Exploring the performance and competitiveness of Vietnam port industry using DEA

In the port industry, productivity is one of the vital factors for ports to develop competitiveness and market potential. The paper integrates context-dependent data envelopment analysis and forecasting models to conduct an efficient measurement of 53 Vietnamese ports and predict future performance in the port industry. By using the technique to get the measure of performance, this study builds the ports’ benchmark-learning stepping tools for the inefficient ports to enhance increasingly. The attractiveness and progress scores are resulted to assist the ports in situating themselves. Moreover, forecasting port performance results help decision-makers having more detailed information to make better decisions in their strategies and investments.

Objective: To investigate the effect of vascular endothelial growth factor (VEGF) and fibroblast growth factor 2 (FGF2) on revascularization, survival, and oocyte quality of cryopreserved, subcutaneously transplanted mouse ovarian tissue. Methods: Outbred ICR mice (n = 112) were used as the animal model. Vitrified mouse ovarian tissues were treated without (control group) or with VEGF and FGF2 before autologous subcutaneous transplantation. After transplantation for 2 or 3 weeks, grafts’ survival, angiogenesis, and oocyte quality were examined. Results: VEGF and FGF2 promoted revascularization and significantly increased the survival rate of subcutaneously transplanted cryopreserved ovarian tissues compared with the untreated grafted control. The two growth factors did not show long-term effects on the ovarian grafts. In contrast to the untreated ovarian grafts, active folliculogenesis was revealed as the number of various follicles was significantly higher or had an increased trend in the VEGF and FGF2-treated ones. Though the fertilization rate had no differences between VEGF/FGF2 and control group; however, the oocyte quality was much better in the VEGF/FGF2-treated grafts as demonstrated by the higher ratio of blastocyst development. Conclusions: Introducing of angiogenic factors such as VEGF and FGF2 may be a promising strategy to improve revascularization, survival, and oocyte quality of cryopreserved, subcutaneously transplanted mouse ovarian tissue.

Objective: To investigate whether the diffusion tensor imaging-derived metrics are capable of differentiating the ischemic penumbra (IP) from the infarct core (IC), and determining stroke onset within the first 4.5 hours. Materials and Methods: All procedures were approved by the local animal care committee. Eight of the eleven rats having permanent middle cerebral artery occlusion were included for analyses. Using a 7 tesla magnetic resonance system, the relative cerebral blood flow and apparent diffusion coefficient maps were generated to define IP and IC, half hour after surgery and then every hour, up to 6.5 hours. Relative fractional anisotropy, pure anisotropy (rq) and diffusion magnitude (rL) maps were obtained. One-way analysis of variance, receiver operating characteristic curve and nonlinear regression analyses were performed. Results: The evolutions of tensor metrics were different in ischemic regions (IC and IP) and topographic subtypes (cortical, subcortical gray matter, and white matter). The rL had a significant drop of 40% at 0.5 hour, and remained stagnant up to 6.5 hours. Significant differences (p < 0.05) in rL values were found between IP, IC, and normal tissue for all topographic subtypes. Optimal rL threshold in discriminating IP from IC was about -29%. The evolution of rq showed an exponential decrease in cortical IC, from -26.9% to -47.6%; an rq reduction smaller than 44.6% can be used to predict an acute stroke onset in less than 4.5 hours. Conclusion: Diffusion tensor metrics may potentially help discriminate IP from IC and determine the acute stroke age within the therapeutic time window.
Benchmarking in Vietnam universities: teaching and research and revenue efficiencies

Assessing university resource allocation or misallocation is necessary to understand its impact on research and teaching productivity. To achieve this insight, this study conducts a two-stage data envelopment analysis to judge the “teaching and research efciency” and “revenue efciency” of 61 universities in Vietnam. We analyze what variables have the most efect on the efciencies of the universities through improving results. Moreover, this research applies scale elasticity to distinguish the benchmark performance leader among Vietnam universities. Results indicate that universities are more efcient in terms of “revenue efciency” than “teaching and research efciency.” The scale elasticity decomposition fndings show that multidisciplinary universities perform better than those specializing in science and technology and social science and economics. Finally, the competitive map to performance advancement strategies is exhibited. This map helps the university management to enhance their efciencies.
