제도변화, 혹은 제도의 안정성과 이익집단: 교통 분야 O2O 사례를 중심으로

새로운 기술 혁신들이 사회적 충격을 발생시킴에도 유지되는 제도의 안정성은 무엇에서 기인하는 것일까? 본 연구는 교통 분야, 특히 카풀 플랫폼과 관련한 O2O 서비스들이 도입되는 과정에서 나타나는 제도적 갈등의 국내 사례를 통해 제도 변화를 저지하는 기득권 집단으로서 이익집단의 역할에 주목하였다. 우버로부터 시작해 카카오 T 카풀, 최근 타다로 이어진 논란에서 택시업계는 다양한 방법을 통해 면허제와 총량제를 통해 지켜지고 있는 택시 영업권을 지키고자 하였다. 제도 변화를 저지하는 이 과정에서 플랫폼 업체들은 기존의 제도에 순응하여 갈등을 빚는 새로운 서비스를 중단하고 제도에 편입된 채로 제도 내 혁신을 꾀하는 모습을 보였다. 이를 통해 본 연구는 기득권 개념과 제도 변화, 혹은 안정에 기여하는 이익집단의 역할에 관한 논의가 제도 연구에서 의미 있고 유용한 시각임을 제시하고자 했다.

안전정책 형성의 다중적 흐름- 초점사건, 정부조직개편과 정치변동 -

In this study, we explore quantitative changes in the safety policy of the Korean government from 2010 to 2018 using descriptive statistics and suggest theoretical and empirical implications of the results. We primarily draw on John W. Kingdon’s Multiple Streams Framework, which suggests three streams in the policy process (i.e., problem streams, policy streams, and politics streams), and present a research model in which focusing events, administrative reorganization and political change have a relation with policy changes. From the results, we argue that public safety has become an important part of Korean government policies, considering the increase in the number of government press releases and the number of ministries publishing them. Our findings imply that the recent changes in safety policy may be associated with political factors including government changes, rather than focusing events and/or administrative reorganization. We conjecture that politics streams exert a significant influence on the making of safety policy by mediating the other two streams and policy changes. We suggest that the findings should be empirically corroborated by follow-up studies expanding the temporal scope of analysis and analyzing qualitative changes in addition to quantitative changes in safety policy. 본 연구는 2010년부터 2018년까지 국민 안전 관련 정책에 관한 정부 보도자료의 양적 변화를 분석하여 안전 정책의 변화 추이가 갖는 이론적, 실증적 함의를 도출하고자 하였다. 이를 위해 킹던의 다중흐름모형이 제시하는 정책 과정의 세 흐름(정책문제흐름, 정책대안흐름, 정치흐름)을 초점사건, 정부조직개편, 그리고 정치변동의 측면에서 살펴보았다. 분석 결과, 관련 정책을 다루는 정부 보도자료의 양이 증가하고 보다 더 다양한 부처에서 해당 사안을 다루는 양상을 발견할 수 있었다. 또한 이러한 변화는 정권변동과 같은 정치적 요인과 높은 상관성을 보임으로써 한국의 안전정책 형성 과정에서 정치흐름이 다른 두 흐름과 정책 변화를 매개하여 유의미한 영향력을 발휘한다는 것을 짐작케 했다. 이와 관련, 분석의 시간적 범위를 확장하여 양적 변화 및 질적 변화를 다각도로 분석하는 후속 연구를 통해 이러한 탐색적 연구 결과를 실증적으로 확인할 필요가 있을 것이다.

엘리트 복싱선수의 중도포기의 원인과 의미에 관한 내러티브 탐구

Purpose: This study aims a examine the causes and meanings of elite boxing players through narrative exploration and to understand the meaning of the experience. In particular, Methods: The study participants of this study selected boxers with many stories of elite boxing player experiences through purposeful sampling. Data collection was conducted more than three in-depth interviews with each research participant, and imagetelling, Official documents and personal documents were collected and used as auxiliary data. The results of this study are as follows. Results: Through narrative exploration, we dealt with the sincere stories of the research participants who had thought about and decided to drop out while working as boxers, and analyzed the meaning of the participants' experiences by focusing on the cause of the dropout. Conclusion: This study is meaningful in that it understands the experience of elite boxing players’dropping out and identifies the cause of the boxers' dropout, and raises problems and the need for improvement in elite boxing through practical examples of elite boxing players.

The survey site, the Hyundai Apartment Complex in the Bundang Model Complex, includes three housing layout types; super high-rise, high-rise and low-rise apartment buildings. The site includes artificial ground over underground parking lots. The overall objective of this study is to evaluate social and physical factors of housing environments in each types of layout. The data has been complied from residents of apartment through questionnaire. The questionnaire include elements of neighborhood, outdoor space, parking zones, and the overall complex design in each layout types. The predictors of outdoor space satisfaction in apartment housing complex are found as follows: "abundance of trees in quantity", "the role as front yards", "harmony of buildings with landscape", "the more distance between buildings" and "maintenance quality of site". Layout of super high-rise apartment site is most satisfied. Introduction of car-free deck space is favored by resident because of safty and quiet resting area. However the low quality of green and lack of shades on the artificial land are identified as problems.on the artificial land are identified as problems.

