서울시의회의 정책 수립과 추진 역량 제고를 위한 소통 활성화 방안 연구

본 연구는 서울시와 서울시의회 간 정책소통의 현황을 살펴보기 위해 시공무원, 시의원 10명을 심층 인터뷰하여 민관 협치 거버넌스를 위한 제도적 보완책을 제안했다. 인터뷰 분석 결과, 문제점 측면에서 시의원들은 민원성 정책 해결을 위해 시공무원과협력 관계를 맺고 비교적 만족하지만, 시공무원은 시의원을 설득의 대상으로 파악하는등, 시의원과 시공무원의 상호 인식과 만족의 불일치가 존재했다. 개선방안 측면에서시의원과 시공무원의 전문성 제고를 위한 개인적 노력과 시의원 보좌관 제도 및 공무원순환근무의 재고, 그리고 두 주체의 대인관계 개선을 위한 공식적, 비공식적 대인커뮤니케이션 기회 증가 등이 제안되었다. 또한 서울시의회와 서울시의 정책소통 측면에서기관분리형의 지방자치제도의 한계이기도 하지만, 하향식(top-down) 수직 행정으로부터 시의회의 역할 축소가 나타났으며, 정책소통을 의결·심의·감사 중심으로 국한하는등 시의회 역할과 활동에 대한 시공무원과 시민의 낮은 인식으로 인한 협력 제한이 지적되었다. 이러한 문제의 개선방안으로 시의원, 시공무원, 시민의 수평적 균형과 견제행정으로 전환하여 하향식 수직 행정 탈피, 시 산하 166개 위원회에 시의원과 일반 시민의 참여 확대, 시의회 역할과 활동에 대한 인식 제고를 위한 홍보 활성화 방안의 필요성 등이 제안되었다. Through in-depth interviews of 10 participants in policymaking, this study examines current situations and suggests some countermeasures to improve policy communication of Seoul City Council for the governance. The results of the interviews of councilmen and public servants of Seoul city indicated that communication through governance conferences and policy fairs of Seoul City was generally affirmative. Furthermore, it indicated that councilmen mostly were satisfied with cooperative relations from city officials; however, city officials sometimes faced difficulty with regard to persuading councilmen to promote city’s policies. Citizens’ lack of awareness regarding councilmen’s activities, conflicts between political status, and residents’ requests can be considered as threats. Following measures can be suggested for effective policy communication of Seoul Council: (1) establishing triple governance among councilmen, city officials and citizen; (2) utilizing 166 current legal committees in Seoul as systems for policy communication with active participation of councilmen; (3) establishing systems comprising policy advisors for enhancing councilmen’s professionalism; (4) establishing support system for publicizing councilmen’s municipal activities.

한국 드라마의 조선족 재현에 대한 재한 조선족의 수용과 인식

This study analyzes the meaning of representation by examining how Chosun-jok characters are represented in TV dramas from 2002 to the present. Based on the analysis of nineteen drama series from June 2002 to June 2018. it is seen that the Chosun-jok were exclusively represented in the context of violent crimes and deteriorating economic conditions. Especially all Chosun-jok men have been repeatedly represented as criminal characters such as brutal organized crime members. human traffickers. organ traffickers. and contract killers. which is especially problematic because they are being represented as killing people or committing heinous crimes without any contribution to the narrative. Except for heroines of two dramas in the 2000s. the Chosun-jok women are mainly represented in dramas as housewives. restaurant employees. or illegal immigrants. Ten Chosun-jok interview participants criticized the biased representations in dramas and dramas’ producers and script writers who obsessed with the appearance of Chosun-jok as subalterns in the past. And also they resist against such negative representations in drama. Meanwhile they are tend to resign themselves to their fate in the fact that the Korean-Chinese have become objects of hatred from the object of past ignorance. When Korean society starts to be concerned about the ethics of others, such violent representations would be considered ethically. 본 연구는 한국 TV 드라마의 조선족 재현에 대해 재한 조선족들은 어떻게 수용하고있는지 해석하고자 한다. 2002년부터 2018년 4월까지 종영한 19편의 드라마를 분석한결과, 조선족 남성은 모두 잔혹한 조직 폭력배, 인신매매, 장기밀매, 살인청부 등 범죄캐릭터로 반복 재현되는 양상을 띠었다. 한편 조선족 여성은 2000년대 <그대를 알고부터>와 <열아홉 순정>의 주인공 역할을 제외하면, 다소 예외적인 드라마도 있지만, 가정부, 식당아줌마, 불법체류자, 신분위장자, 보이스피싱 등의 범죄자로 재현되었다. 그러나 조선족 여성은 남성 재현과 달리 비록 불안한 신분이라 하더라도 성실하고 당찬 모습으로 재현되기도 했다. 이에 대해 조선족 인터뷰 참여자 10명은 초기의 경제적 약자로서의 조선족 이미지에 집착하는 드라마 재현을 비판하고 저항의 목소리를 냈다. 한편, 한국 사회에서 정착 초기, 무시의 대상에서 혐오의 대상이 되었음을 인식하고 있는조선족들은 드라마의 부정적 재현에 대해 체념하고 포기하는 경향도 보였다. 특히 지속적인 남성 조선족에 대한 폭력적 재현은 인종주의적 차별의 표현으로서 윤리적 차원의문제 제기가 필요한 상황이다.

