Counties and Prefectures were legislated by ‘Kyungguk-Dajeon’ in the early Choson period 1485(Sung-jong 16). After that, 150 counties and prefectures were managed by removing old laws, replacing them, raising of states and demoting until 1864(Go-jong 2). The changes to counties and prefectures from the mide to late Choson period, was originated in replacing of the counties and prefectures, defending, protecting from rebellion, disloyalty and undutifulness to their parents for defected govern. During the middle and late Choson period, 8 counties and prefectures were set up, 50 counties and prefectures were abolished, and 65 counties and prefectures were raised in status. Those counties and prefectures established for protecting Korea invasion by China and Japan were centralized in Kyung-ki, Kyung-sang and Jun-ra district. The counties and prefectures which were replaced, again and abolition, were renewed for effected govern to local district and relegated head chief of district place after 10 years. In middle and late of Choson period, the government tried to renew the morality of confucianism. However, it did not work because of disloyalty and rebellion. Because of that, many counties and prefectures were degraded and abolished. In addition the a counties and prefectures which were degraded and abolished had handicaps such as a heavy duty for tax and labor and a psychological effect.
