        Integrity is an essential element for the success of local governments because an image of local governments depends on public officials`s integrity, Central government have been interested in anti-corruption and integrity long ago and have introduced anti-corruption policy, but there are not enough of long-term strategies in local government level yet. Integrity of government is the key theme in the academic world from 1990`s and anti-corruption policy field occupies an important position in a public office ethics. But there are not enough systematic theories and experimental researches especially applying to local governments, Seoul metropolis have once concerned about integrity of public officials and have conducted a survey of the degree of integrity of officials, But it is necessary that Seoul city establish a long-term strategies of integrity policy for more clean Seoul, A purpose of this study is to come up with an introduction direction and strategy for integrity policy in Seoul Metropolitan City. This study checks theories about an integrity policy and analyzes the present state of integrity level in Seoul. We researched an integrity state in Seoul by analyzing raw datum of Seoul. And We carried out survey targeting Seoul city officials and citizen. For comparing with Seoul and other cities we studied integrity policy cases such as central government agencies, 16 wide provincial government, and foreign cities including Singapore, Hongkong and so on, As a results, this study proposed introduction directions and strategies for integrity policy as below, First, We have to change from negative cognition to positive cognition like as from anti-corruption to integrity. Second, Seoul Metropolitan City have carried forward an anti-corruption plan in the short-term until now, and should more long-term integrity policy, Third, Seoul Metropolitan City make a greater effort to change Seoul citizen. Seoul citizen think government officials have excessive discretionary power and concern about abusable possibility of it, Forth, Seoul Metropolitan City have to self-evaluate periodically performance of integrity policies for more systematic and logical integrity policies. We hope results of this study will help to upgrade a level of integrity policy and integrity in Seoul.

        연구논문 : 남해연안 골프장조성에 따른 해양환경영향평가 개선방안

        We evaluated the status and problems of golf course developments in the southern coast of Korea. It`s adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or dean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

        지방의회 연구경향과 향후 연구의제에 관한 고찰

        지금까지 지방의회 관련 연구의 축적이 우리나라 지방자치 발전에 기여한 바 크다. 이 연구는 직접선거를 통해 지방의회가 재구성되기 직전부터 지금까지 이루어진 지방의회 관련 선행연구를 분석하여 그 추이를 살피고 지방의회 연구의 한계를 지적한 뒤 이를 바탕으로 앞으로 지방의회와 관련하여 연구필요성이 높은 연구의제를 제시한다. 이를 위해 이 연구에서는 지방의회 관련 연구를 방법론적 측면에서 연구범위, 연구수준, 연구방법별로 경향을 살피고 주제별로 지방의회의 내적 구성요소와 외부 환경조건 측면으로 나누어 내용을 분석하였다. 지방의회 연구경향에 대한 이 연구의 결과가 향후 지방의회와 관련된 이론발전에 도움이 될 것으로 기대한다. The purpose of this study is to examine research trends of local councils and suggest some directions and tasks for further study. For this purpose, this study reviewed abundant research resources in the local council and local assemblyman area which were published during 1989-2010. First, precedent studies were reviewed from the side of an object of study, study method, study level, and then they were critically reviewed from the side of the inner element of local council and external environment. With research trends of local council, I`d like to contribute to the advancement of local council study.

      • 서울시의회 위원회제도 개선방안

        In Korea local government is in a state of change as good as central government. In the municipalities local problem are more complicated, networks of interest appear, and voluntary of citizen increases. In the so-called ``local governance`` local governments are more decentralized and citizen oriented inside region, moreover compete with other municipalities outside region. Local councils are elected representatives of the plurality of opinions and interests of the citizens as regards the common concerns and affairs of the municipality. Local councils and local councilors have to change their role and action from government-oriented to governance-oriented. Elected local councils can have local leadership if they show their new ``governance`` role. They need more strategic, steering and initiative action in the local governance. Local council committees play an important part for new governance role of local councils because they are an key institutional structure in the local council. But compared to congressional committees, local council committees are relatively weak and studies on them are few. So there is need to suggest a new role of local councils and a development direction of local council committees. A purpose of this study is to come up with improvement directions for the Committee System in Seoul Metropolitan Council. This study checks theories of committee and analyzes the present state of the Committee System in Seoul Metropolitan Council from a point of view in organization, structure, management, and activities. In conclusion, improvement directions and strategies for them are presented. We researched the Committee System in Seoul Metropolitan Council by analyzing raw date of Seoul Metropolitan Council. And We carried on survey and interview with Seoul Metropolitan councilors for inner opinion. For comparing with Seoul Metropolitan Council and other city councils we studied council committee cases such as National Assembly, 16 wide provincial councils, and 3 foreign city councils including New York City Council, As a results, this study proposed improvement directions and strategies as below. First, as surroundings of Seoul Metropolitan Council has changed, it must change from the Council who monitor and correspond the executives to the Council who lead a local vision and arrange local interests, For carrying on that new role, committees of Seoul Metropolitan Council need the reform. Second, from a organizational and structural point of view, this study suggests two schemes. One is a radical reform scheme, the other is a gradual change scheme. The radical reform scheme proposes 8 committees for the larger committees System. They play a role as leader for vision and arranger for interest. But on the other hand, the gradual change scheme proposes 9 committees likewise the present committees System. Common features of two schemes are making full use of sub-committee, strengthening steering committee, and establishing legislation committee. Third, from a managemental and activity`s point of view, this study suggests three improvement directions. For flexible management, the opening regulation of committee meeting must be easier. And for a active committee, system must be established such as substitutes, strategy meeting, and so on. At the last for opening the process of decision making, committees must be reformed more participative system.

