흡착됨을 관측하였다. 이것은 니켈 표면에 미리 존재하는 산소의 덮임율이 증가함에 따라 CO의 점차율이 감소하고 동시에 CO의 상대적인 흡착자리가 감소하기 때문으로 해석하였다. 한편 CO가 미리 흡착된 다결정 니켈 표면에 산소를 흡착시키면 산소 노출량이 낮을 때는 미리 흡착된 CO가 산소의 흡착을 저해하며, 산소 노출량이 증가하면 CO가 해리흡착되고, 이와 동시에 산소가 니켈 표면에서 해리흡착되어 NiO층을 빠른 속도로 형성함을 관측하였다. CO의 해리흡착은 흡착된 CO와 기체상의 $O_2$의 충돌에 의한 에너지 전이 때문인 것으로 해석된다. The coadsorption of carbon monoxide and oxygen on polycrystalline nickel surface has been studied using XPS at the room temperaure. The adsorption of CO on the nickel surface precovered partially with oxygen is found to take place by the following steps: The CO molecules react with the preadsorbed oxygen atoms to liberate $CO_2$ gas at the initial stage of low CO exposures, and they are coadsorbed gradually with the increasing CO exposures. The extent of coadsorption at the higher CO exposures is found to decrease with the increasing degree of oxygen preadsorption. This finding is explained in terms of the reduced adsorption site for CO as a consequence of oxygen preadsorption. The CO molecules preadsorbed on the nickel surface inhibited the adsorption of $O_2$ molecules. The increase of oxygen exposure led to the dissociation of preadsorbed CO, and the NiO layers were formed concurrently. The dissociation was rendered to arise from an oxygen-to-CO energy transfer.

Many neoplasms, including lung cancer, breast cancer, melanoma, and gastrointestinal tract malignancy, possess potential for skin metastasis. Skin metastases can represent the first presentation of such malignancies and may be observed incidentally during routine exam. Skin metastases from gastric adenocarcinoma are uncommon, with a prevalence rate of 0.04-0.8%. Cutaneous metastases from gastric cancer are generally observed as the initial symptom of advanced gastric cancer. Early detection and treatment can increase patient survival. A 42-year-old woman visited our department with nodule about 1 cm in size on the right frontal scalp noticed incidentally after laparoscopy-assisted distal gastrectomy and adjuvant systemic chemotherapy for early gastric cancer about 16 months prior. The patient was diagnosed with skin metastasis from gastric adenocarcinoma. Complete excision of the skin lesion and additional chemotherapy were performed. Herein, we report a case of nodular tumor-like scalp metastasis from early gastric cancer with a brief review of the literature. (Korean J Gastroenterol 2016;68:36-39)

