The purpose of this study was to evaluate the costs and benefits of Research & Development in the military physiology. The data of the 2012 fiscal year was analyzed. As the results, the total cost was 7.02 billion won per year and the total annual benefit was estimated to be 11.18 billion won. The average cost was 1.58 billion won per year. The benefit/cost ration was 1.6 in the total cost and 7.1 in the average cost. Therefore, Research & Development in the military physiology was validated to be economically effective.

The purpose of this study was to investigate the effects of heat acclimation method(daily,intermittent) on exercise heat tolerance for military operation in hot environment. The subjects were male 10 (20.8±1.40 yrs) in soldiers. The conditions of heat acclimation and exercise heat tolerance test were 35℃, 60% RH, 12days(daily, intermittent), 30min, VO2max 70%, treadmill exercise. As results, the interaction effect of heat acclimation method, training(12 days), time(30min)was not shown on exercise heat tolerance(rectal temperature, heart rate), but the interaction between heat acclimation training and time was the effect. In practical significance, daily heat acclimation was effective on heat tolerance, but intermittent method was not. Therefore, these results suggest that heat acclimation of this study is offered a reference data when a training program for military operation and training is applied, and is effectively considered various conditions of heat acclimation.

문화관광 활성화를 위한 지방정부의 역할에 대한 연구 -백제문화권을 중심으로-

최근 세계화, 지방화, 개방화, 정보화라는 산적한 당면과제들을 극복하기 위해서 지방정부는 경쟁력 있는 지역환경의 조성차원에서 지역경제효과 증대정책의 일환으로 관광산업육성정책은 매우 중요시되고 있다. 특히 지방정부의 독자적인 관광산업 육성정책이 지방정부의 협력적 역할과 성과를 평가하는데 중요한 요소가 됨에 따라, 지방정부는 실증적이고 통계적인 자료를 이용하여 경쟁력 있는 산업을 선택하여 육성하고자 하는 시대적 필요성에서도 백제문화권 관광개발정책은 매우 중요하게 인식되어지고 있는 것이다. 본 연구는 백제문화권 관광개발정책의 추진에 있어 이러한 문제의식을 바탕으로, 첫째, 지방정부의 역할수행도와 이해관계집단의 협력적 관계의 역할실태를 파악하여 지방정부의 역할수행만족도에 미치는 영향을 알아보고, 둘째, 지방정부의 역할수행에 있어서 이해관계자와의 협력관계가 미치는 역할수행의 영향을 조사하고, 셋째, 지방정부가 수행해야 하는 역할의 기능적부문의 정부간 협력이 지방정부의 역할수행만족도에 미치는 영향을 파악하고자 하였다. 이에 백제문화권 내 공주시와 부여군의 이해관계집단을 대상으로 246부의 설문조사를 실시하였고, 분석결과 지방정부의 유형별 역할 수행도는 공공부문(중앙정부, 지방정부, 지역의회)의 역할수행만족도에 유의한 영향을 미치고 있는 것으로 나타났다. 또한, 지방정부와 지역 내 부문간 협력(공공부문, 민간부문)은 지방정부의 역할수행도에 유의한 영향을 미치는 것으로 검증되었다. 마지막으로 백제문화권 관광개발정책 추진에 있어 지방정부와 중앙정부의 기능적 협력(행정적 협력, 재정적 협력, 법제적 협력)은 지방정부의 역할수행도에 유의한 영향을 미치는 것으로 검증되었다. 본 연구의 결과는 백제문화권 관광개발정책에 있어 지방정부의 역할수행도를 높이는 데 실질적인 도움을 줄 것으로 기대된다. 또한 지방정부의 협력적 역할방안을 필요로 하는 관광현실과 이에 대한 연구가 부족한 관광학계의 현실을 살펴 볼 때 학문적인 의의를 가진다고 할 수 있다. To overcome the many present problems brought about by globalization, localization, opening policy, and the advancement of information and telecommunication, the local governments have focused on the development of tourism industry to increase the effects of the local economy in the aspect of building a competent local environment. In particular, estimating its cooperating role and result, the tourism industry development policy of the local government has become a vital element. Therefore, it is important that the local government must choose and develop the competent industry using the useful and analytic data. In this respect, the tourism development policy of Baek-je Cultural Zone is recognized very significant. And when the policy is carried out, it is necessary that the Win-Win strategy between culture and tourism as the specific local development strategy must be developed and the relationships among the branches of central government, related local governing bodies, local residents, local broadcasting, civil parties, and private enterprises must be increased in high level. This study has three purposes related to the problems mentioned above. First, this study investigates the cooperating relationship between the role of the local government and that of the related groups and how they influence the role of the local government. Second, it investigates how the cooperating relationship between the role of the local government and that of the related groups is affected when the local government carries out its role. Third, it investigates how the cooperation of the central government in the functional part of the roles of the local government influences the satisfaction of the local government. This study based on the understanding and characteristics of the promotion of the tourism development policy of Baek-je Cultural Zone, approaches the cooperating role of the local government. The outcome of this study are as follows. First, an inquiry was made about the satisfaction degree of the roles of the implement in the public department. Second, the ways of the roles of the local government were suggested in types. Third, the groups connected with the tourism development of Baek-je Cultural Zone were found. Fourth, the roles of the functional cooperation of the local government and the central government were suggested concretely. Finally, according to the related groups, the satisfaction degree and the effect of anticipation of Baek-je Cultural Zone in the public departments were very different. The results of this study are expected to be very helpful to increase the implement degree of the roles of the local government for the tourism development policy of Baek-je Cultural Zone. Considering the methods of the cooperative role of the local government are very necessary for the development of tourism and since there are only few researches about tourism studies these results prove to have very academical meanings.
