      • 해양도시 부산의 해운서비스업 육성 전략

        우리나라는 세계 1위의 조선, 세계 5위 선대보유, 5위 컨테이너항만 운영 등의 세계적인 위상을 갖고 있다. 하지만 조선산업·해운산업·항만산업의 육성을 유도할 수 있는 해운서비스는 열세인 상황이다. 특히 이들 산업의 융합을 통한 시너지 효과 창출이 미흡하다. 해양도시 부산의 명성에 걸맞은 해운서비스 시장의 경쟁력이 부족한 것이다. 따라서 주요 해운서비스업을 집중적으로 육성해 부산이 아시아 해운서비스의 중심지로 성장하기 위한 전략이 요구된다. 이를 통해 부산의 해양 관련산업을 연계 발전시키고 해운서비스업의 국제경쟁력을 확보할 수 있을 것이다. 해운서비스를 육성하기 위해서는 ▲조선·항만물류·해운 기반 균형 발전 도모▲해운 서비스산업 집적화를 위한 클러스터 조성▲해운서비스 전문 교육기관 설립·유치와 관련 인프라 구성▲해운정보서비스를 중심으로 해운 서비스업의 역량 강화 등이 필요하다. 〈그림 참조〉

      • 국채의 현·선물수익률간의 선후행 관계 분석

        Abstract This paper examines the lead-lag relationship between spot and futures prices of Korea Treasury Bond (KTB) with using daily return data from 29 September 1998 to 18 August 2000. Five kinds of futures are listed on Korea Futures Exchange (KOFEX) since the launching of April 1999. KTB futures grew as an important futures since the listing on KOFEX on 28th September 1999 and now the trade volume of KTB futures is the most among the listed futures. Bank, investment trust, insurance companies and foreigners are major investors of KTB futures. KTB's main financial function is to provide risk management system for mid-term interest rate instrument and also to discover its price in the future. In particular, this study focuses on the function of price discovery of futures over the expected spot price. The price of KTB futures reflects the future interest level which financial institutions or company experts could predict. Therefore, KTB futures could be seen as suggesting proper price for spot goods market and also it has function of discovering future value of KTB. There is time difference between spot and futures prices of KTB. We utilize unit root test, cointegration test, vector error correction models in order to analyze the relationship between spot and futures returns. The main finding of this study is that the futures price of KTB leads the spot price of KTB. That is, the futures price leads two days over the spot price. Moreover, two market's lead-lag relationship could be influenced by the trading volume of KTB futures. Then, an empirical analysis of futures prices of June and September 2000 exhibits that the spot price leads the futures price. Therefore, it is argued that there is a feedback relationship between spot and futures of KTB and the infrequent trading has an impact on the relationship between spot and futures prices. Even though the relationship between spot and futures prices is not stable, our finding implies that the discovery function of futures over the expected spot price is working in the Korea Futures Exchange. In particular, the period of our study is too short to investigate in depth the lead-lag relationship between spot and futures prices. Because of this limitation, we could not examine the difference of two markets's microstructure such as price volatility, trade pattern and so on. Therefore, it is thought that we could not find correct reasons about the lead-lag relationship of two markets. With the passage of KOFEX history, the trading volume and the efficiency of information will be increased with the growth of participants of this market and then we could explore the lead-lag relationship between spot and futures prices of KTB.

        지역의 어업정책 수요에 관한 연구 -부산지역의 연근해어업을 대상으로-

        This paper examines the policy demands of regional fishery focusing on the off-shore fishery of Busan. Policies in harmony with the region are required more when regional competitiveness is emphasized for more regional economic vitality. Especially, Busan is not only the base of Korean deep sea fishery, but it has large share in off-shore fishery. However, the foundational sinking in fishery of Busan is serious and it exceeds more than the national average, thereby requiring urgent countermeasures. Based on the results of AHP analysis from a survey for off-shore fishermen and related experts, we derived the priority order in the regional off-shore fishery policies as follow. Firstly, branding regional fishery products turned out to be the most important task. Second priority task was supporting fuel expenses to the off-shore fishery in particular for the fishermen who go far away. Next, promotion and advertisement for the regional fishery products, development and diffusion of energy saving technologies, and efforts for fishery resource recovery were deduced as critical, common policies.

        A Comparative Analysis of Port Development Strategies in Hong Kong and Busan

        This paper discusses the strategies for the future of the Hong Kong Port and Buasn Port. We assess whether they prepare the ports for the position of being the logistics hub, and as such could assist the ports to maintain their position in the world's container port. We reviewed both the current situation of the Hong Kong Port and the strategy of the port for the future (Master Plan 2020) to keep the status of logistics hub. With the case study on the Port of Hong Kong, this study attempts to examine what the strategic planning is needed for the Busan Port. We debate the Port of Busan could be seen as a logistics chain for the future. In our discussion, the strategic planning on "Port Vision 2020" for Port of Busan does not address the issues regarding this part, nor does it make any recommendations in terms of the requirement of the logistics private sector.         물동량 기반의 한국 정기선 운임지수 개발

        본 연구의 목적은 전 세계 항만 물동량을 기준으로 가중치를 적용하여 한국 중심의 새로운 정기선 운임지수를 개발하는 것이다. 이를 위해 선행연구와 전문가 자문 등을 바탕으로 운임지수 산정에 필요한 항로 및 지역의 설정, 운임 기준 및 물동량 가중치의 부여 등의 조건을 결정하였다. 이를 바탕으로 한국 정기선 운임지수의 항로별, 지역별 및 종합 지수를 산출하고 상관분석과 Granger 인과분석을 통해 지수의 신뢰성과 유의성을 검증하였다. 한국 정기선 운임지수의 산출결과 다음과 같은 연구결과를 도출하였다. 첫째, 한국 정기선 운임지수는 운임시장 전반적인 특성을 반영하며, 지역과 항로의 기준으로 구성되어 각각의 시장 상황을 판단하는 지표로 활용될 수 있다. 둘째, 수출과 수입항로를 구분하여 별도의 지수로 개발함으로써 실제 운임차이가 존재하는 시장 여건을 반영할 수 있다. 셋째, 종합 운임지수는 수출과 수입을 포괄한 전 세계 유일한 지수로 부산항 중심의 한국 해운시장 동향을 파악하는 가장 기본적인 지표로 활용 가능하다. The purpose of this study is to develop a new Korean container freight index by applying weights based on the global trade volume. To achieve this, it was decided to determine the conditions such as establishment of routes and regions, weighting of trade volumes which based on prior research and expert advice. Based on this, the individual index and regional index and composite index were calculated, and then reliability and statistical significance of the index was verified through correlation analysis and Granger causality analyses. This study suggest the following findings, through the development of the Korean container freight index. Firstly, Korean freight index reflects the overall market situation and can be used as a benchmark for determining the conditions of each market, consisting of criteria of region and routes. Secondly, it is possible to reflect the market conditions in which actual freight differences exist, since it has developed separate indexes for export and import routes. Finally, The composite index is the only index that reflects not only exports and imports but also 27 individual routes based on Busan, which is the most comprehensive indicator of the korean container freight market.
