지방자치단체 계약직 공무원 제도의 개선방안 - 인천광역시 계약직 공무원 제도를 중심으로

본 연구는 인천광역시를 사례로 하여 지방자치단체 계약직 공무원 제도의 문제점 및 개선방안을 분석하는 데 목적이 있다. 문제점을 제도적 측면(조직관리 및 근무조건)과 운영적 측면(직무수행 및 행태)으로 구분하여 계약직 공무원은 물론, 비계약직 공무원까지 포함하여 설문조사를 실시하여 비교하였다. 조사 결과, 첫째, 조직관리에서 볼 때, 계약직과 비계약직 공무원 모두 현행 제도가 본래의 기본적 취지에 부합하며 조직의 업무 성과를 달성하는 데 기여하고 있다. 둘째, 근무조건상 가장 심각한 문제점으로 지적된 것은 계약기간 그리고 보수?등급이었다. 법정 채용계약기간을 연장하고 특별한 성과를 낸 경우에는 승진하여 경제적 보상은 물론 정신적 보상에 대한 만족도를 극대화해야 한다. 셋째, 직무수행의 관점에서는 계약직이 전문직으로서의 능력을 발휘하기 보다는 비계약직과 유사한 업무를 수행함으로써 일반직화 되는 경향을 보였다. 따라서 권한 및 업무분장을 명확히 하고, 독립성을 보장하며, 전문분야와 실제 보직 간 괴리를 좁힘으로써 전문성 활용을 지원하는 것이 시급하다. 마지막으로 행태적 관점에서는 두 집단 간 상당한 수준의 인식의 차가 발견되었다. 비계약직은 책임성부족을, 계약직은 단기성과에 대한 집착을 최대의 문제점으로 지적하였다. 이 문제들을 종합적으로 극복할 수 있도록 총 계약기간을 현행 5년에서 10년 정도로 연장하고 자기 책임 하에 완결될 수 있는 사업 단위로 업무를 배정해야 한다. The purpose of this study is to analyze the problems and reform measurements of contingent public employees at the local government, focusing on the case of Incheon. Problems were divided into the systematic aspect(organizational management and working condition) and the operational aspect(performance and behavior), and it compared contingent workers with non-contingent workers through a survey research. The study found the following points. First, the program fitted its original intent and contributed to organizational performance. Second, the most serious problems in working conditions were contract period and pay/class. Third, the specialities of contingent workers could not be utilized fully because they were actually assigned to the tasks similar to that of the non-contingent workers. Finally, from the behavioral perspective, while non-contingent employees pointed out the lack of responsibility most seriously, contingent ones did their tendency to work in short-term perspectives. Therefore, the study proposed to extend the length of the current contract period, and to assign duties in the programatic unit that can be terminated under self-responsibility.

The purpose of the research is to find problematic classes and divisions by comparing behavioral differences in organizational commitment, job satisfaction, job motivation, and job stress. The result of survey research on Namdong-gu Office in Incheon Metropolitan City shows that the administrative and 5th-ranked officials have the strongest sense of well-being. Though mid-low ranked officials do not feel happy generally, the 8th ranked officials of the administrative division still feels happy. For the 8th ranked officials of the construction and transportation division as well as community centers, managers need to take special treatments because they show serious behavioral problems in a variety of areas. In addition, the 8th-ranked officials of the welfare division suffer from stress and heavy job overload, losing the sense of spontaneity and accomplishment.

시설안전 분야와 공공기관에 대한 사회적 관심이 증대되는 최근 상황에서 본 연구는 공공-민간 시설안전분야 조직구성원들의 조직몰입에 대한 영향 요인을 분석하며, 주요 독립변수로서 리더십과 팔로워십에 초점을 맞추었다. 조사 단위는 시설안전 분야의 공공 및 민간 조직구성원들이며, 공단 288명과 민간업체243명 등 총 531명을 대상으로 설문조사를 실시하였다. 본 연구를 통해 얻은 주요 결과는 아래와 같다. 첫째, 전반적으로 공공조직의 분석 모형이 민간조직에 비해 적합성이 높았다. 둘째, 세 가지 몰입도로 나누어 실시한 모든 분석 모형에서 리더십과 팔로워십의 비중이 비슷한 수준으로 중요하게 나타났다. 셋째,공공-민간 조직을 막론하고 거래적 리더십보다 변혁적 리더십의 영향력이 큰 편이었다. 넷째, 사회경제적변수(통제 변수)의 영향력은 민간 조직에서 거의 발견되지 않았다. 이상 연구 결과 조직의 유형, 즉 공공기관이냐 민간 기업이냐에 따라 조직몰입에 영향을 미치는 요인에 다소 차이가 있음을 발견하였다. 무엇보다 리더십과 팔로워십의 영향력이 확인되었고, 이를 통해 향후 효과적 조직관리 방향을 제시할 수 있을 것으로 사료된다.
