스팸메일이란 상대가 수신하기를 원치 않는 상업적인 광고를 내용으로 하는 이메일을 뜻한다. 사이버 공간에서 발생하고 있는 스팸메일의 폐해는 매우 다양하며 그로인한 손실액만도 2001년 경우 전 세계적으로 약 86억 달러에 해당하는 것으로 추산되었고, 2004년 국내의 경우는 2조 6451억 원이라는 엄청난 액수에 달하였다고 한다. 이렇게 엄청난 재산상 피해를 유발하고 있는 스팸메일은 수신자와 ISP 그리고 사회적 나아가 국제적으로 많은 문제를 야기하고 있다. 그러나 스팸메일을 규제하는 정보 통신망보호촉진 및 정보보호 등에 관한 법률 등의 현행 법규만으로는 역부족한 것이 사실이다. 또한 스팸메일이 민사상 불법은 되지만 형사법적인 불법으로까지 긍정하기에는 아직 미흡한 면이 있어 불법행위로 구성하는데 한계를 나타내고 있다. 그러므로 본 연구에서는 스팸메일에 대한 국가적인 규제형태의 전환, 집단소송제도의 도입, 특별법의 제정을 통하여 효율적인 스팸메일에 대한 통제하는 방안을 제시하고자 한다. Spam email is an electronic mail sent to a large number of netizen who do not want it. Criminals have been to take an advantage of this tool easily through harmful activities such as phishing. Recently the spam mail containing commercial information is broadly accepted as an illegal commitment to endangering the network. According some report, it could cause real damages. For the better policy on controlling spam mail we need new Efficient Countermeasure. Several laws have been enacted in Korea for controlling spam mail. The most important acts is the Using and Protecting Communication Act. Main targets of this law is virus spreading, computer hacking, cyber pornography, intellectual property breaching, private or public information abusing and cyber terrorism. But the Using and Protecting Communication Act is insufficient to control spam mail. For the better policy on controlling spam mail we need new Efficient Countermeasure. Therefore, this research wishes to present way to control for efficient spam mail through enactment of conversion, induction of clash action system degree, special law of national regulation form for spam mail.

Risk Management does not mean accepting a risk but having a good grasp of, eliminating and controling the exact causes of known hazards. Good safety management plan or system for the safety of any systems need to include the procedures about standing safety goals, related technical information, time schedule, audit programs, etc at least. In this paper the summeries on general risk assessment techniques and the examples of risk assessment system and railway risk management strategies used in UK, Australia and Canada are introduced, and applicable establishment procedures for domestic railway industries are proposed.
500 Hz 이상 고주파수 영역에서 배기소음 저감을 위한 소음기 구조

High power trends in the diesel engines due to engine downsizing do not provide noise attenuation that can be satisfied with the performance of the existing silencer on account of high frequency increases in the exhaust noise. This study improves the attenuation performance of the exhaust silencer of the diesel engine and suggests silencer structure that performs best attenuation performance, especially at the high frequency range in the exhaust noise. It proposes dual silencer structure with an average attenuation performance of 6.4 dB and a maximum of 10.7 dB in the high frequency range (over 500 Hz), and analyzes its characteristics compared with the existing silencer. The performance analysis is performed according to 'Measurements on silencers in situation-ISO 11820:1996 Acoustics' and describes the results of comparative analysis with the existing silencer.
분사압력에 따른 CRDI 분사계의 분무특성에 관한 연구

Injection rate, injection quantity and injection timing of fuel are controlled precisely by electric control in CRDI system. Particularly, injection rate being influenced with injection pressure affects to spray characteristics and fuel-air ratio, so it is a very important factor in diesel combustion. In this study, injection rates in accordance with injection pressure at a constant ambient pressure were measured with Zeuch``s method. Under the same condition, non-evaporating spray images were taken with a high speed camera and analyzed carefully with Adobe Photoshop CS3. Macroscopic spray characteristics and breakup processes in the spray could be found from the examined and analyzed data. Injection start time and injection period were practically affected with injection pressure. Also, initial injection rate, spray penetration, spray angle and breakup of high density droplets region in the spray were affected with injection pressure. The results and techniques of spray visualization and injection rate measurement in this study would be practically effective to study a high pressure diesel spray for common rail direct injection system.
소형 어선용 디젤기관의 운전조건과 부탄올 혼합유의 배기 배출물 특성에 관한 연구

In this study, blending oils of diesel oil and butanol were used as fuel oil for diesel engine to measure combustion pressure, fuel consumption, air ratio and exhaust gas emission due to various operating conditions such as engine revolution and torque. Using these data, the results of analyzing the engine performance, combustion characteristics and exhaust emission characteristics such as NOx (nitrogen oxides), CO<sub>2</sub> (carbon dioxide), CO (carbon monoxide) and soot were as follows. The fuel conversion efficiency at each load was highest when driven in the engine revolution determined by a fixed pitch propeller law. Except 30% butanol blending oil, fuel conversion efficiency of the other fuel oils increased as the load increased. Compared to diesel oil, using 10% and 20% butanol blending oil as fuel oil was advantageous in terms of thermal efficiency, but it did not have a significant impact on the reduction of exhaust gas emissions. On the other hand, future research is needed on the results of the 20% butanol blending oil showing lower or similar levels of smoke concentration and carbon monoxide emission rate other than those types of diesel oil.
RSSB HRA 방법을 활용한 정지신호 무시/오인사건(SPAD)에 대한 인간신뢰도 분석

Most railway accidents are due to human error. Therefore, safety of railway systems dependant upon reliable task performance of railway staff. In order to efficiently manage reliable task performance ability of railway staff, by conducting human reliability analysis(HRA), it is possible that identifying and assessing human failure events in the framework of the probabilistic risk assessment(PRA) of the systems. The purpose of this study is to manage human error failure events and to calculate the diagnosis human error probabilities and execution human error probabilities, by performing human reliability analysis applied RSSB-HRA methods for Signal Passed AT Danger(SPAD) In this paper, using the RSSB-HRA method, human reliability analysis for possible causes of SPAD events was performed.
