In these days there are many troubles - system data error, control malfunctions, cable overheating - in water treatment plant. Specially DAF(Dissolved Air Floation Process) plant has high frequency than previous water treatment process. DAF plant has diverse equipment, nonlinear loads for the precise control. But there is no sufficient overall study about harmonics condition of water treatment plant, just taking a following partial action without a fundamental solution. On designing of power system, designer should have regard to harmonics condition, but there is no guide reflected harmonics condition on DAF plant. This study says what is the result of guideless design about harmonics. With the result of diagnosis and analysis in DAF plant, economical efficiency and safety of plant will be upgraded in the next design.

The understeer characteristics of four wheel steering system(4WS system) in the high speed region has a negative effect upon the yaw velocity, leading to a decrease in the handling ability of vehicle. As a result, even if the side slip angle of vehicle can be kept up a minimum. the driver must compensate the decrease in the yaw velocity by increasing the steering wheel angle ,in order to track the desired vehicle path. In this study, to keep the side slip angle of vehicle at zero and achieve the suitable yaw velocity in vehicle motion, a full active 4WS system(FA 4WS system) with the actively steerable front and rear wheels is presented based on the nonlinear vehicle model and the model following control of yaw velocity. And the analysis results show the fact that, besides the excellent stability of vehicle, the FA 4WS system is able to realize the better handling performance of vehicle than the previous 4WS systems in the high speed region.<br/> <br/>

복지에 대한 행정학의 태도는 시장의 장점을 국정운영에 응용하고 시장의 실패는 정부가 대신하려는 실용 적인 태도로 요약된다 행정학적 관점으로 복지국가의 위기론은 복지모순에 기인하기 때문으로, 복지모순은 ``(both) A (and B)’가 정책목표이지만 ``either A or B``로 되어 어느 한 쪽을 선택할 수밖에 없거나 그 과정이나 결과가 ``neither A nor B’로 되어 정책목표를 기대한 대로 이룩하기가 불가능한 상황으로 정의된다. 이는 운용의 복지모순,내장된 복지모순과 제도적 복지모순으로 유형화되는데,운용의 복지모순 속에는 복지의존, 복지사기(詐欺),복지정책의 중첩과 중복현상,복지급여와 예산의 누수현상, 계층간 소득역전 등으로 세분된다. 이 글은 특정계층에 집중되는 급여로 인해 계층간 소득이 역전되는 현상을 다루었다 실제 우리나라에서 기초수급자와 차상위계층에게 지급되는 급여와 각종서비스를 금액으로 환산하고 서비스 수급 대상자를 장 애인 가구,한 부모 가족,노인부부 가구,일반가구 등 4개 유형으로 분류하여 비교해 보았다. 분석결과를 종합하면 기초생활보장 수급권자가 차상위계층보다 월등하게 많은 급여와 서비스를 제공받고 있는 것으로 나타나고 있다- 또한, 정부지원뿐 만 아니라 가구원의 소득까지 합산하여도 4개 유형 모두에서 기초수급자 가구가 차상위계층보다 실질가구소득이 높은 것으로 분석되었다. 이렇게 볼 때 기초수급자는 자신의 노력으로 차상위계층으로 이동하게 되면 실질소득이 줄어들어 자립·자활의 의지가 없어지게 되어 기초수급자는 계속 증가하게 되고, 이에 따라 정부의 재정지원 규모도 지속적으로 증가할 수밖에 없는 악순환이 계속되는 문제를 야기하고 있다. 이러한 복지모순을 개선하기 위한 정책제언을 네 가지로 제시하여 복지정책에서의 모순은 개선되어야 한다고 주장하였다. Public administration has the perspective on welfare that if market is ill-functioned(so-called market failure), government intervention is needed. From the viewpoint of public administration, welfare state in crisis is due to welfare paradox. Welfare paradox is defined as follow: Though both A (and B) are administrative target in policy making, implementation leads the policy to either A (or B) , or to neither A (nor B). welfare paradox can be classified as three kinds category welfare paradox from managerial viewpoint , built-in-contradictions, welfare paradox from institutional viewpoint. Welfare paradox from managerial viewpoint includes duplication, overlapping, welfare loss, welfare fraud, welfare dependency, income referral etc. This paper deals with income referral in North Kyung-sang Province. The minimum income guarantee leads the lowest class to be a little wealthier than the second lowest class. It means that the government support does not incentivize the lowest class to find work for themselves, because they lose all the benefit from the government if they find work. It causes the government to put more budget in them, which shows the vicious circle of welfare. In order to improve the welfare paradox, this paper suggests that four kinds of policy introduce such as welfare cap.

It is well-known that 4WS system is one of the effective mechanisms for impoving stability and controllability of a vehicle. Since steering characteristic affects greatly on vehicle behavior, the reliability of 4WS system is very important. This study shows the influence of fails of 4WS system on vehicle behavior and the fail-safe counterplan when fail occurs during cornering.<br/>

The ride and handling performances of vehicle have close relation with the driver's safety. In this study, a computer aided testing(CAT) system for measuring and analysing the ride and handling performances of vehicle is developed based on the Windows programming technique. Especially, in order to effectively derive the significant performance parameters from vehicle tests such as J-turn, steady state cornering, lane change, double lane change, slalom and so on, the CAT system has various functions related to real time measurement, time domain analysis, frequency domain analysis, XY domain analysis, steady state analysis, database management and so on.<br/> <br/>
광역원수를 활용한 수열 및 축열시스템 적용 타당성 검토

In this study, we analyzed the current status of cooling facilities and raw water sources, reviewed the feasibility of applying them as cooling water. After the analysis of the underground obstacles, the optimal pipe route is calculated. As a result of comparing the KS standard cooling water quality standard with that of the raw water, it is considered that there is no problem in using the raw water as the cooling water because the cooling water standard is sufficiently satisfied. The raw water shows an average temperature distribution of 20 to 25℃ in summer and an average temperature of 3 to 5℃ in winter. In summer, it is lower than outside temperature and in winter, it maintains favorable temperature condition for cooling and heating. The application of raw water as a cooling water is not a problem, and the raw water application method is shown by season, refrigeration, and operation mode.
