Recently, Chat GPT artificial intelligence (AI) is of keen interest to all governments, companies, and military sectors around the world. In the existing era of literacy AI, it has entered an era in which communication with humans is possible with generative AI that creates words, writings, and pictures. Due to the complexity of the current laws and ordinances issued during the recent national crisis in Korea and the ambiguity of the timing of application of laws and ordinances, the golden time of situational measures was often missed. For these reasons, it was not able to respond properly to every major disaster and military conflict with North Korea. Therefore, the purpose of this study was to revise the National Crisis Management Basic Act, which can act as a national tower in the event of a national crisis, and to promote artificial intelligence governance by linking artificial intelligence technology with the civil, government, military, and police. 최근 챗 GPT 인공지능(AI)은 전 세계 모든 정부 및 기업, 군 분야까지 초미의 관심사이다. 기존의 읽고 쓰는 AI시대에서 말과 글과 그림을 만들어 내는 생성형 AI로 인간과의 소통까지도 가능한 시대에 진입했다. 최근 우리나라 국가 위기시 발령하는 국가기관의 현행 법·령의 복잡성과 전·평시 법률적용 시기의 모호성으로 인해 상황조치의 골든타임을 놓치는 경우가 많았다. 이러한 이유들로 대형 참사 및 북한과의 군사적 충돌 때마다 제대로 된 대응을 하지 못했다. 따라서 본 연구의 목적은 이러한 상황을 극복하기 위한 제언으로 국가 위기시 컨트럴타워 역할을 수행 할 수 있는 “국가위기 관리 기본모법” 과 이를 활용하는 “인공지능 관련법” 개정과 현재 인공지능 기술을 민·관·군·경과 상호 연동하는 “인공지능 거버넌스 활성화 방안” 및 전국 지자체 통합방위 종합상황실내 ”MIDS 인공지능반”을 신설하여 인공지능을 활용한 미래의 통합방위체계 발전방안을 제시하였다.

보부상 공문제(公文祭)의 역사적 배경과 전통성 -충남 지역의 사례를 중심으로-

보부상(褓負商)은 주로 지방의 장시를 무대로 활동한 행상(行商)이다. 보부상들은 17 ~18세기에 이르러 지방에서 상계(商契) 형태의 조직을 갖추기 시작해서 19세기 후반에는 이러한 지방 조직들을 규합한 전국적 규모의 단체를 형성하였다. 그리고 이 시기에 정부에서는 보부상 조직에게 장시와 상인을 통제하고 관리할 수 있는 여러 권한과 혜택을 부여하면서 보부상 조직은 경제적 영역을 넘어 정치사회적으로도 위세를 가진 조직으로 변모하였다. 공문제(公文祭)는 이처럼 보부상들이 정치사회적으로 위세를 가진 집단으로 변모한 시기인 19세기 후반의 문화적 산물이라고 볼 수 있다. 공문제라는 말은 19세기 후반 보부상을 관할하던 관부에서 내려준 문헌과 인장 등을 모셔 놓고 지내는 제사에서 유래하였다. 이러한 문헌과 인장 등은 보부상들의 권리를 명시적으로 증명하는 것이자 위세를 상징하는 것이기도 하다. 고찰 결과 오늘날 충남 일대에서 전승되고 있는 공문제는 19세기 중반 이후 형성된 보부상의 말단 조직인 임방(任房)의 총회와 19세기 말 관부에서 보부상의 조직 설립과 운영, 권리 사항 등을 정해 임방에 내려준 공문을 받드는 의식이 결합되어 형성된 것으로 확인된다. 보부상 임방의 총회는 1840년대부터, 관부의 공문을 받드는 의식은 1899년 이래 확인되는 점을 고려하였을 때 총회와 공문을 받드는 의식이 결합한 형태의 공문제는 20세기 초에 형성되었을 것으로 추정된다. 충남 일대의 저산팔읍상무사, 예덕상무사, 원홍주등육군상무사에서는 1920~30년대에 총회와 제사(또는 공문장정식), 향연 등을 동반한 행사를 꾸준하게 개최해 왔고, 1950~60년대에는 충남 지역 고유의 특성을 담은 ‘공문제’로 정착한 것을 확인할 수 있었다. 충남 일대의 보부상 조직에서는 1980년대까지 비교적 완고하게 이러한 전통을 지켜 왔다. 보부상 공문제는 20세기 초에 형성되어 1950~60년대에 고유성과 전형성을 갖추면서 지속해 온 100여 년의 역사와 전통을 지닌 무형유산임이 확인된 것이다. The peddler was mainly active on the local markets. The peddlers formed a nationwide organization in the late 19th century, they are given various powers and benefits by the government, and (they) transformed into the powerful organization, both the economic areas and politic and social aspects. ‘Gongmoonje’(Ancestral rites on Official Documents and the seal), it is set with Official Documents and the seal, is peddlers’ collective rite, formed on 19th century, that the peddlers are formed into the powerful organization. Recently, there is an attempt to establish the Gongmoonje as tradition cultural heritage of the local, this paper examined the historical background of peddler’s Gongmoonje, and how the Gongmoonje continued to be handed down. According to research, it looks, Gongmoonje that handed down to the present day, was formed by a combination of assembly and ceremony, to bringing the Official Documents and the seal, given by Sangmusa, for managing a peddler, to the peddler’s organization. In the early 20th century, most of the peddlers’ office were destroyed. In spite of that, there are some peddler’s teams in Chungnam, such as Jeosanpaleup-sangmusa, Yedeok-Sangmusa, WonhongjuYukgun- Sangmusa. and it is confirmed that Gongmoonje continued to be held by them, maintaining a relatively solid tradition until the late 20th century.

Magnetism in Ultrathin Pt Films Formed on MgO(001) Surfaces: An Ab-initio Study

Ab-initio electronic-structure calculations have been performed to investigate the adsorption structures, the energetics, and the electronic structures of a Pt monolayer (ML) deposited on a MgO(001) surface. Our calculations for a 1-ML Pt/MgO(001) structure show that the Pt atoms highly prefer to bind on the oxygen sites of the MgO(001) surfaces. Also examined were the electronic properties of 1-ML Pt/MgO(001). Interestingly, the oxide-supported ultrathin 1-ML Pt film was predicted to be ferromagnetic with a magnetic moment of 0.89 Bohr magnetons. In addition,the origin of the unusual magnetism in 1-ML Pt/MgO(001) was discussed in comparison with calculations for a freestanding Pt monolayer.
