      • Development of a Mobile Application, "Wild Flowers of Bukhansan National Park (version 1.0)", for Identification of Plants in Bukhansan National Park

        We developed the educational purpose mobile application, named "Wild Flowers of Bukhansan National Park (version 1.0)", aiming for easy identification of wild flowers for students and visitors in the park. When visitors find a flower or part of plant in the park, visitors can search for its name utilizing the pictures and characters provided in their own smartphone mobile devices or tablet PCs. The application provides pictures of wild flowers in the park and character-based searching system based on 12 diagnostic features (e.g., growth form, leaf arrangement, flower symmetry, petal color, petal number, sepal number, etc). We adopted the complete floristic survey of Chung and Lee (1962) and added species that we confirmed their distribution in the park during the development of this application. In summary, number of vascular plants in this park was estimated to be 428 taxa including 100 families, 280 genera, 327 species, 1 subspecies, 50 varieties, and 5 formas. We provided a total of 588 pictures representing 358 taxa and each taxon includes multiple pictures in many cases. Included identification quizzes can be an efficient educational tool as well as fun activity for students and visitors who are learning plant species in Korea. Our next step will include GPS function in the application for indicating visitor's location and for providing previously reported sites of the species that we interested in the map of the park. The future application which includes GPS function will be a valuable tool for the monitoring of rare plants, plant researches related to the climate changes, etc. We currently provide Korean iPhone version only, and English version and both of android versions will be serviced soon.

        수학자 이상설이 소개한 근대자연과학: <식물학(植物學)>

        본 원고는 2004년 과학사학자 박성래 교수가 독립 운동가이자 한국 근대 수학교육의 아버지로 부르기 시작한 보재 이상설(李相卨, 1870-1917)이 자연과학에 기여한 내용을 다루고 있다. 한국수학사학회지 2009년 11월 호에 자세히 소개된 〈數理〉를 쓴 시기를 전후하여, 같은 시기에 이상설이 붓으로 쓴 것으로 여겨지는 〈植物學>(이상설, 1899)은 총 4면의 초록 필사본이며, 그 대본(臺本)은 〈植物學啓蒙〉 (Edkins, 1886)으로 영국의 Joseph Edkins(艾約瑟, 1823-1905)가 번역하여 1886년에 간행한 〈西學啓蒙〉 16종 가운데 하나이다. 이상설의 〈植物學>은 이 〈植物學啓蒙〉을 읽으면서 그 책의 내용 중 당시의 조 선 학자가 모르고 있던 새로운 내용을 중심으로 메모를 한 것으로 여겨진다. 본 연구에서는 전통산학과 근대서양수학을 연결하는 〈數理〉를 저술했으며. 우리나라의 정규 교과과정에 수학과 과학을 필수과목으로 지정하고, 첫 번째 수학교과서 〈산術新書〉를 발간함으로 당대 최고의 수학자로 평가된 이상설이 쓴 〈植物學〉을 발굴하여 그 내용과 의미를 최초로 분석한다, 이를 통하여 당시 조선의 서양 과학, 특히 식물학에 대한 이해 수준을 분석하고 〈植物學〉의 원전인 〈植物學啓蒙〉 과 <西學啓蒙〉의 저자에 대하여 알아본다. 이는 당시 수학교육자가 자연과학분야에 행한 교육적 기여를 이해 하는데 필수적인 연구이다. This paper deals with contents that Sang-Seol Lee contributed to the natural science in the 19th century Korea. Prof. Sung-Rae Park, the science historian, called Sang-Seol Lee Father of the Modern Mathematics education of Korea. Sang-Seol Lee wrote a manuscript Botany with a brush in late 19th century. Botany was transcribed from Science Primers: Botany (written by J. D. Hooker), which is translated into Chinese by Joseph Edkins in 1886. The existence of Sang-Seol Lee`s book Botany was not known to Korean scientists before. In this paper, we study the contents of Botany and its original text. Also we analyze people`s level of understanding Western sciences, especially botany at that time. In addition, we study authors of 16 Primers for Western Knowledge. We study the contribution of mathematician Sang-Seol Lee to science education in the 19th century Korea.