중등도 및 중증 판상 건선에서 인터루킨-17 억제제와 인터루킨-23 억제제의 장단기 효과 비교: 단일 기관의 경험

Background: Interleukin (IL)-17 and IL-23 inhibitors have helped achieve clear skin in many patients with psoriasis. However, real-world data to compare short- and long-term efficacy of these biologics in Korean patients are lacking. Objective: To compare short- and long-term efficacy of IL-17A and IL-23 inhibitors in patients with moderate- to-severe psoriasis. Methods: We retrospectively evaluated efficacy of IL-17A and IL-23 inhibitors among patients treated at Ajou University Hospital from 2017 to 2022. The specific agents studied were as follows: secukinumab, 32 patients; ixekizumab, four patients; guselkumab, 13 patients; and risankizumab, 31 patients. Patients who were followed up for less than a year or changed biologics were excluded. Results: The rates of psoriasis area and severity index (PASI) 90 achievement of secukinumab were 62.5%, 86.7%, 89.3%, 80.8%, and 70.8% at weeks 16, 40, 88, 112, and 136, respectively. For ixekizumab, the PASI90 achievement rates were 75%, 100%, 75%, and 100% at weeks 16, 40, 64, and 88, respectively. The PASI90 achievement rates of guselkumab were 53.8%, 76.9%, 72.7%, and 77.8% at weeks 20, 44, 68, and 92, respectively. For risankizumab, PASI90 achievement rates were 69.7%, 90.0%, 93.7%, and 100% at weeks 28, 52, 76, and 100, respectively. Before 52 weeks, PASI90 achievement was significantly lower with guselkumab than with secukinumab (hazardratio=0.22). After 52 weeks, PASI90 achievement was significantly higher with risankizumab than with secukinumab (hazard ratio=2.00). Conclusion: PASI90 was achieved faster with IL-17A inhibitors than with IL-23 inhibitors. However, IL-23 inhibitors afforded the maintenance of a higher PASI score after 52 weeks.

한국사회의 성희롱 개념 연구 : 국내학술지를 중심으로

본 연구는 ‘섹슈얼 허래스먼트’ 현상이 국내에서 ‘성희롱’으로 명명(naming)되는 과정에서 나타나는 개념의 한계를 구명하기 위해 6년간(2010년∼2015년) 국내에서 발행된 주요 성희롱 소재 논문을 분석했다. 연구 결과 법학 분야와 법학 이외의 학문 분야는 연구주제와 분석 대상, 접근 시각 그리고 개념의 내용 등에서 상이한 특징을 보였다. 먼저 연구 주제의 경우 법학 분야는 주로 성희롱의 개념 연구, 법률 검토, 성희롱 사건 처리 및 판례 분석, 성희롱 예방을 위한 정책 제언 등인 반면에 기타 분야는 성희롱 의식, 실태 및 영향 연구가 주를 이루었다. 성희롱 개념과 관련해 법학 분야는 성희롱이 명시된 법률인 여성발전기본법, 남녀고용평등과 일·가정 양립 지원에 관한 법, 국가인권위원회법 등을 기반으로 규정한 반면에 기타 분야는 대체로 현재의 법적 개념을 오해 또는 축소하여 다분히 법적 용어와 다른 의미를 내포했다. 이러한 연구결과에 의거해서 볼 때, 향후 성희롱이란 법적 표현을 섹슈얼 허래스먼트 현상을 보다 잘 표현할 수 있는 ‘성적 괴롭힘’으로 재정비할 것을 제안한다. Sexual harassment at the workplace refers to a harassment of an applicant or employee involving coercion of a sexual nature or unwelcome or inappropriate promise of rewards in exchange for sexual favors. In the early 1990s in Korea, the term, sexual harassment was translated as sunghirong(성희롱), which means off-color jokes. Now sunghirong has been legislated upon in three regulations; the Framework Act on Women’s Development, Equal Employment Opportunity and Work-Family Balance Assistance Act, and National Human Rights Commission Act. The term of sunghirong is inadequate in describing the elements of sexual harassment, particularly, the involved violence and violation of human rights and the right to work. This study examines Korean academic journals to analyze diverse concepts of concerning sunghirong. We found that while legal journals display a tendency to interpret the meanings of sexual harassment on the basis of Acts, journals in other academic fields show narrow and distorted perspectives or restrictive interpretations of concepts of sunghirong. Researchers as well as lay people do not have a clear understanding of concepts of sunghirong, Therefore, we need to re-name sunghirong in Korea on the basis of the original meaning of sexual harassment.