한국 정부 규제의 정당화 논리는 어떻게 변화해 왔는가? : 보건ㆍ복지 정책 분야 신설ㆍ강화 규제(1998~2019) 분석

This study sheds light on the double-sidedness of the South Korean regulatory state which has been founded on the legacies of the developmental state. We do not attempt to criticize the increase of government regulations per se, but pay attention to the underlying rationales. Government regulations have increased and been reinforced as opposed to the government’s claim to decrease or rationalize them. We analyze the review outcomes of health and welfare regulations documented in the Regulatory Reform White Papers published annually for two decades (1998-2019) based on the Framework Act on Administrative Regulations. We code values inherent in the data, and categorize them into significant themes. Our primary findings are threefold. First, rather simple logic (e.g. whether regulation is necessary) dominated in the early days of regulatory reform, but the grounds for generating and reinforcing regulations have diversified over time. Second, non-economic values (e.g. prioritizing democratic processes have predominated over considerations of formality (e.g. the hierarchy of laws). Third, economic values appear more frequently in health regulations and during the Lee Myung-bak administration (2008-2013). This article offers in-depth analyses on all available data during the chosen period, which helps improve on existing exploratory studies lacking empirical analyses. 본 연구는 한국이 발전국가 유산 하에서 규제국가로 이행하면서 정부 주도 규제 개혁을 단행하였지만, 동시에 매년 상당히 많은 규제가 신설, 강화되는 현상에 주목하였다. 이때 규제가 늘어나는 것 자체에 의문을 가지기보다는 탈규제, 규제 합리화 기치 아래 정부 규제가 이루어질 때 어떠한 정당화 논리가 사용되는지에 초점을 맞추었다. 1998년 행정규제기본법 제정 이후 규제개혁백서(1998~2019)를 통해 매년 발표되는 보건ㆍ복지 분야의 신설ㆍ강화 규제의 심사내용 및 결과를 검토한 결과는 다음과 같다. 첫째, 초기에는 규제 필요 여부를 따지는 단순한 논리가 주를 이루었으나, 시간이 흐를수록 규제를 합리화하기 위한 근거들이 다변화되었다. 둘째, 최근으로 올수록 상위법과의 관계 등 형식적인 것에서 민주적 절차에 대한 고려 등의 비경제적 가치가 중심이 되고 있다. 셋째, 정책 영역별로는 복지 분야보다 보건 분야에서 경제적 이유를 합리화 근거로 삼은 경우가 더 많았으며, 정권별로는 이명박 정부에서 경제적 가치가 두드러지는 것을 발견하였다. 본 논문은 정부가 공개한 자료 전수를 분석 대상으로 실증성 높은 심층적인 분석을 체계적으로 시도하였다는 데 의의가 있다.

Extracranial carotid artery aneurysm is a rare disease. A 72-year-old man was admitted with a painful neck mass for 5 days. Neck CT angiography and carotid duplex ultrasonography revealed a fusiform aneurysm of the left carotid bifurcation with a thrombus. His symptoms improved after anticoagulation therapy. The thrombus decreased in size and ultimately disappeared, as evidenced by serial duplex examinations. Carotid duplex ultrasonography is a simple and useful tool for diagnosis and follow-up.

국회의원의 법조인 경력은 입법활동에 긍정적 영향을 미치는가?

본 연구의 목적은 한국 국회의 법조인 과다 대표 논란에 주목하여 법조인 경력과 입법활동 간의 관계를 경험적으로 밝히는 것에 있다. 구체적으로 본 연구는 법조인 과다 대표 양상이 가장 뚜렷하였던 18대 국회를 기준으로 법조인 출신 여부와 월평균 법안 발의건수, 그리고 법안 가결률 간의 관계를 성별, 연령, 선수, 지역구/비례대표 여부, 여당/야당 여부를 통제한 상황에서 분석하고 있다. 연구결과, 법조인 경력과 월평균 법안 발의건수, 그리고 법안 통과율 간에는 통계적으로 유의미한 관계가 존재하지 않으며, 오히려 그 관계가 반비례적인 특징을 보이기도 하였다. 이와 같은 본 연구의 결과는 법조인 출신 여부가 입법활동에 주요한 변수가 아닐 수 있다는 점을 시사한다. 그러므로 향후 정치인의 충원 과정에서 보다 다양한 배경과 출신의 인사들을 고려될 필요가 있다. Over-representation of the legal professionals in the Korean National Assembly has been in dispute for long. Focusing on this issue, this study aims to empirically examine the relation between legal profession of the Korean National Assembly members and legislative activities. To be more specific, this study analyzes that legal profession of the Korean National Assembly members bring positive effects on the number of bill proposal based on monthly average and the rate of bill success under controlling other variables such as gender, age, legislative term, whether one is district representative or proportional representative, whether one is the member of the ruling party or the opposition party. The analysis ranges over the 18th Korean National Assembly, which showed the most apparent tendency of legal professionals’ over-representation. The results of this study suggest that there are no statistically significant relations among legal profession, the number of bill proposal and the rate of bill success. Rather, we have seen the opposite propensity. So we can say that it might not be a critical factor of one’s legislative activities whether a member of the Korean National Assembly has experiences as a legal professional or not. Thus, it is important to consider diverse backgrounds and origins when the political parties choose the candidates for the Korean National Assembly member.
