        연구논문 : 카노모델 연계 QFD를 통한 통계품질 개선을 위한 요구품질과 품질특성에 관한 연구

        본 논문은 카노분석 및 QFD기법을 활용하여 산업기술인력 수급동향 실태조사(산업통상자원부 한국산업기술진흥원) 의 통계서비스품질개선을 위한 요구품질과 품질특성을 연구한 것이다. 카노분석 및 QFD 기법을 적용한 결과, 7가지 통계서비스 요구품질 중 ‘통계작성 기준시점과 결과발표 시점이 근접’할 것을 요하는 ‘시의성’ 항목과 ‘예고된 공표시기를 정확히 준수할것’을 요하는 ‘정시성’ 항목이 매력적 품질로 나타났고, 나머지는 모두 일원적 품질로 나타났다. 또한 품질기능전개 분석 결과, 이들 요구품질 중 ‘동일한 경제사회현상에 대해 다른 자료나 방법에 의해 작성된 타 통계자료들과 결과가 유사할 것’을 요하는 ‘일치성’ 항목이 벤치마크 통계인 직종별 사업체노동력조사(고용노동부) 보다 상대적으로 가장 미흡한 것으로 나타났다. 마지막으로 통계서비스품질 혁신을 위한 품질특성 15가지 중 조사일정 정시화, 활용도 기반의 조사항목 단순화, 패널연결 표본 확충, 조사표본수 확대 등이 우선적으로 개선되어야 할 품질특성으로 도출되었다. This paper studies the quality properties and required service quality for the promotion of user values of the ``Survey on the Current Demand and Supply of Industrial Technology Labor Force (Ministry of Commerce, Industry and Energy & KIAT)`` with the use of the Kano``s model and QFD method. The results of applying the methods displayed the ‘timeliness’ that requires ‘closeness between the points of survey and the release of the outcome’ and the ‘punctuality’ that requires ‘the accurate adherence of the preannounced time of making the official announcement’ among the seven desired qualities as attractive qualities, and the remaining five were all one-dimensional qualities. Furthermore, by applying the QFD, we found that the ‘consistency’ that requires ‘the results to be similar to those of other surveys or research methods concerning the identical economic and social events or conditions’ is relatively the most unsatisfactory quality category compared to the ``The Occupational Labor Force Survey at Establishments (Ministry of Employment and Labor)``, which is the benchmark survey of the analysis. Lastly, among the 15 quality characteristics for statistical service quality innovation, regularization of the survey schedule, simplification of survey categories based on use, expansion of paneled samples and sample size were deduced as the quality properties that must be prioritized for improvement.

        서비스산업이 경제성장을 견인하고 있으며 그 중 금융서비스는 큰 비중을 차지하고 있다. 따라서 서비스를 프로세스화, 표준화, 자동화하는 서비스 혁신을 통해 금융인프라의 생산성과 효율성을 증대시키는 것이 필요하다. 하지만 제조업과 달리 생산성, 품질, 혁신 등의 측정이 어렵기 때문에 과학적이고 체계적인 방법에 의한 서비스혁신이 요구된다. 본 논문에서는 기술보증기금의 기술평가시스템 구축 및 활용 사례를 통해 서비스사이언스를 활용한 금융서비스 혁신의 추진전략에 대해 모색해본다. 기술보증기금의 사례로 보아 성공적인 서비스사이언스를 활용한 금융 서비스혁신을 위해서는 고객 중심의 금융서비스 인프라 구축과 더불어, 조직문화 개선과 효과적 인프라 운용을 위한 routine 구축 등 전략적 기술경영 능력이 중요한 것으로 보인다. The service industry is drawing economic growth, and the financial service sector among service industry takes major share. So it is needed to increase the productivity and efficiency through the service innovation of making a good process, standardization, automation. But contrary to manufacturing industry, the difficulty to measure the characteristic of productivity, quality and innovation in service sector requires more scientific and systematic method for service innovation. This paper will search for financial service innovation strategy with service science by the case review of KOTEC's technology rating system. The case may infer that strategic technology management capability along with customized financial service infrastructure is important.

      • 기량검증용 결함시험편 제작 및 초음파특성 평가

        Performance demonstration with real flawed specimens has been strongly required for nondestructive evaluation of safety class components in nuclear power plant. Mechanical or thermal fatigue crack and inter-granular stress corrosion cracking could be occured in the in-service nuclear power plant and mechanical fatigue crack was selected to study in this paper. Specimen was designed to produce mechanical fatigue flaw under tensile stress. The number of cycle and the level of stress were controlled to obtain the desired flaw roughness. After exact physical measuring of the flaw size and location, fracture surface was seal welded in place to establish designed location and size. The remaining weld groove was then filled by using gas tungsten arc welding(GTAW) and flux cored arc welding(FCAW). The results of radiographic testing and ultrasonic testing showed that fatigue cracks were consistent with designed size and location in the final specimens.

