        국가균형발전을 위한 지역정책 패러다임의 변화와 방법론

        It is clear that with the current globalization of economic development the emphasis for regional policy has shifted to endogenous development and the general concept of technology transfer, and green growth paradigm. Especially, the concept of ‘ New regionalism’and ‘Green growth’is widely used in discourse and policies to stimulate regional development through upgrading living environment and competitiveness. Traditional regional policy is to solve regional problems and to achieve balanced national development. But, the ultimate purpose of present regional policy is to enhance quality of life, and to promote regional competitiveness. In particular, interest is the growth of regional policy paradigms towards activating innovation, environment, competitiveness, local governance for the establishment of regional networks. We know that regional policies are not static but subject to continuous revision and adjustment in the light of changing circumstances. Today the state of the regions is influenced ultimately by regional and international factor. Therefore, it is important to know how regional policy paradigms adapt and respond to changing circumstances. Recently, the Korean government has tried to assist formation of new regional development approaches give insight into the real nature of newly emerging regional problems, area-wide development, mega-economic region and green growth. Most of all, this paper is intended to catch up with the backgrounds, new trends and to rethink retrospectively the change of concepts of regional policy paradigms, and look more closely at the strategies and methodologies in the process pursuing the regional development in Korea.

        英國도시 및 지역계획의 변천과정과 계획특성에 관한 연구

        The British Town and Regional Planning has developed through many stages of accumulation of planning thinking and institutional reforms since nineteen century. It has rooted in the continuous movements to maintain a healthy environment of town and to develop spatial structure and social balance. The main thinking and purposes of town and country planning are sanitation, amenity and convenience. It has followed by model community movement, garden City movement, new town construction. In addition, nowadays the British town and country planning has pursued regeneration of inner city and information-mode creative cities. And so, It is needed to review the process of The British town and country planning, and its historical background. Therefore, this paper is intended to 1ook more closely at the background and characteristics of planning system in the British town and regional planning, by first the ideas for towns and the development of town and country planning process, and secondly explaining the planning effort for institutional reforms to deal with practical town and regional problems. Most of all, this paper focuses on the new trends and institutional reforms to cope with the spatial and socio-economic problems in town and country planning, that is to say, accumulation of planning thinking, regeneration of inner city, enterprize zone and the shift of planning system. Considering the experiences and achievements of the British town and country planning, It is needed to see carefully the merits, new trends and efforts for to cope with the new global environment.

        지역개발이론의 체계적 접근과 새로운 패러다임의 형성에 관한 연구

        From the beginning of the twentieth centry down to this decade, the theories and methodologies of regional development have changed gradually in accordance with the shift of the developmental environment. Especially, since the end of the 2nd world war, developing countries have pursued national economic development and simultaneously regional development for the purpose of distributing economic activities spatially. This period of 1950-60s was marked by the growth model paradigm which based on the economic rationalism in pursuit of efficiency and quantitative growth. This growth model equates development with a high GNP growth rate generated by capital investments. However, in the process of the economic development developing countries have confronted with many kinds of negative problems such as regional disparity, depression in the rural and peripheral areas, inequality of income and basic services, environmental pollution and so on. Recognizing those problems, since early part of 1970s, the theories and strategies of regional development have directed toward equity-oriented development. Development came to be seen not simply as raising per capital income but more important, of reducing the poverty level and regional disparity, satisfying basic needs. This means that neo-classical paradigm had been already losing credibility in the 1960s. Eventually, Redistribution with growth model has emerged. In the 1980s, a new paradigm raises its head. The flexible production system paradigm initiated from the 1980s as a response to the structural crisis of the 1970s. This paradigm has been directed toward local-based indigenous development, inward investment, promotional information, flexible production system and settlement area, and territorial development. New dimensions of development paradigm has evolved in the 1990s. It is recognized that the growth without environmental conservation is meaningless. Now, environment shoud be preferentially considered in development policies, and development should be carried out within the capacity for sustainable development. However, looking back upon theories and methodologies of regional development, those are lacking in a theoretical framework to explain all of the regional development phenemena systematically. Therefore, it is necessary to established paradigms and to explain those in synthetic framework. Thus, this paper aims at reserching for regional development paradigms and systematizing them. For the purpose, it may begin by explanatory description of theories and methodologies and dividing them into four paradimatic categories. Those categories are ① growth model paradigm, ② redistribution with growth paradigm, ③ flexible system model paradigm and ④ environment model and sustainable development paradigm.