        In this paper, we propose a program to identify 14 parking status in a parking lot using a high resolution 360° camera of 12M. The proposed program consists of three steps: Match with plane image, parking area detection algorithm, and discrimination of parking using learning method. Tests on a model car to evaluate the program to identify 14 parking status in a parking lot using a high-resolution 360° camera of 12M showed 100% accuracy for both parking and double parking. Therefore, the effectiveness of a program to identify 14 parking status in a parking lot using a high-resolution 360° camera of 12M proposed in this paper has been proved.

        A Study on Introduction to Private Investigation System and Direction Through Predicting Demand

        In Korea, private investigation business had been called as Heungsineop but it changed to messenger center from 1970s. Foreign private investigation agencies have started to run business as crisis management agency, consulting agency after Korea joined OECD in 1996. foreign private investigation agencies are still growing illegally by using similar names to private investigation business and today, these are covered doing illegal acting like shadowing, phone-tapping, even contract through media sources. Today, according to statistical data by the National Police Agency late 2012, messenger agencies are around 1574 in domestic and 939 of those are in the metropolitan area. Illegal types are uncovered as investigating personal life 27(68%), personal information offering 7(18%), location tracing 5(12%), illegal claim collection 1(2%) plus, clients for these company are uncovered as housewife 196(34%), company employee 152(27%), independent businessman 78(14%), profession 35(6%). Correctly present situation and dispersion of domestic private investigation businesses like security company because private investigation system has not been enacted in domestic, until now. Thus, this study try to analyze demand of private investigation for a proposal in legislation process which is pending in 19th assembly like Yun Jae-Ok's 「All Amendments Private Security Act」 and Song Young-Geun's 「Private Invstigation Act」 so we expect to that private investigation system is introduced to Korea as soon as possible.

        수학자 보재 이상설(李相卨)의 근대자연과학 수용 -『백승호초(百勝胡艸)』를 중심으로-

        본 논문은 한국 근대수학교육의 아버지 이상설(李相卨, 1870-1917)이 자연과학―물리학―에 기여한 내용을 다루고있다. 이상설은 ?수리(數理)?를 쓴 시기를 전후하여, 같은 시기에 붓으로 총 8면에 걸쳐 『백승호초(百勝胡艸)』라는이름의 고전물리학 원고를 써서 남겼다. 분석결과 이 책의 원전은 1879년에 동경제대 의학부 교재로 발간된 『물리학(物理學)』이다. 이상설은 『백승호초』에서 먼저 개념을 정의하고, 일상에서 나타난 대표적 현상을 선록하여 한문으로번역하였고, 『물리학』의 전체 분량에서도 특히 ‘통유성(通有性)’에 중점을 두고 설명하였다. 동양에서 서양의 수리과학이 들어와야만 말할 수 있는 ‘질량보존의 법칙’, ‘타성(惰性, 관성)’과 같은 고전물리학의 중요개념을 포함하는 내용이 19세기 말에 이미 이 책에 소개된 것으로 보아 이상설은 당대의 다른 저술에서 보기 힘들 정도로 당시 일반물리학의 최고수준의 원서를 통해 최신 정보를 수용하고 전파하기 위하여 노력하였음을 볼 수 있다. Sang-Seol Lee(1870-1917) wrote a manuscript BaekSeungHoCho(百勝胡艸) in the late 19th century. BaekSeungHo-Cho was transcribed in classical Chinese from the 1879 Japanese book Physics(物理學) by Teizo Ihimori (1851-1916). Sang-Seol Lee, a famous independence activist, is also called Father of the Modern Mathematics Education of Korea,because of his early contribution to the modern mathematics education in the 19th century. In this paper, we introduce contents of his manuscript BaekSeungHoCho for the first time and discuss the significance of this book. Also, we show his constribution on the introduction to modern physics in the late 19th century Korea.

