본 연구는 미국의 복지국가의 역사적 발전과정을 분석하여 한국에 대한 함의를 도출하는 것을 목적으로 한다. 신자유주의 시대의 미국은 규모가 크지만 사적이며 잔여적이고 시장중심의 작은 복지국가라고 알려져 있다. 구체적으로 미국의 복지국가 변천과정을 태동, 형성과 발전, 재편과 개혁, 갈림길의 역사적 시기별로 분석한다. 분석결과, 미국 복지국가의 형성과 발전은 단면적이라기보다는 이중성, 양면성을 포함하였다. 미국은 간접적이며 소극적이고, 잔여주의적인 복지의 역사적 주변화 과정을 보였으며 분배, 권리, 국가책임, 주체와 연대 형성, 이민자의 문제 등이 잠재되어 있었다. 역사적 시기별로 확대와 축소가 반복되면서 개인의 자유와 책임을 중요시하는 개인주의와 자유주의적 전통은 보편적인 사회보장과 역사적 긴장관계를 형성하였다. 분석 결과를 토대로, 한국에 함의로써 복지국가를 위한 지속가능한 역사적 과제를 제안한다. The purpose of this study is to analyze the historical development of welfare states in the United States and to find implications for Korea. It is widely known that the development of welfare states in the United States is big size, private, residual, market-oriented, and small welfare policy in neoliberal globalization era. For the specific chronological method, the historical stages include the beginning, formation and development, reorganization and reform, and crossroads. The analysis results showed that the U.S. is an insecure and residual welfare state based on liberalism and individualism. The formation and development of the U.S. welfare state included duality and ambivalence rather than cross-sectional. The main process involves historical circumscription, passive social policy, and personal freedom and responsibility rather than social protection within as historical periods expand and decrease. Based on the results, this study proposes a sustainable task for welfare state in Korea.

최근 지역복지 공동체를 위한 복지마을 만들기가 확대되고 있다. 본 연구는 마을만들기의 이론과 동향을 고찰하고 현장 경험을 토대로 복지마을 만들기의 의미와 방향을 탐색하고자 하였다. 연구방법으로 질적사례연구를 적용하여 마을만들기 관련 실무자 8명을 면접한 결과를 분석하였다. 분석결과 지역에서 복지마을 만들기는 주민의 생활과 삶의 변화 속에서 출발하여 마을의 주체형성과 조직화 과정에서 본격화되었다. 복지이슈에 대해 접근하고 다양한 모델이 형성되면서 복지마을 만들기의 의미가 주민의 주체적인 활동, 복지문제를 자기 생활과 연결하고 조직화, 주민모임과 관계형성을 통한 지역복지 추진 등이라는 것을 발견하였다. 본 연구결과를 토대로 복지마을 만들기를 위한 사람만들기, 주민참여 및 조직화를 통한 공동체 형성의 방향 설정, 다양한 지역복지실천모델로서의 복지마을, 주민친화적 마을만들기의 경험과 학습과 같은 함의를 제안하였다. The MAEUL as community transformation is the activity on quality of life and reproduction of society for resident in community. Grounded on reviewing of the previous research and theory, the purpose of this study is an exploration on MAEUL as community building for social welfare in community. For research methodology, this study uses case from Seoul Community Support Centre which was participated in activity of community building with qualitative case study. The result shows that the MAEUL includes not only the change of life for resident but also organization and formation of the subject in community. The meaning of on MAEUL involves the discovery on approach of issue for welfare, formation of diverse model, organization for solving on social problem, residents meetings due to community welfare. In final implication, the result of this study is offered as base line idea for extending theoretical and practical discussion about building community on participation and organization for community, diverse practice as community welfare, and learning and experience of formation in MAEUL.

COVID-19 신사회적 재난의 시대에 지역사회에서 사회적 경제조직의 사회의 질과 대응전략

본 연구의 목적은 COVID-19 시대에 지역사회에서 ICT, 문화, 교육, 돌봄, 장애인 직업재활, 심리치료서비스의 컨텐츠 등과 관련된 사회적 경제조직의 상황을 살펴보고 사회의 질의 형성과 수준을 분석하여 신사회적 재난에 대한 대응방안을 도출하고자 하는데 있다. 연구방법으로 빅데이터분석을 통해 사회적 경제 전반의 변화되는 실정을 분석하고 질적 사례연구를 통해서 4명의 사회적 경제조직 관계자를 면접하였다. 분석결과, 빅데이터 분석에서 사회적 경제가 지역에서 어려운 상황 속에 있으며 부정적 및 긍정적 이미지가 형성되고 있는 것으로 나타났다. 사례연구에서는 사회의 질의 변형과 탄력적인 적응을 발견하였다. 이를 바탕으로 연구의 함의로서 재난의 시대에 맞는 사회의질 형성, 사회적 질 관리와 연대를 통한 혁신적인 사업 전환, 사회의 질 차원에서 사회적 경제조직의 지원을 위한 정책의 창의적 제도화, 코로나 사각지대를 위한 사회의 질 관점의 대응을 제언하였다. The purpose of this study is to investigate the situation of social economic organizations related to ICT, culture, education, care, vocational rehabilitation for the disabled, and contents of psychotherapy services in local communities during COVID-19 and analyze the quality and level of society to derive countermeasures against the new social disaster. Through big data analysis, four social economic organization officials were interviewed through the qualitative case study after analyzing the changes in the social economy. According to the analysis, big data shows that the social economy is in a difficult situation in the region and negative and positive images are being formed. Furthermore, case studies have found changes in the social quality and flexibility of society. As a implication of the study, it suggested the formation of the quality of society suitable for the era of disaster, the transformation of innovative business through social quality management and solidarity, the creative institutionalization of policies for supporting social economic organizations at the quality level of society, and the response of the quality perspective of society for corona blind spots.