근골격계 질환에서 통증 조절을 위한 마약성 진통제 및 항우울제

고령화의 진행 및 근골격계 질환의 증가로 인해 여러 가지 수술적 치료 방법을 포함한 침습적인 치료 방법이 증가되고 있으나 수술적 치료 시행 전 보존적 치료는 충분히 시행되어야 한다. 보존적 치료 중에서 통증 조절을 위한 약물 치료는 오래 전부터 보존적 치료의 가장 대표적인 치료 방법으로 사용되어 왔고 여전히 가장 흔히 사용되는 방법이다. 통증 조절을 위한 약물로는 아세트아미노펜(acetaminophen), 비스테로이드성 항염증제(non-steroidal anti-inflammatory drugs), 스테로이드(steroid), 마약성 진통제(opioid), 항우울제(antidepressants) 등이 있으며 저자는 마약성 진통제 및 항우울제에 대해서 살펴보고자 한다. 통증으로 인해 말초 부위에 있는 통각 수용체에 자극이 전달되면 통증은 중추 신경계로 전달되는 상향성 경로(ascending pathway)를 거쳐 대뇌에 전달되고 대뇌는 통증을 조절하기 위해 하향성 조절 경로(descending pathway)를 통해 엔도르핀(endorphin)과 같은 내인성 마약성 진통제를 분비하게 된다. 마약성 진통제라는 것은 마약성 진통제 수용체(receptor)에 작용하는 물질을 통틀어서 일컫는 말로 마약성 진통제는 세 가지의 수용체가 존재하며 조직이나 환자의 전신 상태에 따라서 각각의 수용체에 대한 친화성이 달라진다. 이와는 달리 항우울제는 중추신경계의 시냅스에 작용하여 통증을 조절하는 상향성 경로를 조절하는 것이 주된 기전으로 만성통증과 신경병성 통증에 효과적이며 이는 마약성 진통제 계열과 효과가 유사한 것으로 알려져 있다. 본 종설에서는 이러한 마약성 진통제와 항우울제의 효과적인 사용 방법, 사용 시 유의점 및 부작용 등에 대해 다루고자 한다. The progression of aging and the increase in musculoskeletal diseases have led to an increase in invasive treatment methods, including various surgical methods, but conservative treatment should be attempted before surgical treatment in musculoskeletal diseases. Medication for pain control, such as acetaminophen, non-steroidal anti-inflammatory drugs, steroid, opioids, antidepressants, etc., is one of the most popular methods for pain control. If the pain receptors on peripheral organ are stimulated, pain is transmitted to the brain by the ascending pathway, and the brain then secretes endogenous opioids, such as endorphin, by the descending pathway for pain control. Opioids are substances that act on the opioid receptors, and there are three receptors for opioids. The affinity for each receptor varies according to the tissue and the patient"s systemic status. Antidepressants work on the synapses in the central nervous system and its main mechanism is regulation of the ascending pathway. This is mainly effective in chronic pain and neuropathic pain, which is similar in effectiveness to opioids. This review focuses on the effectiveness, method of use, and side effects of opioids and antidepressants.

The purpose of matching is on the one hand to check production engine for 'Turbocharger stability and behaviour and on the other to optimise turbocharger to the first engines of that foreseen specification. In this paper, studied about matching of blower side for 5RND 76M marine diesel engine, The Results are as follows: 1. Scavenge air pressure at 100% load must lie 1.75∼1.95kg/cm^2 at 25°C. 2. The overall efficiency of T/C must get 61% and over. 3. The suitable T/C specification of 5RND 76M is VTR631-1 Diffuser 7T5S.2 Nozzle Ring 647cm'.

舶用 대형저속 Diesel기관에서 Main Bearing Shell의 White Metal 손상의 원인분석과 개선에 관한 연구

Bearing shells of a larger low speed marine diesel engine usually a steel casting lined with white metal. Bearing shells, in the main, are made up of circular lower and upper halves, with a cap holding the two. Special machine have also been developed for centrifugally casting white metal into steel shells. Recently, Higher increased bearing loads have resulted in frequent bearing failures as falling out white metal. One solution of the problem has come through the development of cooling card. after casting of white metal. A columnar crystal of white metal is formed and developed from steel back side where cooling water is applied. Other factor such as, crankshaft alignment, main beating alignment and bedplate bearing girder machining accuracy are to be checked.

디젤기관용 screw swirl 노즐에 관한 연구

Experimental investigation has been made of screw swirl nozzle for diesel engine. Compared with single screw swirl nozzle, triple screw swirl nozzle can produce finer spray pattern. But the atomizing quality under low injection pressure was poor at the beginning stage of injection. To improve of the defect, the swirl chamber of the single screw swirl nozzle must be made as small as possible and the needle lift be lowered.

희박혼합기의 화염구조 및 연소과정에 관한 연구

A divided combustion chamber is used as a tool for an elementary study of combustion of lean mixture in a spark ignition engine. The divided combustion chamber and single combustion chamber have the different flame formulation process. And the variable passage hole diameter can effect not only flame shape and combustion time but also a combustion pressure. This study deals with the combustion in a combustion chamber with variable of stoichmetric ratio and passage hole diameter. It is concluded that passage hole diameter and stoichmetric ratio are main factor swaying the characteristics of flame shape, combustion time and combustion pressure.