      • Interaction of <i>Veratrum nigrum</i> with <i>Panax ginseng</i> against Obesity: A Sang-ban Relationship

        <P>Obesity has become a major health threat in developed countries. However, current medications for obesity are limited because of their adverse effects. Interest in natural products for the treatment of obesity is thus rapidly growing. Korean Medicine (KM) is characterized by the wide use of herbal formulas. However, the combination rule of herbal formulas in KM lacks experimental evidence. According to <I>Shennong's Classic of Materia Medica</I>, the earliest book of herbal medicine, <I>Veratrum nigrum</I> (VN) has antagonistic features against <I>Panax ginseng</I> (PG), and the PG-VN pair is strictly forbidden. In this study, we have shown the effects of PG, VN, and their combination on obesity in high-fat (HF) diet-induced obese mice and in 3T3-L1 cells. PG, VN, and PG-VN combination significantly reduced weight gain and the fat pad weight in HF diet-induced obese mice. They also significantly decreased lipid accumulation and the expressions of two major adipogenesis factors, PPAR<I><I>γ</I></I> and C/EBP<I><I>α</I></I>, in 3T3-L1 cells. In addition, the PG-VN combination had synergistic effects compared with the mixture of extracts of PG and VN on inhibition of PPAR<I><I>γ</I></I> and C/EBP<I><I>α</I></I> expressions at lower doses. These results indicate a new potential anti-obese pharmacotherapy and also provide scientific evidence supporting the usage of herbal combinations instead of mixtures in KM.</P>

        Consideration of Diluents Selection and Input Amounts of the Hunter Process for Tantalum Production

        Tantalum (Ta) is a heavy refractory metal with an atomic weight of 180.95 g/mol, a density of 16.6 g/cm3, and a high meltingpoint of 3017 °C. With its refractory characteristics, it shows excellent chemical and physical stability as well as corrosionand heat resistance at elevated temperatures. The demand for Ta metal and related compounds is increasing with the expansionof the electronics and chemical industries. The Hunter process was proven to be effective in producing Ta powder in1953. Hunter proposed a method in which potassium heptafluorotantalate (K2TaF7) was reduced by sodium (Na). Thus far,this process has been the primary commercial method to produce Ta powder. In this study, quantitative differences wereanalyzed for diluent selection. Additionally, consideration was given to changes in the caloric value depending on the inputamount of diluents. Finally, the optimum material input and the properties of the prepared Ta were analyzed. Stoichiometricratios of K2TaF7(1 mol), NaCl (6.2–6.7 mol), Na (5–7 mol) were weighed, to perform a metallothermic reduction reaction. After the reaction, the tantalum powder was recovered and the flush process was carried out. After that, it was dried in avacuum atmosphere. Physical properties such as oxygen concentration, PSA, ICP-OES, and XRD of powder were conductedto evaluate the characteristics of Ta powder that was finally manufactured.