        중소기업 내국거래 신용보험 발전 방안 연구: 한국의 중소기업 매출채권보험을 중심으로

        중소기업 매출채권보험 시행 10년을 목전에 둔 지금은 지속되는 금융위기에 따른 대내외 경제환경 변화, 경기침체에 따른 중소기업 신용보험 수요 증가, 중소기업 중심의 창조경제 패러다임 도래 등 기존 제도의 지속발전을 위해 검토해야 할 새로운 변수들이 존재한다. 또한 중소기업 매출채권 발생 및 회수 환경의 악화로 인해 중소기업 내국거래 신용보험의 제도혁신의 필요성이 존재한다. 따라서 본 연구는 우리나라 중소기업 신용거래 현황 및 매출채권보험 운영에 대한 진단, 외국의 내국 중소기업 신용보험 현황 조사를 통해 중소기업 매출채권보험의 중장기 정책방향과 주요 개선방안을 제시하였다. 우선, 중소기업 신용거래 현황진단은 매출채권 발생현황과 매출채권 회수현황을 중심으로 분석하며, 국내외 중소기업 내국 신용보험에 대한 국가별 시장침투율 비교, 손해보험시장 대비 비교, GDP 대비 비율 등 양적 지표와 보험손해율, 매출채권회전율 분석, 신용보험인식도, 중소기업 접근성 등 질적 지표를 통하여 종합 진단을 실시하였다. 이를 통해 중소기업 매출채권보험은 향후 10년 내 유럽의 하위권 국가 수준을 벗어나며, 30년 후 유럽 중위권 수준으로 진입하는 양적 시나리오를 제시한다. 또한 양적 시나리오 달성을 위한 전략으로 인식도 및 활용도 제고, 손해율 감축을 제시하고, 이를 위한 17개 세부정책과제를 제시하였다. Though there is a private insurance company, SGIC, the cautious approach toward high risk and high cost SME credit insurance has motivated more active intervention of Korean government. Thus, since 2004, Korean government-Small and Medium Business Administration-has started to provide domestic trade credit insurance service for SMEs through CGF. Recently, due to the harsh business environment, SME's need and recognition on the insurance has soared up. However, during the last 10 years, there has not any long-term plan for the government to vitalize the domestic credit insurance system. Thus, this study suggests long-term policy directions of credit insurance for SMEs and major improvements, through an international comparative research on domestic trade credit insurance for SMEs. To overview the trade credit insurance for Korean SMEs, the occurrence and payment rates of accounts receivable are mainly analyzed. And the research has been conducted by the two categories of quantitative and qualitative diagnosis. In this report, for the quantitative diagnosis and comparative analysis, domestic and foreign penetration rates for SMEs, values compared to non-life insurance market and the percentage of GDP are discussed. Furthermore, for the qualitative diagnosis and comparative analysis, figures on the insurance loss ratio, accounts receivable turnover, recognition and SMEs' accessibility to trade credit insurance are discussed. According to this study, the domestic trade credit insurance for SMEs is expected to exceed the sub-national level of European penetration rate in the next 10 years and reach the median-level after 30 years. Also, this study suggests that it is necessary to raise awareness about the trade credit insurance as well as its applicability and reduce insurance loss ratio in order to achieve such quantitative scenario. For this, 17 detailed policy issues are provided.

        순 Ti 박판 GTA 용접부의 기계적 성질 및 성형성에 미치는 공정변수의 영향

        In this work, the effect of welding variables on weldability of gas tungsten arc(GTA) welding was investigated with experimental analysis for a commercial pure(CP) titanium (Grade.1). The GTA welding tests on sheet samples with 0.5mm in thick were carried out at different process variables such as arc length, welding speed and electrode shape. In order to search an optimum arc length with full penetration, bead- on-plate welding before butt-welding were performed with different arc length conditions. From the bead- on-plate welding results, the optimum condition considering arc stability and electrode loss was obtained in the arc length of 0.8mm. Butt-welding tests based on the arc length of 0.8mm were carried out to achieve the optimum conditions of welding speed and electrode shape. Optimum conditions of welding speed and electrode shape were suggested as 10 mm/s and truncated electrode shape, respectively. It was successfully validated by the microstructural observation, tensile tests, micro-hardness tests and formability tests.