        방콕의 도시문제와 정책방향

        The objectives of this paper are to investigate the urban problems of Bangkok Metropolitan Region (BMR) in Thailand and to suggest the policy implications for Korea's urban management. This paper composed six sections, those are introduction, the evolution of urbanization of BMR, the city characteristics and problems of BMR, the carried policies for improvement of BMR's problems, the directions of urban policy for BMR's future, and finally to suggest urban policy for Korea's capital region. In order to improve more desirable BMR in the future, BMR should be endeavored to following policy directions: culture driven development strategy, environmental sustainable and conservative development strategy, livable city development strategy, distribution of spatial function for knowledge based society, and functional spatial network development strategy. Finally, policy implications for the Korea's capital region are global city concept of BMR, infrastructure for knowledge based society, and using alternatives of the Han River like Chaopraya river.

        Territorial Development Paradigm and Korean Government’s Efforts in the 21st Century

        한국의 국토개발정책은 1960년대 이후 2010년에 이르는 지난 반세기 동안 경제성장과 균형발전의 기조아래 국토관리의 기본정책을 시대적 수요와 패러다임의 변화에 맞춰 추진해 왔다. 과거의 국토균형발전정책이 인구분산정책과 산업재배치전략을 주축으로 한 수도권과 비수도권, 중앙과 지방의 물리적 균형에 초점이 맞춰졌다면, 특히 21세기를 전후한 국토정책은 지역경쟁력 강화를 통한 자립적 지방화, 글로벌에 대응한 혁신과 창의를 지향하는데 중점을 두어왔다. 국가별, 시대별로 차이는 있으나 한 나라의 국토정책은 환경적응적 정책을 모색해 왔다. 국토정책 패러다임은 성장모델, 재분배모델, 환경모델로 발전되어왔으며, 각각 경제정책, 사회정책, 환경정책, 글로벌정책과 연관하여 12개 유형의 정책적 특징을 지적할 수 있다. 참여정부와 MB정부의 정책은 이러한 패러다임과 연관하여 평가 가능하다. 참여정부는 분권과 혁신을 통한 국가균형발전을 도모해 왔으며, 최근 MB정부는 광역경제권과 녹색성장을 기조로 한 국가균형발전과 경쟁력 강화에 주력하고 있다. 이러한 노력의 결과 지역특성화와 지역경쟁력의 강화 등 긍정적 성과를 거두는 한편, 정책적 보완 필요성의 과제가 제기되고 있다. 따라서 이 연구는 국토종합계획 등에서 나타난 정책방향을 토대로 21세기 국토개발정책의 추진하는데 있어 참여정부와 MB정부의 노력과 성과를 평가하여 소개하고, 나아가 한국정부의 국토정책의 새로운 변화노력을 패러다임의 관점에서 고찰하고자 한다.

        중부권의 산업구조분석과 자치단체간 경제협력방안 연구

        As the local autonomy is getting established in Korea, local governments take growing concerns on regional development planning. Until now, central government dominates national and regional physical development. Recently, the metropolitan area-wide development planning system has been introduced to promote a balanced regional growth. The purpose of the metropolitan area-wide development planning is to promote regional economy through creating agglomeration economies, but no serious effort has been made for that. In this study, Jungbu metropolitan area means as metropolitan area-wide which covers Daejeon metropolitan city and Chungchong province. It seems that Jungbu metropolitan area-wide development planning is inevitable in order to follow up the new economic trend of globalization. This study aims to analyze the industrial structure, and suggest policy alternatives for economic cooperation between local governments based on Jungbu metropolitan area in Korea.
