포스트 코로나 시대 무장애 관광정책의 우선순위 분석 - AHP 기법의 적용 -

본 연구는 포스트 코로나 시대의 특성을 반영하여 무장애 관광정책에 있어 AHP 기법을 활용하여 정책우선순위를 분석하는 데 목적이 있다. 이론적 고찰에서는 무장애 관광 정책, AHP 기법의 개념과 관련 선행연구를 검토하고, 이를 바탕으로 분석의 틀과 연구문제를 도출하였다. 국내 대표 무장애 관광정책인 열린관광 환경 조성사업과 관련된 전문가 델파이 조사를 통해 포스트 코로나 시대 특성이 반영된 무장애 관광정책의 내용을 구조화하였으며, 공공기관 담당자 및 민간부문 전문가를 대상으로 AHP 분석을 위한 쌍대비교 설문을 실시하였다. 분석결과, 전체 전문가에 대한우선순위는 물리적 환경 개선, 정보 접근성 보장, 맞춤형 콘텐츠 개발, 교육 및 서비스 지원 순으로 중요도가 확인되었다. 공공부문과 민간부문 간의 집단별 우선순위차이에서는 공공부문 집단에서 가장 낮은 우선순위를 보였던 ‘교육 및 서비스 지원’이 민간부문 집단에서는 ‘맞춤형 콘텐츠 개발’ 요인보다 더 중요하게 나타났다. 세부 집단별 우선순위 차이에서는 민간단체와 학계에서 ‘물리적 환경 개선’ 보다 ‘정보 접근성 보장’에 더 큰 중요도를 보였다. 연구의 시사점으로는 포스트 코로나 시대의 급변하는 관광 환경에서 무장애 관광정책의 추진을 위한 실무적인 방향성을 제시하였다는 것이다. This study aims to analyze the policy priority of barrier free tourism policy in the post Covid-19 era by using analytic hierarchy process(AHP) method. The literature review contains the concepts and precedent studies of barrier free tourism policy and AHP methods. For the research design, an analytical model composed of policies regarding barrier free tourism in the post Covid-19 era was proposed. The pairwise comparison survey data was collected from government officials and non-government experts in responsible for barrier free tourism policy. According to the analysis, it is found that improvement of physical environment has the highest priority in overall policy priority followed by accessible information, tailored contents development and supports in education and services. When the policy priority was compared between groups of respondents, education and services showed a higher priority in non-public experts than in public officials. Specified group analysis showed private organizations and academia put accessible information prior to improvement in physical environment. These findings made practical suggestions for implementing barrier free tourism policy in rapidly changing tourism environment considering the Covid-19 situation.

Sol-Gel 법에 의한 고순도 초미분 Al2O3 제조

Characteristics of ultra fine Al₂O₃ powders prepared by Sol-Gel process was investigated with hydrolysis condition and calcination temperature. 1) The transition process of Al₂O₃ took place through the series, Boemite Gel(AlooH)-δ-Alumina-θ-Alumina-α-Alumina. 2) The grain size of the calcined products was increased and the surface area was decreased linearly with increasing calcination temperature. 3) The size of first forming product and the agglomerated was less than 10 ㎚ and about 0.1-0.3 ㎛, respectively. 4) The recovery of Al₂O₃ was increased with decreasing PH of solution and increasing both the ratio of Alkoxide : H₂O and agitation temperature.

포스트 코로나 시대 지방정부 관광스타트업 지원정책의 정책의제설정 우선순위 분석 - AHP와 IPA 기법의 적용 -

본 연구는 지방정부가 포스트 코로나 시대에 관광스타트업을 지원하는 정책에 있어 정책의제설정의 우선순위를 AHP와 IPA 기법을 활용하여 분석하고자 한다. 이론적 고찰에서는 관광스타트업지원정책과 정책의제설정에 관한 선행연구를 검토하여 분석의 틀과 연구문제를 설정하였다. AHP와 IPA 기법에서는 설문에 참여하는 대상의 전문성과 실무경험을 매우 중요하게 제시하기에 지방정부 차원에서 관광스타트업 지원정책을 담당하고 있는 지방정부 및 지역관광조직의 담당자, 실제 지방정부 지원정책 사업 참여경험이 있는 창업자, 관련 전문가, 협회 및 학계 등을 대상으로 델파이 조사 및 AHP와 IPA 설문을 실시하였다. 분석결과, 전체 전문가 응답자의 정책 우선순위는 사업 역량 강화, 성장 기회 제공, 창업 동기 유발 순으로 중요도가 나타났으며, 창업경험의 유무에 따른 집단별 정책 우선순위 분석에서는 창업경험이 있는 집단은 성장 기회 제공을, 창업경험이 없는 집단은 사업 역량강화가 제시되었다. 각 세부 정책 영역별 중요도와 수용도 분석에서는 정부에서 더 집중해야 하는 정책영역으로 성장 창업 자금 지원, 예비창업자 자금 지원, 고용유지 및 일자리 지원금, 위기 극복 사업비 지원 등 실질적인 자금 지원과 관련된 정책사업들이 제시되었다. 연구의 시사점은 포스트 코로나 시대 관광산업의 급격한 환경변화에 대응할 수 있는 관광스타트업 지원정책에 있어 보다 효과적이고 실질적인 정책 자원 분배의 새로운 방향성을 제시하였다는데 있다. This study analyzes the policy priority of local governments’ tourism startup policy during the post Covid-19 situation by using analytic hierarchy process(AHP) and importance-performance analysis(IPA) method. Based on literature review, the concepts and the precedent studies on tourism startup policy and policy agenda setting were analyzed. An analytical model composed of tourism startup policy was proposed and the survey data was collected from professionals in tourism startup policy. According to the analysis, the highest priority in local governments’ tourism startup policy was shown in the order of skill empowerment, growth opportunity, and motivation to start a business. Growth opportunity has shown a higher priority in a group of company founders while a group of non-founders has put skill empowerment as a higher priority. In the importance-performance analysis, policy projects related to actual funding such as growth funding, preliminary startup funding, employment and crisis subsidy were suggested. These findings of the study have suggested a new direction for more effective and practical policy resource distribution in tourism startup policies that can respond to rapid environmental changes in the post Covid-19 tourism industry.
