There is a limit to how prevent the increase of crime as a serious social problem only with depending on the general police force, however the crime prevention system through environmental design should be needed so that it will help prevent and cope with possible crimes by restoring and refining urban spaces harmonized with modern society. Therefore, environmental design according to introduction “theory of the crime prevention through environmental design(CPTED)” in the case of a new town has been analyzed with various evidences how it has contributed in the crime prevention and the safety which advanced countries get effects with. The analyzing scope and methode is the following of the survey result of living peoples in the mock-dong apartment town which has been built since 1980 that plottage area is over 500,000㎡ as an essential condition in order to replot the re-designation of development promoted district, the analyzing problems of it suggests the direction how CPTED contributes to the goal of applications of the CPTED given that it will help prevent and cope with possible crimes.

The obligative policy of small housing construction rebuilding makes rebuilding business shrank down. And until now the capital area in excess of demands, it must be pressure of making high prices with decreasing housing supply. As we can see in case of the permission of selling management in SeoCho-Gu and the disturbing private ownership in a democratic society, it occurs the antagonism of union members in rebuilding business continuously. Also it makes them decline the trust for the policy of this government. The housing policy has to be completely analyzed how much it influence to the housing market and the macroscopic economic environment. Be prepared with more effective housing policies in long-term plans systematically. Then the impact of housing market and companies will be grown down. Not just avoid urgent situations, approach more fundamental senses for increasing twofold of effect.

Korean social structure are changing into unbalanced component ratio of population with the rapid idustrialization and urbanization based on economic growth. In this context, contrary to health, medical treatment and welfare issues for the aged which have been dealt with as a foremost priority of social issues, the housing issue for the aged is expected to be one of most serious issue of society in the near future. Because the issue has been ranked as lowest priority in our society. It brings about the result that in spite of the urgent necessity to increase housing supply especially for the aged, related regulations are not sufficient and, not well-organized to solve the problem. In order to settle such issues, It is necessary that there are (1) integration of dual system of law ,that is, the law of welfare for the aged and the law of housing, (2) the application of sub-regulations related to the law of housing for the ratio of housing supply and supporting policy of governmental level, (3) various incentives for housing supply, (4) establishing the criteria on housing design for the aged and (5) relieving recruiting criterion for residents related with rules and regulations on housing supply of the aged. Also, the supply of urban silver housing must be provided.
