본 논문은 방위력개선사업의 무기체계 획득방법 중 하나인 기술협력생산의 체계공학 적용 방안에 대해 서술하였다. 기술협력생산은 연구개발사업으로 분류되어 규정상 체계공학을 적용한 사업관리를 수행하여야 하며 사업 특성상 국산화로 인한 규격자료 개정이 예정되어 있어 철저한 요구도 관리가 필요하다. 그러나 일반적인 체계개발사업과 그 절차와 내용이 달라 별도의 체계가 필요하나 현재 규정 또는 매뉴얼 등의 자료가 없어 사업관리에 어려움이 있다. 이에 본 논문에서는 기술협력생산의 표준절차와 특성을 정의하고 그 절차에 맞는 체계공학 적용 방안을 제안하였다. 기술협력생산의 대표적인 특징은 사업 착수 후 바로 시험평가를 수행하고 국산화 후 또 다른 시험평가를 수행한다는 점과 연구개발사업임에도 양산물량까지 함께 계약되는 경우가 많아 양산에 대한 사업관리도 필요하다는 점이다. 이러한 특징을 고려할 때 국산화에 대한 기술검토를 강화하고 양산단계 진입 전 기술검토를 강화할 필요가 있다. 본 논문에서 체계요구조건/기능검토, 시험준비상태검토 등 5개의 기술검토회의와 체계규격서, 국산화-하드웨어설계기술서 등 6종의 산출물을 체계공학 적용 방안으로 제시하고 각 활동의 수행 근거를 제시하였다. 기술협력생산에 체계공학을 적용하여 보다 체계적인 사업관리와 요구도관리를 수행할 수 있을 것으로 기대된다. This paper describes how to apply system engineering to technology cooperation production, which is one of the methods used in defense-capability improvement projects. Technical cooperation production is classified as a research and development project, and according to regulations, project management that applies system engineering principles must be implemented. However, a distinct system for cooperative technology production is required because the process and contents are different from a general system development project. This study defines standard procedures and characteristics of cooperative technology production and proposes system-engineering application plans that are suitable for these procedures. Five technical review meetings, such as system requirements/function review meetings, and six types of outputs including system subsystem specifications are presented. The rationale for each activity is also presented. It is expected that more systematic project management and requirement management can be performed by applying system engineering to technology cooperation production.

The use of statististical methodologies is steadily increasing for decades in almost every scientific fields. However, many researchers apply statistical methods improperly, and thus it calls for serious attention from the statistical society. This study aims at following three points. First, the general problem related with the use of statistical methodologies is investigated. Second, a check list is developed for systematic review of statistical aspects of academic research papers. Finally, this check list is tested by being applied to two Korean scientic journals ; The Journal of Educational Research and The Korean Journal of Nutrition.