      • 지방정부의 목표관리와 예산관리의 연계를 위한 모형 연구 - 부산광역시를 중심으로 -

        There are two recent trends in improving performance of local government: The one is result-oriented budget system developed in European countries; the other is Management By Objectives (MBO) carried out in the United States. Japanese local governments, in which changes in budget system occur relatively slow, attempt to introduce performance-oriented administrative evaluation system while in Korea, Seoul local government makes a move to improve MBO by including performance-based budget system. Busan Metropolitan City has drawn up partially performance-based budgets(PB) in four areas (Financial Management Division, Environment Bureau, Busan Cultural Center and the Special Accounts for Transportation Project) since 2003, but budget system in general remains the same because, the performance proposals in budgets were merely linked with general directors and managers' objectives under MBO. The purpose of this study is to examine expected problems in introducing objective- budget connection system and to find alternatives and implications by analyzing the cases of three cities: Seoul of Korea, Suginami-Gu of Tokyo, Japan, City of Phoenix, U.S.A. Results showed that Suginami-Gu's administrative evaluation system was less effective than that of Phoenix mixing with PB and MBO. That of Seoul having a similar model to Phoenix budget system was turned out to be less effective. This means experience and technique of evaluation are more important in the efficiency of evaluation model rather than structural factors of evaluation model itself. Based on these results, we proposed basic directions of an objective-budget connection system to improve the efficiency of the system and institutional and technical alternatives as follows: First of all, when Korean local governments look for a new objective-budget connection system, Seoul's performance-management model will be a major alternative. Suginami-Gu's administrative evaluation system can be easily applicable, but it is not yet linked with personal compensation and promotion so that it may be passive in developing an evaluation index and its techniques. There for the operational experience and model of Phoenix having a similar model to Seoul's would be helpful. When we introduce a performance-management system of Seoul, we may have to consider the following institutional and technical alternatives in order to increase its efficiency: ① It is required to renovate the structure of Seoul's performance-based budgetary system. The case of Phoenix would be an alternative. ② To develop a performance index corresponding to the characteristics of Busan, it is needed to keep close bondage between evaluation-in-charge department and project departments, and to obtain external institutions' support and NGO's involvement. In this process, an organization's mission should be identified. In the setting up managers' personal goals require a concrete and diverse index like Phoenix's. ③ For performance evaluation as a core function of object-budget connection system, it is required to reinforce evaluation-in-charge department, to establish an adequate evaluation procedure and to carry out systematic training for supervisors' evaluation skill improvement and active participation of staff members. ④ To promote the efficiency of connection model, the inducement measure should be strengthened and its application should be expanded gradually. In Busan's case, bonus is offered as a means of the inducement. As the inducement effect of bonus is not high, the standard for bonus distribution should be varied to enhance the inducement effect. Structural renovation of budget system in the proposed alternatives requires central government's changes in the guide on the compilation of budget, but it can be done on the local government level. Reorganization of the evaluation agency and financial inducement structure can be achieved through local government's individual revision of ordinances and regulations. Thus, institutional restriction is unlikely to occur in the process of introducing a new objective-budget system. Those alternatives are considered as basic contents when Busan Metropolitan City introduces a new system mixing MBO with PB. But supplementary case studies on each country's budgetary structure and related financial system will be desirable. To realize these alternatives, it is required to overcome resistance from members of an organization and to secure political force to settle down the new system. It is desirable for a mayor of local government to have his/her confidence to pursue administrative reform and to obtain supports from community's council and opinions at the same time.         양주 노고산(老姑山) 독재동(篤才洞)의 장소성과 역사문화경관 해석