        포만트 기반의 가우시안 분포를 가지는 필터뱅크를 이용한 멜-주파수 켑스트럴 계수

        음성인식의 특징벡터로서 멜-주파수 켑스트럴 계수 (MFCC, mel-frequency cepstral coefficients)가 가장 널리 사용되고 있다. FMCC 추출과정은 입력되는 음성신호를 푸리에 변환한 후, 주파수 대역별로 필터를 취하여 에너지 값을 구하고 이산 코사인 변환을 하여 그 계수 값을 구한다. 본 논문에서는 멜-스케일 된 주파수 대역필터를 취할 때 가중함수에 의해서 구해진 각 대역필터별 가중치를 적용하여 필터의 출력 에너지를 계산한다. 여기서 가중치를 구하기 위해 사용된 가중함수는 포만트가 존재하는 대역을 중심으로 인접한 대역들이 가우시안 분포를 가지는 함수이다. 제안한 방법으로 실험한 결과, 잡음이 거의 없는 음성신호에 대해서는 기존의 MFCC를 사용했을 때와 비슷한 인식률을 보이고 잡음성분이 많을수록 가중치가 적용된 방법이 인식률에서 보다 높은 성능 향상을 가져온다. Mel-frequency cepstral coefficients are widely used as the feature for speech recognition. In FMCC extraction process. the spectrum. obtained by Fourier transform of input speech signal is divided by met-frequency bands, and each band energy is extracted for the each frequency band. The coefficients are extracted by the discrete cosine transform of the obtained band energy. In this Paper. we calculate the output energy for each bandpass filter by taking the weighting function when applying met-frequency scaled bandpass filter. The weighting function is Gaussian distributed function whose center is at the formant frequency In the experiments, we can see the comparative performance with the standard MFCC in clean condition. and the better Performance in worse condition by the method proposed here.

        A Segmentation Algorithm of the Connected Word Speech by Statistical Method

        本 論文에서는 音聲信號의 音素分割을 위한 統計的인 方法을 硏究하였다. 이 方法은 3個의 AR 모델을 使用하여, 이 中 2個의 모델은 音聲의 스펙트럼 變化前 및 變化後의 安定된 部分에서 求해지고 이들 間의 距離가 커지면 音素가 바뀐 것으로 간주된다. 다른 한 모델은 두 固定 모델 사이에 位置하며 音素間의 境界를 推定하는데 使用된다. 이 音素分割 알고리듬을 連結音에 對해 試驗해 본 結果, 從來의 方法에 비해 音素의 境界點을 좀더 正確히 찾을 수 있고, 또한 過度分割 誤謬도 줄일 수 있었다. A statistical approach for the segmentation of speed signals is described in this paper. The main idea of this algorithm is the use of three AR models. Two fixed models are identified at the stationary parts of the signal before and after the spectral change. Changes are detected when the distance between these two models is high. Another model is located between two fixed models and is used to estimate spectral change time. This segmentation algorithm has been tested with connected words and compared to classical methods. The results showed that it can provide more accurate locations of boundaries of segments and can reduce the amount of oversegmentation.

        Multi-Time Scale Separations and Optimal Control Problems of Multi-Parameter Singular Perturbation Systems

        The hierarchical approach method is proposed to sperate each different time scale sub-systems from linear time invariant multi-parameter singular perturbation systems. By means of this proposal, the original multi-parameter singular perturbation systems is completely separated into independent subsystems with each different time scale. It is also investigated that the controllability of the system is invariant. And this paper applies singular perturbation methods to the minimum control effort problem for linear time invariant systems with constrained controls. Also near-optimum control theory, which is based on dividing the total time interval with the time scales respectively, is proposed. As a result, the time scale separation method is show to be particularly useful in a near optimum design which can be otained through a decentralized control structure.

        비파괴 계장화 압입시험을 이용한 저항 점용접부 물성 평가

        Nondestructive instrumented indentation test is the method to evaluate the mechanical properties by analyzing load - displacement curve when forming indentation on the surface of the specimen within hundreds of micro-indentation depth. Resistance spot welded samples are known to difficult to measure the local mechanical properties due to the combination of microstructural changes with heat input. Particularly, more difficulties arise to evaluate local mechanical properties of resistance spot welds because of having narrow HAZ, as well as dramatic changed in microstructure and hardness properties across the welds. In this study, evaluation of the local mechanical properties of resistance spot welds was carried out using the characterization of Instrumented Indentation testing. Resistance spot welding were performed for 590MPa DP (Dual Phase) steels and 780MPa TRIP (Transformation Induced Plasticity) steels following ISO 18278-2 condition. Mechanical properties of base metal using tensile test and Instrumented Indentation test showed similar results. Also it is possible to measure local mechanical properties of the center of fusion zone, edge of fusion zone, HAZ and base metal regions by using instrumented indentation test. Therefore, measurement of local mechanical properties using instrumented indentation test is efficient, reliable and relatively simple technique to evaluate the tensile strength, yield strength and hardening exponent.
