우리나라의 댐의 저수에 대한 물 값 분쟁은 댐사용권 및 댐 저수의 사용료 제도와 같은 독특한 법 체계에 근거하고 있다고 할 수 있다. 댐사용권이란 다목적댐에 의한 일정량의 저수를 일정한 지역에 확보하고 이를 특정용도에 사용할 수 있는 권리를 말 한다. 그리고 댐사용권자나 댐사용권설정예정자는 해당 댐의 저수를 사용하는 자로부터 사용료를 받을 수 있다. 이와 관련하여 다목적댐에서 방류된 물이 댐의 저수에 해당하는지, 또 실제 댐사용권 설정의 기준이 되는 댐의 저수의 범위에 대해 견해가 대립되고 있다. 이는 다목적댐 하류에서 사용하는 어떤 특정한 물이 자연상태에 존재하는 수자원과 댐건설에 따라 사용가능하게 된 수자원 중 어디에 귀속되는 것으로 볼 것인지 설정이 용이하지 않기 때문이다. 생각건대 댐에서 방류되어 댐 하류의 하천에 흐르는 상태에 있는 물도 댐의 저수에 해당하고, 댐사용권자는 하류의 수요자와 댐물 사용계약을 체결하여 댐의 저수를 하천을 통해 공급할 수 있다고 해석하는 것이 댐사용권의 취지에 맞고 합리적이다. 그러나 댐사용권자가 배타적 사용권에 기하여 사용료를 받을 수 있는 ``댐의 저수``는 기준갈수량을 포함하지 않는다고 보는 것이 타당하다. 즉 댐의 저수에 포함되어 있는 기준갈수량에 해당되는 물은 사용료를 받을 수 있는 대상으로 해석할 수 없다. 이와 같이 댐의 저수는 ``댐의 건설로 인하여 비로소 증가된 용수``를 말하는 것이다. 그리고 기준갈수량에 해당하는 물 또는 댐을 건설하지 아니하더라도 존재하는 하천의 유수는 그것이 위치상 비록 댐 안에 머물거나 댐에서 방류된 것이라 할지라도 댐의 저수에서 제외된다. Current controversy on the charges of dam water is mainly due to the unique legal systems of the dam usage rights and the charges of the dam water. The term "dam usage rights" means the right to use a certain guantiry of water from a multipurpose dam for specific purposes by securing it in a certain area. Dam usage rights holders who contributed the construction costs of multipurpose dam shall collect the charges from the dam water users. There have been a dispute on downstream water discharged from multipurpose dam. Because it is not easy to distinguish the dam water from natural water flow in the steam. We can distinguish the natural water flow from the dam water by using water budget method and the standard droughty flow is a reference point. Consequently, it is reasonable that downstream water discharged from multipurpose dam incloudes the dam water. The dam usage rights holders have the right to make signing a contract with users of downsteam water. Thus it enables to perform the purpose of dam usage rights. On the other hand, The dam water does not include standard droughty flow. Thus the dam water refers to the water increased by the construction of multipurpse dam.
IV 천이금속 탄화물과 bcc Fe간 계면 에너지의 제일원리 연구

This paper describes an ab Initio study on interface energies, misfit strain energies, and electron structures at coherent interfaces Fe(bcc structure)/MCs(NaCl structure M=Ti, Zr, Hf). The interface energies at relaxed interfaces Fe/TiC, Fe/ZrC and Fe/HfC were 0.263, 0.153 and $0.271 J/m^2$, respectively. It was understood that the dependence of interface energy on the type of carbide was closely related to changes of the binding energies between Fe, M and C atoms before and after formation of the interfaces Fe/MCs with the help of the DLP/NNBB (Discrete Lattice Plane/ Nearest Neighbour Broken Bond) model and data of the electron structures. The misfit strain energies in Fe/TiC, Fe/ZrC and Fe/HfC systems were 0.390, 1.692 and 1.408 eV per 16 atoms(Fe: 8 atoms and MC; 8 atoms). More misfit energy was generated as difference of lattice parameters between the bulk Fe and the bulk MCs increased.

The coherent interface energies and misfit strain energies of Fe/XN (X=Ti, Zr, Hf) systems were calculated by first principles method. The interface energies in Fe/TiN, Fe/ZrN and Fe/HfN systems were 0.343, 0.114, and 0.030 $J/m^2$, respectively. Influence of bond energy was estimated using the discrete lattice plane/nearest neighbor broken bond(DLP/NNBB) model. It was found that the dependence of interface energy on the type of nitride was closely related to changes of the bond energies between Fe, X and N atoms before and after formation of the Fe/XN interfaces. The misfit strain energies in Fe/TiN, Fe/ZrN, and Fe/HfN systems were 0.239, 1.229, and 0.955 eV per 16 atoms(Fe; 8 atoms and XN; 8 atoms). More misfit strain energy was generated as the difference of lattice parameters between the bulk Fe and the bulk XNs increased.

Objectives : In this study we investigated BDI(Beck Depression Inventory) improvement of poststroke depression Patients who took the acupuncture with aromatherapy, in order to examine its capacity as a new treatment and to establish a primary data for further studies of developments of diverse Practical acupunctures. Methods : Physicians applied the acupuncture with aromatherapy every day for two weeks. We had evaluated baseline characteristics and BDI of all Patients, and revaluated BDI and examined the side effects two weeks later. The qualified Patients were classified into two groups, depression group (more than 10 points and 10 in BDI) and non-depression group (less than 10 points in BDI) according to the baseline BDI. Results : The study was completed with 27stroke patients. The acupuncture with aroma therapy was applied in 18 post-stroke depression patients and 9 non-depression patients for 2 weeks. And the result showed that the BDI scores in the depression group decreased to $16.5{\pm}11.1$ after the treatment (compared to $24.4{\pm}11.5$ before the treatment). so proved the significant effect on post-stroke depression of the acupuncture. On the other hand. the scores in the non-depression group increased to $9.2{\pm}9.5$ (compared to $3.3{\pm}3.0$). Conclusions : The acupuncture with aromatherapy applied on post-stroke depression patients showed the effect of BDI improvement. Further researches are needed to evaluate the distinct functional mechanism of acupuncture with aromatherapy, and to estimate its effectiveness by well-designed randomized controlled trial.
