This paper compares quality management awards in the world with our one for searching effective measuring tools. So, searching award criterias not execute in Korea, and Measuring that affect business performance for better tools. For this objects, combine tools of Quality Management Selecting 100 in Korea, Malcolm Baldrige National Quality Awards in U.S., Deming Prize in Japan, and European Quality Awards in Western European, then measure effect on the business performances using leadership, resource management, employee management, policy and strategy, process management, customer satisfaction, and quality management propelling organization criterias. Also, business performances are determined by two ranges. one is quality and operation performance, the others is financial performance in Quality Management Selecting 100 in Korea, MBNQA in U.S., and EQA in Western European. hypotheses on study are established how company's executing level for leadership, resource management, and employee management criteria affects business performance. And, this research includes how affect quality management propelling organization criteria to business performance, how wrong quality management criteria affect large and small enterprise business performance, and how different between survey analysis result and manager's recognition. The result gained 69 field survey to quality department manager or CEO in cooperation seem to leadership criteria refer to CEO's participation for quality management and impact on society, and employee satisfaction, participation, welfare in employee management