        본 연구는 경기도 양주시 장흥면 삼하리 독재동 바위글씨와 노고산의 장소성에 주목하여, 이곳의 경관 및 장소특질을 고찰하고 바위글씨에 담긴 경관의미를 추론함으로써 노고산과 독재동 계곡의 역사문화경관적 함의를 밝히고자 한 것으로 연구 결과는 다음과 같다. 삼각산은 조선왕조 6백년 도읍지의 주산(主山)이며 오악(五嶽)을 이루는 중앙의 성산(聖山)으로, 노고산은 삼봉산(三峰山)즉 삼각산의 우람한 세봉우리를 향배하는 의미공간으로서 그 장소성이 획득된다. 더불어 노고산은 조선의 정기를 상징하는 삼각산을 가장 완벽하게 조망할 수 있는 ‘망삼각산(望三角山)’의 절대 시점장이다. 독재동 계곡에 산포(散布)된 다수의 바위글씨는 미수 허목의『고양산수기』의 내용을 현현(顯現)하기 위한 행위이자 경물로 재생산된 산물이다. 그리고 추사 필적의 몽재(夢齋)는 중의적(衆意的) 표현이 읽혀지는 바위글씨로, 먼저 글자 그대로의 뜻인 ‘꿈꾸는 집’ 이지만 내면적 의미는 “한낮 몽상(夢想)도 바탕을 깊이 헤아려 보면 정당성이 확보된다.”는 의미로 ‘몽재거사’로 알려진 성재(性齋) 허전(許傳)의 『몽재집(夢齋集)』서(序)의 내용으로 보아 성재의 독재동 거주와 관련된 징표로 추정된다. 또한 몽재라 쓴 바위 하단의 갑자(甲子)·경오(庚午)·무술(戊戌)·갑인(甲寅) 등의 간지(干支)는 추사와의 교유관계가 있는 1804년 5월생 유생(儒生)의 사주팔자로 판단된다. 노고산과 독재동 계곡은 삼각산을 조망하는 장소일 뿐 아니라 송월재·성재 등 미수의 학통을 계승한 기호지역의 남인학자의 공통된 장구지소로써의 응집력을 보여준다. 또한 이곳에 각자(刻字)된 추사체와 미수체(전서체) 바위글씨는 우리나라 서예사의 큰 흐름을 함축적으로 보여준다는 측면에서도 매우 의미 깊은 역사문화경관이다. This study was focused on the placeness of Nogosan Dokjae-dong and rock inscription located in Jangheung-myeon, Yangju-si, Gyeonggi-do. The purpose was to reveal the implication of Nogosan and Dokjae-dong Valley in terms of Historic cultural landscape by considering the characteristics of the place and its landscape, and inferring the significance of the letters engraved on the rock. The result is as follows.10)Samgaksan is one of the five famous mountains in Korea. It is the sacred mountain that stands behind the capital city of the Joseon Dynasty that lasted for 600 years. On the other hand, the placeness of Nogosan is significant since it was the place where people used to bow low to the three great summits of Samgaksan. Furthermore, Nogosan was the perfect place to view Samgaksan that represented the Joseon spirit.Many letters were engraved on the rocks around Dokjae-dong Valley by Misu(眉수) Heo Mok(許穆) as part of his memories to describe his experience in the mountain and became a scenery. Chusa(秋史) Kim Jung-Hee(金正喜) also engraved letters of ``Mongjae`` on the rock that contains a double meaning. Literally, it means ‘a dreaming house’ However, it also implies that even just a daydream is significant in a way. These letters are presumed to be the signs that are related to Sung-Jae(性齋) Heo Jeon(許傳)’s experience in Dokjae-dong since the letters were part of his famous book title. Below these two letters, Chusa also engraved letters that describe the sexagenary cycle including the year of the rat, horse, dog, and tiger. They are regarded as the letters that describe the fate of Chusa’s friend, a scholar born in May 1804. Nogosan and Dongjae-dong Valley are very significant in terms of historic cultural landscape as a viewpoint to see Samgaksan; and a place that cherishes the traces of Misu and shows common values and cohesiveness of well-known scholars of the Joseon Dynasty including Song Wol-Jae(松月齋) and Sung-Jae as a of Gihonamin(畿湖南人). The engraved letters of Chusa and Misu also implicitly demonstrates the major trends of Korea’s calligraphy history.

        DJ-1 deficiency impairs synaptic vesicle endocytosis and reavailability at nerve terminals

        <P>Mutations in DJ-1 (PARK7) are a known cause of early-onset autosomal recessive Parkinson's disease (PD). Accumulating evidence indicates that abnormalities of synaptic vesicle trafficking underlie the pathophysiological mechanism of PD. In the present study, we explored whether DJ-1 is involved in CNS synaptic function. DJ-1 deficiency impaired synaptic vesicle endocytosis and reavailability without inducing structural alterations in synapses. Familial mutants of DJ-1 (M26I, E64D, and L166P) were unable to rescue defective endocytosis of synaptic vesicles, whereas WT DJ-1 expression completely restored endocytic function in DJ-1 KO neurons. The defective synaptic endocytosis shown in DJ-1 KO neurons may be attributable to alterations in membrane cholesterol level. Thus, DJ-1 appears essential for synaptic vesicle endocytosis and reavailability, and impairment of this function by familial mutants of DJ-1 may be related to the pathogenesis of PD.</P>