      • 서울시 인재상 및 역량체계 재설계 방안

        Competition between cosmopolitan cities is gradually intensifying. Securing competitiveness of urban government is required for efficient urban development. Enhancing organization competency and cultivating creative human resources are needed as countermeasure for complicated and rapid changing government circumstance. Competency-based human resource management (CBHRM) is an idea that was developed in the private sector and transposed to the public and governmental sector. The individual competencies define as bundles of attributes which included knowledge, skills, attitudes and behavioral traits to perform a job successfully or exemplarily. Seoul Metropolitan Government has implemented competency-based human resource policy on attention about the desirable talent and the competency. However, new competency framework is required at this situation like rapidly changing administration circumstance. It is important to develop and build competency model suited to Seoul Metropolitan Government because compositions of competency framework are various according to an organization`s circumstance and mission. The purpose of this study is redesigning an desirable image of public officials and the competency framework in Seoul Metropolitan Government. We tried to enhance the validity of this study through examining study trends with reviewing former studies related with the desirable talent and the competency framework, This study include reviewing the present desirable talent and competency framework of Seoul Metropolitan Governmen, internal and external case studies and surveying public officials and citizens. As a result of this study, we proposed two kinds of competency frameworks like following. The first method is for strengthening external competency and organizes required competency by the position based on the result of the survey of understanding about the competency after dividing competency of public official in Seoul Metropolitan Government into internal and external competency. This reflects understanding of citizens who affect Seoul Metropolitan Government from the outside and complements former competency frameworks that were composed by only the view of inside the organization. The second method is for strengthening common competency of traditional internal competencies and composes the competency framework that is able to apply to entire Seoul Metropolitan Government under the purpose of separating the competency frameworks that can apply to entire or specific area. We also proposed action indicators about competencies included into the competency frameworks at the first and second methods. We need other processes to analyze for developing action indicators but proposed it as instance based on the representative competency dictionaries at this study because of the limitation of cost and time.

        Human resource is a essential element for the organizational success because a performance of organization depends on organizational member`s competency. Business enterprises have been interested in human resources long ago and have introduced career development programs, but public sectors have been little interested in career management yet. Human Resource Development is the key theme in the academic world from 1970`s and Organizational Career Development field occupies a important position in HRD. But there are not enough systematic theories and experimental researches especially applying to public sectors and local governments. It is necessary that Seoul city is concerned about career development of public officials and map out career enhancing strategies for organizational performance. A purpose of this study is to come up with a introduction direction, design and strategy for Career Development Program in Seoul Metropolitan City. This study checks theories about a career development and analyzes the present state of career management in Seoul. We investigated public application principles of career development program for local governments as Seoul. We researched the career management state in Seoul by analyzing raw datum of Seoul. And We carried on survey and interview with Seoul city officials for their inner desire for career development. For comparing with Seoul and other cities we studied career development program cases such as central government agencies, 16 wide provincial government, and foreign countries including USA, UK, and so on. As a results, this study proposed introduction directions and strategies for career development program as below. First, there is a great difference between organizations in organizational goal, vision, and human resource conception so that career development programs are designed in consideration of organizational characteristics. Seoul Metropolitan City should follow public principles as like equality idea and design for the social weak. Second, Seoul Metropolitan City have ideas and visions for human resource development but have no clear strategy for career development at present. Inter transference between officials is too much frequent and effectiveness of specialty enhancing system become low. Third, Seoul city officials have diverse competencies in according to their positions and a design of career development program have to match up them. We propose a plan to divide positions and duties into 5 fields and to manage careers of officials according to their competencies. Forth, Seoul Metropolitan City have to establish career enhancing strategies and then drive detail projects based on them as like individual career development plans, career mentor system, career counselling center, job posting and so on. We hope results of this study will help to introduce career development programs into Seoul and to upgrade a level of official career management system in Seoul.

        차량 인포테인먼트 시스템의 애니메이션 전환 효과가 만족감에 미치는 영향에 관한 연구

        Objective: The aim of this study is to investigate the effect of animated transitions on satisfaction for In-Vehicle Infotainment Systems (IVIS). Background: With the advent of autonomous vehicle technology, the autonomous driving era is fast approaching. Currently, a number of automobile manufacturing companies are providing screens linked to mobile phones in IVISs through a connected car service, and are spurring the development of a digital cockpit (expansion of the IVIS screen). The user experience with IVISs has become an increasingly important issue in the vehicle industry. However, a suitable graphical user interface (GUI) design or appropriate animated transition for IVIS screens is under development. Method: Forty Participants were asked to experience and evaluate 20 different animated transition effects (transition pattern x easing type x interval time) in 7-point Likert Scale for each condition. The post-interview was placed after the experiment. Results: The result indicated that there is significant difference in satisfaction according to the animated screen transition effect. The analysis showed that Fade pattern and Ease-Out are the best animated transition effects that can manage the delay under 1.0 millisecond and satisfy the users. Post-interview revealed that the interval time should not exceed 450ms. Conclusion: The most satisfactory animated transition effects and the animated transition effects that can manage the delay were derived. Application: The result will provide effective guidelines in the field of animated transition design of IVIS systems.
