국가연구개발사업 평가결과가 예산결정에 미치는 영향 분석

국가연구개발사업 성과평가제도는 성과와 예산의 유기적인 연계를 강화하고 있다. 본 연구는 국가연구개발사업에 관한 국회의 확정예산을 대상으로 상위평가결과에 영향을 미치는 선행요인을 예산규모, 사업수행기간, 사업의 지속성, 자체평가결과로 분류하고 이들 요인과 상위평가결과와 예산증감율의 관계를 분석하였다. 분석 결과, 예산규모, 사업수행기간, 자체평가 결과는 상위평가결과에 영향을 주는 것으로 나타났다. 또한, 자체평가결과가 예산의 증감에 영향을 주는 상위평가 결과에 가장 큰 영향을 주었다. 본 연구의 결과는 국가연구개발성과평가제도가 국가연구개발예산의 관계를 실증분석을 통해 제시했다는 측면에서 의의를 가진다. Korea has enacted the Performance Evaluation law on the R&D Programs since 2006. This study categorizes program size, program history, sustainability, self-evaluation result as antecedents, and analyze the relationship between the antecedents and Meta-evaluation result, the change rate of appropriations. The result shows that program size, program history, self-evaluation result have significant effect to the Meta-evaluation result. And Meta-evaluation result has significant effect to the change rate of appropriations. This study has implication that the performance evaluation system shows significant effect to the appropriations.

지식관리시스템 사용의 개인적 영향요인과 성과에 관한 연구

Under the rapid business environment change, organizations have established KMS for sharing knowledge of the organizations in order to strengthen their competitive advantage. But, it is reported that there is a big loss of 31 billion dollars every year in the process of adopting and operating the system. This study is to examine individual factor including on individual personality traits, reward perception, subject norm and perception of usefulness, ease of use and system usage, individual performance on Knowledge reuse sides of KMS. Through a survey of 111 KMS users, conscientiousness, agreeableness and subject norm affect positive influence, extroversion affects negative influence on perception of Usefulness. Unlike earlier studies, reward had not affects on system usage. In addition, Usefulness and Ease of Use affect usefulness, system usage affects individual performance.

텍스트 마이닝 분석을 활용한 정부 R&D 전략과 투자에 관한 연구

’19년 정부의 연구개발 예산이 20조원 규모로 확대되면서 성과 창출에 대한 기대가 커지고 있다. 다양한 사회적 요구를 보다 적극적으로 수용하고 국가 현안에 대한 해답을 제시하기 위해서 정부 연구개발 예산의 전략적 편성이 더욱 중요해지고 있다. 본 연구에서는 정부의 연구개발 예산 편성 관련 전략이 실제 투자로 이어지는 과정에서 격차가 발생하는 분야를 도출한다. 먼저 연구 배경과 목적에 대해서 설명하고, 2장에서는 정부 연구개발 예산 편성 체계와 텍스트 마이닝에 대해서 기존 문헌자료의 검토를 통해 연구모형을 설정한다. 3장에서는 토픽 모델링을 적용하여 전략보고서 내 주제범주를 도출하고 그에 따른 투자현황을 산출한다. 전략 내 주제범주의 출현확률과 투자현황을 연도별로 분석하여 추이를 비교하고, 격차를 분석한다. 마지막으로 분석결과를 해석하고 시사점을 도출한다. Expectation for performance are growing with the government’s R&D budget expanded to 20 trillion won in 2019. In this situation, the strategic allocation of government R&D budget is becoming more important in order to accept various social demands more directly and to provide solution to national issues. In this study, suggest the areas where the gap arises in the process of the government"s R&D budgeting related strategy leading to investment. In Section 2, the research model is set up by reviewing the precedent research on the government budgeting system and text mining. In Chapter 3, topic modeling is applied to suggest topics in the strategic report and to calculate the investment status accordingly. And then analyze the probability of occurrence of the topic in the strategy and the investment status by year, compare the trends, and analyze the gap. In conclusion, interpret the results of the analysis and draw implications.
