이 연구는 정치적 이념으로서의 서구 보수주의가 사회복지정책의 발전과정에서 수행한 역할을 검토함과 동시에 한국 사회복지의 발전과정에서 보수주의는 어떤 역할을 수행했는지를 비판적으로 조망하고자 했다. 서구 보수주의는 사회복지정책의 발전과정에서 중요한 역할을 수행했으며, 보수주의 복지국가라는 복지체제를 형성한 정치세력이었다. 반면에 한국의 보수주의에게 사회복지는 시혜 이상의 의미를 가지지 못했다. 한국 보수주의의 핵심적 과제 중의 하나는 보수주의에 기초한 사회복지 담론과 발전전략을 구체화하는 것이다.

실직관련 민간비영리 조직간 관계의 구조적 특성연구 : 의사소통관계와 실직관련 활동의 전개양상을 중심으로

A primary objective of this study is to find the effects of non-professional NGOs' participation in social welfare field. There are some arguments about these effects. Some insist that their participation will enhance the quality and quantity of social welfare provision, while others do not think so. To testify the effects of non-professional NGOs' participation in social welfare field, this study analyzes information exchange network and affiliation network among unemployed-relief NGO's in North Cholla province. Major findings of this study are as follows: First, unemployed-relief NGOs incline to exchange valuable information among those of the same kind. Namely, social welfare organizations incline to flock together, and non-professional NGOs are much the same. Second, non-professional NGOs are more active to exchange information than social welfare organizations. These are the natural consequences of the character and structure of non-professional NGOs. But, considering the importance of active networking which is one of key conditions to find one's niche, the inertia of social welfare organizations is salient. Third, unemployed-relief activities of most organizations are very similar. This finding implies that non-professional NGO's participation in unemployed-relief has not produce synergy effect until now. Contrarily, their participation may generate the possibility of competitions and conflicts with social welfare organizations. To minimize these negative effects, non-professional NGOs and social welfare organizations try to find their niche, to network each other, and to do cooperative action. Government also has the concrete policy directions towards the proper role assigning among unemployed-relief NGOs.

재산의 소득환산제 : 이슈, 시행결과, 그리고 개선방향 Issues, consequences, and policy implications

이 연구는 재산의 소득환산과 관련하여 제기될 수 있는 다양한 차원의 쟁점을 검토하고, 재산의 소득환산제 시행의 결과를 2003년 1분기 복지DB 자료의 분석을 통해 살펴보고, 제기되는 문제점을 완화할 수 있는 개선방안을 모색해보았다. 재산의 소득환산제는 국민기초생활보장제도의 수급자 선정 뿐 아니라 급여에도 영향을 미치는 중요한 요소로, 수급자간의 형평성을 증진시키기 위해 도입되었다. 2003년 1분기 복지 DB 자료의 분석결과 재산의 소득환산제는 제도 도입 이전과 비교하여 대체적으로 형평성을 증진시켰다고 평가된다. 하지만, 일반재산에 대한 기초 공제 후에 남는잔여 공제액을 금융재산액에 대해 추가로 공제해주는 현행 방식은 불공정한 결과를 초래할 수 있음도 발견되었다. This study reviews the various issues that can be raised in converting assets into income flow, evaluates the effects of the asset converting system, implemented from 2003, using the Welfare DB data for the first quarter of 2003, and suggests policy implication immediately applicable from the analysis results. The asset converting system may have substantial impacts on eligibility decision and benefit level. It was introduced to improve the equity among the recipients. The results of the analysis of the Welfare Database showed that the converting system has increased the equity among the potential recipients. However, in the current system, if the disregard amount for general assets is greater than the general asset amount of a household, the remaining disregard amount for general assets are used in valuing bank assets. We found that this component of the system has induced unfair consequences among the potential recipients.

한국 빈곤정책의 변화와 향후과제 자활지원사업을 중심으로 : Focused on Self-support Care

국민기초생활보장법의 재정과 그에 따른 기초생활보장제도의 시행은 김대중 정부에서 이루어진 사회복지 분야의 변화를 대표하는 사례이다. 이 연구는 기초생활보장제도의 자활지원사업에 초점을 두어 빈곤정책의 변화양상을 점검하고, 문제점을 구체화하고, 바람직한 발전방향을 모색하려는 목적으로 시도되었다. 빈곤정책의 변화양상은 생활보호제도와 기초생활보장제도의 내용에 대한 비교분석과 예산규모의 변화추이에 대한 종단적 분석을 통해 점검된다. 분석의 결과 빈곤정책의 변화양상은 대단히 뚜렷하며, 몇 가지의 지표를 통해 볼 때 발전이라고 평가할 수 있다. 한편 현 단계에서의 빈곤정책의 문제점은 자활지원사업을 중심으로 검토되었다. 정책의 목표, 목표 달성을 위한 정책의 실행, 정책의 평가라는 일반적인 정책과정의 각 단계별로 핵심적인 쟁점을 구체화하는 방법이 여기에서는 활용되었다. 그 결과, 자활지원사업의 핵심적인 쟁점은 5가지의 차원에서 구체화될 수 있었고, 이러한 쟁점들은 자활지원사업의 발전을 위해 관심을 가져야 할 과제들과 관련된다. The enactment of National Basic Livelihood Security Act in September 1999 is one of most significant changes of social welfare policy arena in Kim Dae-jung Government. The Livelihood Protection Act which has been enforced during the last 40 years simply served as a beneficial protection measure. However, a major paradigm shift has been undertaken to strengthen the Government's responsibility. This study aims to examine the changing aspects of anti-poverty policies, to analyse the problems and limits of self-support care, and to make a few suggestions for its future. The changed aspects of anti-poverty policies are examined by their conditions of entitlement, amount and kind of benefits, and trends of expenditure. Some of the changes include full coverage of the social safety net to secure the basic livelihood protection for the low-income class, a comprehensive poverty countermeasure to enhance recipients' ability to self-support, and strengthening of the rights of the recipients and social responsibility regarding poverty. As measures to provide self-support aid to those having the ability to work, a self-support care for each household depending upon the recipient's ability to work, desire for self-support and living condition is provided. But, there are some controversial policy issues. These issues are analysed by using policy content evaluation method. In each step of policy process, this study can identify five critical issues of self-support care. Finally, some suggestions are made for the development of self-support care.
