The objective of this study is securement of upland irrigation water using storage level management of small dams. However, it is not new development of water resources but securement of water using storage level management of existing dam. This study has enhanced the water utilization coefficient of dam, after extra available water had been calculated by application of periodical management storage level and this water is used to other water like the upland irrigation water demand. As the result of application, it can secure extra available water except the water requirement. Minimum extra available water except flood is about $20,000,000\;m^3$ and crop irrigation water demand of 10yr frequency is about $2,033,000\;m^3$ in Seongju. The utilization of crop irrigation water can be possible. And extra available water is about $3,102,000\;m^3$ in 2000, $1,959,000\;m^3$ in 2001 except flood period and crop irrigation water demand of 10yr frequency is about $2,272,000\;m^3$ in Donghwa. It is judged that extra available water cannot be used to crop irrigation water during the dry season in Dongwha. Consequently, when management storage level is determined and more efficient use of water is gotten like this study, water utilization coefficient will be enhanced.

Fallow paddy areas have been increased due to the import of cheap agricultural product, and the unbalance between farming cost and rice price since 1990. In domestic, rice production control that decrease paddy field area has been introduced for the control of rice demand and supply and stabilization of rice price since 2003. Because of the desire of paddy field's owner to create benefit by using paddy for other object, fallow paddy would be continuously increased. In the other aspect, many people in the world is suffering from hunger because of the shortage of food. In case of Korea, continuous drought and flood damages will be potential concern of stable food supply. From this viewpoint, the increasing fallow paddy area needs to be protected from the devastation by weed breeding for the re-cultivation. In this study, fallow paddy managed with the shallow pools and shallows was selected fur monitoring and analyzing of water quality and plant body change. As the results, the managed fallow paddy found to be effective in the purification of water quality and the control of plant growth.

Gadolinium zirconate, $Gd_2Zr_2O_7$, is one of the most promising candidates for replacing yttira-stabilized zirconia (YSZ) in thermal barrier coating (TBC) applications due to its low thermal conductivity and chemical stability at high temperature. In this study, rare-earth zirconate ceramics in the $GdO_{1.5}-ZrO_2$ system with reduced gadolinia contents were fabricated via solid-state reaction as well as hot-pressing at $1800^{\circ}C$. The phase formation, microstructure, and thermo-physical properties of these oxides were examined. The potential application of $GdO_{1.5}-ZrO_2$ ceramics for TBC was also discussed.

This study was to design the optimal locations of the water level monitoring to quantify the agricultural water use in irrigation area supplied from an agricultural reservoir. In most of agricultural areas without TM/TC (Tele-Monitoring and Tele-Control) or monitoring network, irrigation water have been supplied on conventional experience and agricultural reservoir have been operated based on the operating simulation results by HOMWRS (Hydrological Operation Model for Water Resources System). Therefore, this study quantified the amount of agricultural water use in an irrigation area (Musu Reservoir, Jincheon-gun) by establishing water level monitoring network and analyzed the agricultural water saving effect. According to the evaluation of the economic values for water saving effect, the saving agricultural water of 1.7 million ton was analyzed to have economic values of 0.85 million won as water for living, and 1.78 million won as water for industrial use. It is identified to secure economic feasibility of the new water monitoring network by establishing one monitoring point in the entrance, irrigation area and endpoint through the economic analysis.
개방형 물관리 프로그램을 이용한 관개용 저수지의 거동 분석

For optimal irrigation reservoir operation during flood and normal period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. We developed Open Water Management Program (OWMP) with an open architecture to deal with newly arising upgrade problems for optimal management of irrigation reservoir. And we evaluated the applicability of OWMP to estimate daily runoff from an agricultural watershed including irrigation reservoirs, and analyzed behaviour of irrigation reservoirs as irrigation water requirements considering frequency analysis of reservoir storage and frequency analysis water requirements for effective management of reservoir. When we executed OWMP with data produced from an experimental field, IHP basins, the mean relative errors of application of daily runoff and irrigation water requirement were less than 5%. We also applied OWMP to a Seongju irrigation reservoir to simulate daily runoff, storage and water requirement from 1998 to 2002, and the mean model efficiency between measured and simulated value was 0.76. Our results based on the magnitude of relative errors and model efficiency of the model simulation indicate that the OWMP can be a tool nicely adapted to the effective water management of irrigation reservoir for beneficial water use and flood disaster management.

The conceptual rainfall-runoff models are used to predict complex hydrological effects of a basin. However, to obtain reliable results, there are some difficulties and problems in choosing optimum model, calibrating, and verifying the chosen model suitable for hydrological characteristics of the basin. In this study, Genetic Algorithm and SCE-UA method as global optimization methods were applied to compare the each optimization technique and to analyze the application for the rainfall-runoff models. Modified TANK model that is used to calculate outflow for watershed management and reservoir operation etc. was optimized as a long term rainfall-runoff model. And storage-function model that is used to predict real-time flood using historical data was optimized as a short term rainfall-runoff model. The optimized models were applied to simulate runoff on Pyeongchang-river watershed and Bocheong-stream watershed in 2001 and 2002. In the historical data study, the Genetic Algorithm and the SCE-UA method showed consistently good results considering statistical values compared with observed data.

스마트폰 사용자가 2,000만명을 넘어서며, 클라우드 컴퓨팅 서비스를 제공하던 기업들이 다양한 모바일 장비를 지원하려고 한다. 특히, 다양한 모바일 장비를 통해 특정 문서를 서로 공유하거나, 편집/보기 등의 작업을 수행할 수 있게 되었다. 하지만, 여러사람이 하나의 문서를 공유해서 작업하는 경우 형상관리, 기밀성, 무결성이 보장되지 않는 문제가 발생한다. 따라서, 본 논문에서는 모바일 클라우드 서비스 사용자들이 문서를 효율적으로 공유하고, 암호화된 문서에 대한 연산을 통해 문서편집을 수행하고, 무결성 검증이 가능한 준동형 암호화를 기반으로 한 형상관리 방안을 제안하고자 한다. As smartphone users are over 20 million, companies, which offer cloud computing services, try to support various mobile devices. If so, users can use the same cloud computing service using mobile devices, as sharing document. When user share the work, there are problem in configuration management, data confidentiality and integrity. In this paper, we propose a method that cloud computing users share document efficiently, edit encrypted docuements, and manage configuration based on homomorphic encryption, which integrity is verifiable.
